    The Sustainable Development Goals (SDGs) present a new and coherent way of thinking about diverse facets of development. Implicit in the framework of the SDGs is that the goals are interconnected and interdependent. To translate such critical ideas into reality, countries need new skills, perspectives and approaches to the implementation of policies and programmes. Capacity-building, in particular for the public sector, is therefore at the core of achieving the 2030 Agenda. Although all countries have designed their respective capacity-building strategies and undertaken various interventions for knowledge dissemination among government officials and other stakeholders on the SDGs, there are wide variations between countries regarding the progress on capacity-building initiatives. In many developing countries, the heterogeneity of the political, societal and economic structures poses one of the biggest challenges to capacity-building for the localisation of the SDGs.     I provide evidence of the severe social costs imposed by infrastructure projects that are being implemented (i.e., projects started but not yet completed) in the context of sewerage in Peru. Using a counterfactual implementation predicted from geography-based cost considerations as an instrument, I show that implemented projects increase infant and under-five mortality. These results are driven by hazards, poor hygienic conditions and unsafe behavior, which increase deaths by waterborne diseases and accidents. Delays and mid-construction halting are common, and exacerbate the lethal effects of projects. Failing to take the implementation phase into account could severely bias the welfare evaluation of infrastructure.

    The Group of Governmental Experts (GGE) has been discussing autonomous weapons systems (AWS) in the UN arms control context since 2017. Russia boycotted the latest round of talks in Geneva in March, in connection with its 24 February 2022 invasion of Ukraine. Regulation of AWS is an increasingly remote prospect, and some representatives even admit privately that the talks may have failed. The new German government’s commitment to work to outlaw AWS is increasingly looking like a labour of Sisyphus. Given that the GGE requires unanimity, but constructive cooperation with Russia is off the table for the foreseeable, other forums will need to be found for the international debate on AWS control. Germany must prepare for options within NATO, the European Union and the United Nations. It is clear that any meaningful process presupposes coherent coordination with the NATO partners on all levels. In order to achieve that, Germany must first develop a clear national position on AWS.

    In response to Russia’s attack on Ukraine, the United States and 37 countries formed a coalition in February 2022 to implement a barrage of export controls outside of any formal arrangement. By contrast, US controls on China are often unilateral, such as its October 2022 measures on semiconductors that went ahead without explicit con­sent, let alone a commitment by its allies to join. But to deny China access to “dual-use” technology, unilateral export controls will not be effective. As European Com­mission President Ursula von der Leyen announced during her visit to the White House, the European Union (EU) wants to renew its export controls on dual-use products and new technologies and to coordinate them more closely with US measures. That means that member states will need to develop a common position on the scope of their export controls – including the extent of their alignment with the United States – as well as ways forward with multilateral controls of dual-use goods, given the freeze of the Wassenaar Arrangement due to Russia’s actions.

    Originally scheduled for 2020, the 10th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) had to be deferred four times. It was not until August 2022 that the 191 NPT states finally met. At least since Russia’s invasion of Ukraine, observers had expected that the delegates would be unable to agree on a Final Document. Surprisingly, differences over nuclear disarmament did not play a role in the failure of the conference, despite the growing polarization over this issue since the entry into force of the Treaty on the Prohibition of Nuclear Weapons (TPNW) at the beginning of 2021. Russia alone was responsible for torpedoing the consensus. Conversely, all the non-nuclear NPT parties made major concessions in a bid to pre­vent the conference from failing. This shows that in a context of global tensions, nuclear disarmament is a lesser concern for the non-nuclear-weapon states (NNWS) than they themselves have long been suggesting. That the stability of the NPT does not depend on progress towards disarmament is good news. For Germany’s National Security Strategy (NSS), it means that greater concessions to advocates of the TPNW are not necessary to protect the NPT.
