    Im Jahr 2021 steht die internationale Staatengemeinschaft vor der Chance, die globale Digitalpolitik grundlegend zu reformieren. Ziel sollte es sein, ein globales, freies und offenes, stabiles und sicheres Internet zu garantieren und gleichzeitig ein verantwortliches Verhalten von Staaten im Cyberraum zu fördern. Die zwei entscheidenden Weichenstellungen liegen bei den Vereinten Nationen (VN): verbesserte Kooperationsmodelle für die gemeinsame Fortentwicklung der Internetpolitik und eine Implementierung der bereits formulierten Cybernormen. Eine reformierte digitale Kooperationsarchitektur kann die Internet Governance inklusiver und effektiver machen. Neue Instrumente können die aktuell gespaltene Debatte über Cybernormen voranbringen und das Verhalten von Staaten im Cyberspace vorhersagbarer machen. Vielversprechende Vorschläge liegen bereits vor und stehen im Mittelpunkt dieses Global Governance Spotlights.

    There has been a significant policy shift in Germany’s energy transition – the Energiewende – resulting from Russia’s invasion of Ukraine and the subsequent war. The Easter Package, rolled out in Spring 2022, set a series of ambitious renewable energy targets and laws to enable both climate action and energy security. These are to be implemented in tandem with existing laws such as the Coal Exit Law and the Federal Climate Change Act. Aligning policies and targets to reduce greenhouse gas (GHG) emissions and ensure energy reliability and affordability requires concerted policy coherence, a policy process to pursue multiple goals in a way that maximises synergies and minimises trade-offs. Reducing trade-offs (and their consequences) is especially crucial if the energy transition is to be just for all and become a vehicle towards a broader Just Transition, as well as to achieve the aims of the 2030 Agenda for Sustainable Development (including “leaving no one behind”) and the Paris Agreement. This policy brief first examines some of the most important policies – and (in)coherences – pertaining to the Energiewende, with a specific focus on the state of North Rhine-Westphalia (NRW), one of Germany’s main coal-mining regions. The brief then goes on to explore the main political drivers – through the lens of ideas, interests and institutions – of policy (in)coherence in two parallel Energiewende policy processes that are particularly relevant to the electricity sector: the coal phase-out and the phase-in of onshore wind. Although solar power and green hydrogen are also key to a successful Energiewende, these are not the subject of this brief. Our insights derive from policy document analysis and 28 semi-structured interviews. To move towards a Just Transition, the following recommendations are made to promote coherence in Germany’s Energiewende and inform the ongoing revision of the NRW Sustainability Strategy (last updated in 2020). The recommendations may also be of interest to the newly appointed NRW Advisory Board on Sustainability: • Mitigate ideological, institutional and interest-based barriers to ambitious climate action by ensuring a political commitment to policy coherence. In NRW in particular, this means meeting recent promises to deliver a coal phase-out by 2030 and lift the 1,000 metre (m) “rule” (i.e. 1 kilometre (km) between residential buildings and wind turbines), as well as mitigating arising conflicts between residents’ interests, particularly around the sharing of profits. Such commitments should be made explicit in the revised NRW Sustainability Strategy and legislated. • Promote greater political equality in all Energiewende policy-making decision processes at all governance levels (i.e. federal, state and municipal) in consultative and participatory mechanisms towards greater energy democracy. Reducing political in-equality is key to increase the public’s acceptance of renewable energy projects (e.g. through cooperatives) – one of the aims of the latest NRW Sustainability Strategy. • Integrate notions of social and climate justice into Energiewende policy to ensure the German energy transition is a just one for all individuals, and not just for German coal workers. Notions of procedural, distribution and recognition justice are featured here and should be highlighted in the updated NRW Sustainability Strategy.

    There is an increased recognition of human mobility responses to climate change among policy-makers and stakeholders. At the global level, the Global Compact for Safe, Regular and Orderly Migration (GCM) highlights this intersection of climate change and migration. In addition, follow-up processes to the Paris Agreement highlight human mobility outcomes from climate impacts. This policy brief argues that while there is a recognition of climate migration at the international and national levels, implementation at the sub-national level where pertinent migration is happening, is far from adequate. At the national level, Ghana and Senegal have signed on and engaged in follow-up processes of the GCM and the Paris Agreement. Furthermore, they have in different ways highlighted climate migration as a key policy area. For Senegal, there is a mandate to include climate change and migration along with three other priority areas for all development plans in the country. On the other hand, Ghana’s national migration policy identifies climate change as a key area for policy attention. These reflect recognition of climate change and human mobility as a policy issue at the national level. However, there appear to be gaps in the implementation of these mandates and policy frameworks locally. Hence, there is a need to further investigate the patterns, weaknesses and strengths of climate (im)mobility strategy implementation at the sub-national level. This policy brief presents insights based on case studies of two West African cities, Accra and Dakar, which are relevant to urban climate (im)mobility governance because human mobility patterns are well established internally and from countries in the West African region, as are the influences of climate change on these mobility patterns. Because cities attract migrants, they offer insights into sub-national climate (im)mobility governance. It is, however, important to note the difficulty of isolating climate change as a driver of human mobility since it interacts with several other drivers (Black, Bennett, Thomas, & Beddington, 2011; Ekoh, Teron, & Ajibade, 2023). Regardless of the drivers of human mobility, city authorities have a responsibility to support their resident populations, and with increasing climate threats, they have a duty to support climate adapta-tion and resilience building within the city. This policy brief outlines three major challenges associated with addressing the human mobility dimension of climate change locally, under existing frameworks and agreements: (1) City authorities have limited competencies in governing migration, including climate-induced migration. (2) Cities have limited resources and capacity to adapt to climate change and the associated (im)mobility dimensions. (3) At the local level, human mobility and climate change are mostly treated as separate issues in the absence of an integrated policy framework on climate (im)mobility. The recommendations in this policy brief are addressed to national governments, local authorities and donors; they highlight how to move from global and national recognition to action so that cities/local authorities are better prepared to support migrants: • A whole-of-government approach is necessary at all levels to address the crosscutting issue of climate change and human mobility. This should be part of a new or updated national migration policy that gives local authorities/cities a clear role to play in human mobility and climate change. • National governments and donors need to support local authorities and non-state actors, such as non-governmental organisations and civil society organi-sations, with funding and investment in capacity building towards the design and implementation of climate (im)mobility strategies. • Urban action plans should clearly reflect climate (im)mobility strategies given current trends and projections of increased mobility towards cities like Accra and Dakar.

    This report examines how and to what extent national action plans (NAPs) are a useful tool for fostering local ownership of the women, peace and security (WPS) agenda. Focusing on three case countries, Ethiopia, Kenya and Mali, the report interrogates different actions that can generate ownership and how these manifest in institutional approaches to WPS or UNSCR 1325 adoption and implementation. The three countries present very different circumstances for engaging with the WPS agenda and for doing so through NAPs. The report shows that the WPS agenda is also implemented by civil society beyond the scope of NAPs, while the narrow purview of actors involved with NAPs has led to limited ownership by government and civil society actors beyond those directly involved. NAP implementation is further challenged by unsustainable funding strategies and while diverse actors engage with WPS in their localities, a lack of data and reporting limits the monitoring of NAP implementation. Notwithstanding these limitations, the drafting and adoption of NAPs can link the work people do on the ground to official government policy and thereby legitimise the WPS work of different stakeholders who can mobilise around WPS NAPs strategically. NAPs are also used to monitor governments' engagement with the agenda, to mobilise funds and to debate the gendered aspects of new and old security challenges and gender equality more broadly, all of which can facilitate holding governments to account and advancing the WPS agenda.

    The German government intends to establish standards for responsible sourcing of metals, and laid out its objectives in a position paper in January 2023 ("Paths to sus­tainable and resilient raw material supplies"). German firms source much of the metals they use through traders, exchanges and over-the-counter markets. These tend to be located outside the European Union in countries whose regulations on corporate due diligence are weaker than the EU’s. Given the central role of commodity traders and exchanges in securing the supply of metals and enforcing sustainability standards in metal supply chains, the German government should ensure that its im­plementation of its position paper devotes commensurate attention to the commo­dity trade. Robust supply chain legislation at the EU level, also covering the financial sector, will permit Germany to exert indirect influence on commodity traders, exchanges and over-the-counter markets.

    Recent research on the International Monetary Fund has focused on the adoption, implementation and impact of their lending programs and their political dimensions. This paper evaluates this literature and suggests promising areas of future work. The first area to be surveyed deals with the initiation of a Fund program, which has been shown to be influenced by political and institutional variables. The record also shows that in some cases governments borrow from the Fund on a continuing basis. A second focus of research analyzes the design and implementation of Fund supported polices, since many programs are often not successfully completed. Political economy models attribute the incomplete implementation to a lack of domestic support for reform measures, and empirical studies provide evidence is support of this hypothesis. The third issue that is addressed is the impact of IMF policies on the economy of the borrowing government. Most of the empirical work finds that these policies improve the balance of payments but may have a negative impact on growth and income distribution. Finally, there are no signs of a catalytic effect on Fund programs on private capital flows to program countries, but some evidence of moral hazard.
