    The paper is an overview of over 30 publications on six models with flexicurity indicators developed at the Hans-Böckler-Foundation for monitoring and analysis of flexicurity. The latter is a new European labour market policy which should compensate the ongoing flexibilization of employment relations (resulting in easy dismissals, adjustable working time, and variable wages) by advances in employment security and social security. Flexibility is promoted by employers, whereas trade unions are concerned with security. The models are aimed at analyzing flexicurity from the following viewpoints: (1) neo-liberal, (2) trade-unionist, (3) of the European welfare state, (4) regarding precarious work, (5) regarding professional training and lifelong learning, and (6) regarding trends in collective agreements. All the six models provide empirical evidence of increasing flexibility together with decline of social security and rise of precarious employment. This is a serious warning against improper implementation of flexicurity and one-sided use of this policy in favor of employers. Finally six policy proposals are made: (1) to introduce flexinsurance, (2) to impose workplace tax, (3) to provide basic income, (4) to constrain financial markets, (5) to politicize and restructuralize trade unions, and (6) separate politics from economy. -- labour market policy ; flexicurity ; composite indicators ; trade unions

    The current unemployment insurance and employment protection legislation were set up in an economic environment in which relationships between workers and firms were typically long-lasting and stable. The increasing globalisation of the economy and the rapid technological and organisational changes require more flexibility of both workers and firms leading to career paths which are much more volatile both within and between firms. Current institutions must be therefore urgently reformed to reconcile this new need of more flexibility with that of security for workers. The call for “flexicurity” is not new, but there is no unanimity on the corresponding institutional model it implies. Rather than proposing a reform on the basis of existing institutions abroad, we propose a reform that is explicitly guided by economic principles. In a nutshell, we propose to transform the bulk of the advance notice payments by a unique lay-off contribution, independently of the type of worker (blue or white-collar) and type of contract (temporary or open-ended). A severance payment, less important than the lay-off contribution, is due to cover the psychic cost related to dismissal. In order to make the employer accountable for the costs he imposes on society, the lay-off contribution should be made proportional to the cumulative past earnings since the moment that the worker was hired in the firm. This contribution would be used not only to finance a supplement to the current unemployment benefits, but also, as to make the worker more accountable, to finance active labour market policies for the unemployed. Aside of this scheme, it makes sense to generalise the current scheme of temporary unemployment benefits for blue-collar workers to white-collar workers, but only to the extent that one introduces experience rating in the funding, so that again the employers are made accountable for the social costs that they induce by these temporary lay-offs.

    We analyse how different labour market institutions - employment protection versus flexicurity - affect technology adoption in unionised firms. We consider both trade unions' incentives to oppose or endorse labour-saving technology, and firms' incentives to invest in such technology. We find that increased flexicurity interpreted as less employment protection and a higher reservation wage for workers - unambiguously increase firms' incentives for technology adoption, even when taking into account the response in unionised wage setting to such new technology. If we assume that unions have some direct influence over the technology to be adopted, a higher reservation wage also makes unions more willing to accept technological change. Less employment protection has the opposite effect, since this increases the downside (job losses) of labour-saving technology. -- Technology adoption ; trade unions ; employment protection ; flexicurity

    This report analyzes the main challenges for labor market and social policies in Slovenia and considers the available policy options from the perspective of OECD countries' experience. It finds that Slovenia has one of the most equal income distributions in the world and a tradition of social dialogue. However, its unemployment insurance and employment service system are not sufficient to deal effectively with the present economic crisis and the country is also faced with rapid population ageing and a low employment rate among 55-to-64 year olds.     The paper contains analysis of, critical remarks on, and constructive suggestions to Towards Common Principles of Flexicurtity of the European Commission (2007). The latter promotes relaxing the employment protection legislation while providing advances in employment and social security for flexible workforces, like fixed-term, part-time and agency workers, or self-employed. The default assumption, that relaxing labour laws can be compensated by these advances, is criticised as the compensating measures are regarded as vague and insufficient. Therefore, some additional measures are proposed to counterbalance the actual flexibilisation of employment relations, including (1) flexinsurance, a kind of progressive flexibilisation tax, meaning that the employer's contribution to social security should be proportional to the flexibility of the contract/risk of becoming unemployed, (2) elements of the basic minimum income model, (3) workplace tax for worse working conditions of atypically employed which should protect 'the working environment' in the same way as the green tax protects the natural environment, and (4) constraining financial markets. It is argued that all of these meet interests of social partners and solve contradictions between several European policies.

    The Fourth European Working Conditions Survey (European Foundation 2007) is used to investigate the readiness of Europe to flexicurity labour market reforms proposed by the European Commission (= flexibilization of employment relations compensated by improvements in employment security backed up by lifelong learning). For this purpose, composite indicators of flexibility, precariousness and decentness of work are constructed with the OECD and HBS (Hans Boeckler Stiftung) methodologies which differ in scaling. Then the indices are visualized with specially designed tabular graphs and analysed. Both methodologies give quite similar results. It is revealed that (1) factual flexibility (as it is practiced) radically differs from institutional flexibility (prescribed by employment protection legislation), (2) flexibility and precariousness of work correlate with statistical certainty, moreover, no country combines high flexibility and low precariousness; (3) flexibilization has the strongest negative effect on employability; (4) there is an acute shortage of learning options, (5) learning makes a negative impact on job satisfaction, at the same time job stability is top esteemed, but not income which is ranked only 6th, and (6) working conditions of flexibly employed is worse than of normally employed, being even below the European average. It implies that the Commission's conception of flexicurity, neglecting the socio-economic reality, can be hardly efficient and successful. Therefore, an alternative implementation of flexicurity is proposed in the form of flexinsurance which assumes that the employer's contribution to social security should be proportional to the flexibility (precariousness) of the employment contract. To stimulate employers to equalize working conditions of normal and atypical employees, it is proposed to introduce a workplace tax for bad working conditions which should protect 'the working environment' in the same way as the green tax protects the natural environment.

    This paper shows that employability strongly moderates the effects of unemployment and of job insecurity on well-being. I develop a simple framework for employment insecurity and employability with two key features. First, it allows for the risks surrounding unemployment and employment transitions to affect well-being both directly and indirectly through their impact on expected income. Second, the framework allows for the interaction between unemployment and employability, and between job insecurity and employability. Using panel data from Australia, I provide new random effects and fixed effects estimates of the impact of unemployment and of job insecurity on life satisfaction and on mental health, in the context of a model that takes account of the interacting risks. As predicted, unemployed people with little hope of finding a job enjoy the least well-being by a considerable margin, while employed people who are both highly employable and in a secure job enjoy the most. In between there is substantial differentiation according to employability, job insecurity and their interaction. Compared to a secure job the deleterious effects of high job insecurity on well-being are comparable to the effects of unemployment. Both are substantial. Der Beitrag beleuchtet zudem die ursprüngliche Diskussion zu wichtigen Vor- und Nachteilen dieser Strategie. Es stellt sich zudem die Frage, ob die Folgen der Finanzmarktkrise und die sich hieraus ergebenden realwirtschaftlichen Effekte eine grundlegende Revision dieser Strategie erforderlich machen. Oder lässt sich dennoch ein ökonomisch tragfähiger Flexicurity-Konsens ableiten? -- Arbeitsmarkt- und Sozialpolitik ; Flexicurity ; Europäische Union ; Europa 2020 ; Finanzmarktkrise The concept of flexicurity has been at the heart of the labour market and social policies at the European level. The concept aims at achieving an appropriate balance between employment security and labour market flexibility on the labour markets in the European Union. This survey describes the main elements of the current debate. The paper highlights the original debate with respect to the main advantages and disadvantages of this strategy. Moreover, the question has to be posed, whether the effects of the recent financial crisis and its effects on the real economy will necessitate a thorough revision of this strategy.
