    Zusammenfassung: Across public sectors in the Arab world, international consultancy firms already play a pivotal role and are further expanding their operations. Among other projects, con­sultancies have (co-)designed such high-profile strategies as Saudi Arabia's "Vision 2030" and Morocco’s "Green Agenda". Currently, they are stepping up their activities in national energy and climate strategies. Their operations involve almost no local public participation, which diminishes the legitimacy and quality of the policies crafted and undermines local development. Besides the ramifications for the Arab world, the consultancies' work in that region also affects German and European interests, even when it is commissioned by European actors or international organizations. If negative impacts are to be avoided, greater awareness and more transparency about the consultancies’ activities are needed. Moreover, it is crucial to scrutinise whether, when and to what extent it is expedient to commission international consultancy firms

    According to official statements, the main purpose of the Quadrilateral Security Dialogue ("Quad") is to intensify cooperation between the four partner countries - Australia, India, Japan and the United States - in tackling urgent challenges in the Indo-Pacific region. These include climate protection, health policy and maritime security. However, it is primarily the rise of China and the associated challenge to US hegemony in the region that brings together the four partners. In this context mini­lateral cooperation formats such as the Quad are gaining global importance. But more than 15 years after the start of formal meetings, and despite increased cooperation, the security dialogue between the four unequal partners appears more a symp­tom of regional instability than a remedy for it.

    On 6 February 2023, Turkey was hit by one of the worst earthquakes in its history. Buildings were destroyed and damaged across the southern and eastern provinces. The official death toll is already over 50,000, and it is conceivable that the real numbers will be much higher. The earthquake also exposed the scale of political and institutional deterioration in Turkey. During Recep Tayyip Erdoğan’s two decades in power, Turkey has experienced an enormous construction boom, evolved into an important player in humanitarian aid, and become an increasingly important regional military actor. However, the earthquake revealed that the highly centralised and personalised system of power had weakened state institutions and undermined their capacity to deliver. Turkey needs to reform its disaster management and governance. The European Union should assist the recovery and reconstruction efforts by targeting aid and using the momentum to mitigate anti-Westernism.

    The agreement signed by the Tigray People’s Liberation Front (TPLF) and the Ethio­pian government on 2 November 2022 offers a real chance to end one of the bloodiest wars in the world. The implementation of the agreement is going well so far. How­ever, the peace process has brought into focus the question of a stable distribution of power within Ethiopia and in the Horn of Africa. The government under Prime Minister Abiy Ahmed faces three key challenges. First, it must integrate the TPLF and at the same time disengage from the partnership with Eritrea. Second, it must rebalance the domestic relationship between the main political actors in order to stop the escalating violence in the states of Amhara and Oromia. Finally, it must bring together a society divided and impoverished by war. International partners should support Ethiopia in addressing these challenges with conditional financial assistance and peacebuilding projects.

    Over the past 10 years, the de facto alliance of the governments of Egypt, Saudi Arabia and the United Arab Emirates has exercised significant influence over developments in the Middle East. The common goal has been to prevent democratic transformation, stop the rise of political Islam and counter the influence of Iran and Turkey over the region. But joint regional political interventions have so far had little success. More­over, divergences of interest in bilateral relations between these authoritarian Arab states have come to light in recent months. The potential for conflict has become evident with regard to both economic and regional political issues and is only likely to increase in the future. For Germany and the European Union, these divergences of interest between the three countries offer an opportunity to pursue their own goals in the region.

    Nearly a year after its formation, the Nation Alliance, consisting of six opposition parties ("Table of Six"), finally started to act like a full-fledged electoral alliance against the ruling bloc under President Recep Tayyip Erdoğan. The six opposition leaders have long been criticised for failing to take concrete steps towards embodying a viable political alternative to the People's Alliance of the ruling Justice and Development Party (AKP) and the Nationalist Movement Party (MHP) since they publicly signed the joint manifesto for Turkey's transition into the "Strengthened Parliamentary System" in February 2022. Although the alliance has yet to announce its joint presidential candidate, it has manifested an unprecedentedly comprehensive joint platform in nine policy areas, including the rule of law, public administration, social policy, economy, and foreign policy. The 200-page joint document provides a comprehensive overview of what changes Turkey can be expected to go through in the short and medium terms should the Nation Alliance manage to defeat President Erdoğan's ruling bloc in the up­coming elections, which will probably take place on 14 May 2023. Even though it would not immediately offer a solution to various issues in Turkey-EU relations, a possible opposition victory could bring bilateral relations back to an institutional framework, whereby both parties can cooperate in a productive way to work out their problems and focus on common interests.

    Germany is being met with rejection from the governments of Arab states when it calls for human rights to be respected. If those being addressed do not outright refuse to engage in dialogue, they usually rely on four patterns of argumentation to ward off corresponding demands: (1) the human rights situation in their own country is already improving, but the process still needs time, (2) concerns such as economic development and the fight against terrorism should take precedence over civil rights, (3) human rights are a Western construct and ignore the cultural characteristics of the societies being addressed, and (4) Western human rights policy is characterised by double standards. German officials should be aware of these objections and counter them proactively when they engage in dialogue on human rights. Above all, the Ger­man government should engage the accusations of cultural imperialism and double standards, not least because these beliefs are widespread among the populations of Arab countries. To counterbalance these accusations, the universal claim of human rights should be emphasised more strongly – especially in the context of a feminist foreign policy. Additionally, self-interests that potentially undermine the proclaimed values-based approach should be identified and articulated more clearly. Finally, the dialogue on human rights should be underpinned by concrete measures.

    The inclusion of technocrats and bureaucrats in Turkey’s new cabinet has led to cautious optimism over a possible change in direction. While President Recep Tayyip Erdoğan’s choice of economy minister hints at a reset, the thrust of foreign policy will remain unchanged. Here Ankara will pursue a moderate and diplomatic approach while still pursuing strategic autonomy. A great deal will depend on what Erdoğan wants and how he chooses to employ foreign relations to attract better financial and economic deals. Given Turkey’s importance as a security partner, especially in light of Russia’s war against Ukraine, the EU needs to develop a strategic approach on the basis of common interests and institutionalised relations.
