    This paper is the first to analyze intergenerational economic mobility based on sibling correlations in permanent earnings in Germany and to provide a cross-country comparison of Germany, Denmark, and the US. The main findings are as follows: the importance of family and community background in Germany is higher than in Denmark and comparable to that in the US. This holds true for brothers and sisters. In Denmark 20 percent of the inequality in permanent earnings can be attributed to family and community factors shared by brothers while the corresponding estimates are 43 percent in Germany and 45 percent in the US. For sisters the estimates are 19 percent for Denmark, 39 percent for Germany and 29 percent for the US.     Nach einem Drittel der Legislaturperiode hat die im Herbst 2009 angetretene schwarz-gelbe Koalition aus CDU, CSU und FDP mit dem Wachstumsbeschleunigungsgesetz, dem Zukunftspaket und der Gesundheitsreform bis Ende 2010 wesentliche Ziele des Koalitionsvertrages angepackt. Dennoch hat die Bundesregierung die in sie gesetzten Erwartungen nicht erfüllen können und aufgrund ihrer Mut- und Konzeptlosigkeit enttäuscht. Entsprechend fällt die fiskalische Bilanz von Schwarz-Gelb (bisher) ernüchternd aus. Mit dem Wachstumsbeschleunigungsgesetz sollten neue Impulse für einen dynamischen Aufschwung gesetzt werden. Bei einem vernachlässigbaren Einfluss auf die Wirtschaftsleistung haben die beschlossenen Steuererleichterungen den öffentlichen Haushalten jedoch zusätzliche Lasten in Höhe von jährlich 8 Mrd. Euro aufgebürdet. In der Nachhaltigkeitsbilanz schlägt sich dies in einer Zunahme der Nachhaltigkeitslücke von 291 Prozent des BIP bei Amtsantritt von Schwarz-Gelb auf 315 Prozent des BIP nieder.

    The intergenerational transmission of employers between fathers and sons is a common feature of labour markets in Canada and Denmark, with 30 to 40% of young adults having at some point been employed with a firm that also employed their fathers. This is strongly associated with the first jobs obtained during the teen years, but for four to about six percent it also refers to the main job in adulthood. In both countries the transmission of employers is positively associated with paternal earnings, rising distinctly and sharply at the very top of the father's earnings distribution, and has implications for the intergenerational transmission of earnings. Mobility out of the bottom has little to do with inheriting an employer from the father, while the preservation of high income status is distinctly related to this tendency. These findings stress that child adult outcomes are related to the structure of labour markets, and underscore the role of resources parents have - though information, networks, or direct control of the hiring process - in facilitating the job search of their children. -- intergenerational mobility ; job search ; equality of opportunity

    The Swedish comprehensive school reform implied an extension of the number of years of compulsory school from 7 or 8 to 9 for the entire nation and was implemented as a social experiment by municipality between 1949 and 1962. A previous study (Meghir and Palme, 2005) has shown that this reform significantly increased the number of years of schooling as well as labor earnings of the children who went through the post reform school system, in particular for individuals originating from homes with low educated fathers. This study estimates the impact of the reform on criminal behavior: both within the generation directly affected by the reform as well as their children. We use census data on all born in Sweden between 1945 and 1955 and all their children merged with individual register data on all convictions between 1981 and 2008. We find a significant inverse effect of the reform on criminal behavior of men and on sons to fathers who went through the new school system.

    We explore the relationship between the social interaction of parents and their offspring from a theoretical and an empirical perspective. Our theoretical framework establishes possible explanations for the intergenerational transfer of social interaction whereby the social interaction of the parent may influence that of their offspring and vice versa. The empirical evidence, based on four data sets covering Great Britain and the U.S., is supportive of our theoretical priors.     Research on intergenerational income mobility is based on current income since data on lifetime income are typically not available for two generations. However, using snapshots of income over shorter periods causes a so-called life-cycle bias if the snapshots cannot mimic lifetime outcomes. Using uniquely long series of Swedish income data, we show that current empirical strategies do not eliminate such bias. We focus on the widely adopted generalized errors-in-variables model and find that the remaining bias is substantial (20% of the true elasticity from left-side measurement error at the most relevant age range). IV estimates suffer from even stronger life-cycle effects and do not provide an upper bound. Inconsistencies stem from the interaction of two factors: heterogeneity in income profiles cannot be fully accounted for, and idiosyncratic deviations from average profiles correlate with individual characteristics and family background.     This paper is the first to analyze intergenerational economic mobility based on sibling correlations in permanent earnings in Germany and to provide a cross-country comparison of Germany, Denmark, and the US. The main findings are as follows: the importance of family and community background in Germany is higher than in Denmark and comparable to that in the US. This holds true for brothers and sisters. In Denmark 20 percent of the inequality in permanent earnings can be attributed to family and community factors shared by brothers while the corresponding estimates are 43 percent in Germany and 45 percent in the US. For sisters the estimates are 19 percent for Denmark, 39 percent for Germany and 29 percent for the US. This ranking is shown to be robust against alternative approaches.

    Socialist societies often emphasized the abolition of traditional social classes. To achieve this objective, educational opportunities were at times 'actively managed' and allocated to children of less educated parents. What happened to these patterns after the demise of socialist rule in Eastern Europe? We study the development of educational mobility after the fall of the iron curtain in East Germany and compare the relevance of parental educational background for secondary schooling outcomes in East and West Germany. Based on data from the German Mikrozensus we find that educational mobility is lower in East than in West Germany and that it has been falling in East Germany after unification. While the educational advantage of girls declined over time, having many siblings presents a more substantial disadvantage in East than in West Germany. -- education transmission ; intergenerational mobility ; equality of opportunity ; schooling ; human capital ; transition economy ; Mikrozensus In sozialistischen Ländern wurde oft die Auflösung sozialer Klassen angestrebt. Dazu wurden vor allem Kinder von weniger gebildeten Eltern aktiv in ihrer Bildungskarriere gefördert. Was passierte mit diesem Muster nach dem Fall der Mauer in Ostdeutschland? Wir untersuchen die Entwicklung der Bildungsmobilität zwischen Eltern und Kindern in Ostdeutschland nach dem Fall der Mauer und vergleichen die Relevanz der Elternbildung für den Besuch eines Gymnasiums von 17 jährigen Jugendlichen in Ost- und Westdeutschland über die Zeit.     Despite ample evidence on intergenerational persistence of formal education as well as on the determinants of non-formal training, these issues have not yet been analysed jointly. The question remains whether people from low-qualified family backgrounds make up for their relatively sparse own formal education by means of non-formal training during adulthood. Hypotheses based on economic theory and findings from various other disciplines suggest otherwise. I use the German ALWA survey to estimate the influence of family background on non-formal training participation. Count data analyses show that a low-qualified family background is negatively related to both likelihood and frequency of on-the-job training. This result holds when controlling for education, ability and personality as well as job and firm characteristics. -- on-the-job training ; human capital ; intergenerational transmission ; personality traits ; cognitive skills ; zero-inflated negative binomial regression Trotz zahlreicher Befunde zur intergenerationalen Vererbung formaler Bildung sowie zu den Einflussfaktoren nicht-formaler Bildungsbeteiligung sind diese beiden Aspekte bisher nie gemeinsam ökonometrisch untersucht worden. Daher ist unklar, ob Personen mit einem bildungsfernen familiären Hintergrund ihre häufig geringe eigene formale Bildung durch die Teilnahme an nicht-formaler Bildung im Erwachsenenalter kompensieren können. Hypothesen auf Basis ökonomischer Theorien sowie von Befunden anderer Disziplinen lassen dies als zweifelhaft erscheinen. Mit Daten der ALWA-Befragung untersuche ich den Einfluss des familiären Hintergrunds auf die Beteiligung an nicht-formaler Weiterbildung in Deutschland. Die Resultate auf Basis von Zähldatenmodellen zeigen, dass Personen mit einem bildungsfernen familiären Hintergrund sowohl eine geringe Wahrscheinlichkeit als auch eine geringe Häufigkeit der Teilnahme an beruflicher Weiterbildung aufweisen. Our model includes two salient characteristics of sustainability problems and policy: (i) temporal irreversibility, i.e. the inability to re- vise one’s past actions; (ii) closed ignorance, i.e. future consequences of present actions in human-environment systems may be “unknown unknowns”. If initially unforeseen sustainability problems become apparent and policy is enacted after irreversible ac- tions were taken, policy-making faces a fundamental trade-off between intergenerational Pareto-efficiency and sustainability.
