    This policy brief provides an overview of Finland's dependency on imports from China in both a national and EU context. As trade figures based on value added only provide a rough notion of China's contribution to final consumption, we also consider import dependence from the goods imports figures of Finnish Customs to assess import dependence directly for specific product groups. As many products of Chinese origin are imported as semifinished goods or components for products finished in another EU country, we break down also the import dependency of the EU on China by specific product groups. We then compare Finland's domestic production of select industrial product groups against comparable imports from China. We analyze Finland's dependence on China for critical raw materials and identify potential alternative sources for key product groups for which Finland and the EU are currently dependent on China.

    Before the mid-nineteenth century there were few subjects in the altarpiece tradition of the Evangelical Lutheran Church of Finland in which the central figures accompanying Christ were female. Seldom used or new motifs involving female characters now emerged behind the altar. Most of the altarpieces with central women figures were painted in Finland at the turn of the twentieth century by the artist Alexandra Frosterus-Såltin (1837-1916). In the nineteenth century Frosterus-Såltin was the only artist in Finland who realized the motif of ‘Christ Appearing to Mary Magdalene’ in her altarpieces. In her final representation of the theme, the altarpiece in the church of the Finnish Jepua commune, she chose an unusual approach to the motif. My interest in the subject lies in the motif’s affective nature - the ways in which altarpieces in general have been actively used to evoke feelings. Moreover, I consider the influence that Alexandra Frosterus-Såltin, a significant agent in Finnish sacral art, had on consolidating the position of women’s agency in the Finnish altarpiece tradition. I examine the motif in relation to the cultural and political atmosphere of the era, especially the changing gender roles and the understanding of women’s social agency as the women’s movement emerged.

    The combination of different working-age benefits, childcare costs and income taxation creates complexity, reduces work incentives and holds back employment. This paper compares Finland’s benefit system with two benefit reform scenarios: a uniform benefit for all (“basic income”) and a universal tapering rule (“universal credit”). The scenarios are modelled in the OECD TaxBen model and the TUJA microsimulation model. We find that replacing current benefits with a basic income would improve incentives for many, but with a drastic redistribution of income and likely increasing poverty as a result. Merging working-age benefits with similar aims and coordinating their tapering against earnings would on the other hand consistently improve work incentives and transparency, while preserving or improving social protection.

Major disincentives in Finland are related to tapering rules for unemployment benefits, social assistance and the housing benefit, the extended unemployment benefit for older workers, the childcare fee structure and the homecare allowance. Improved benefit design combined with efficient activation policies can reduce complexity and remove the strongest disincentives while minimising adverse fiscal and social impacts. Replacing current benefits with a basic income would improve incentives for many, but with a drastic redistribution of income and likely increasing poverty as a result. Merging working-age benefits with similar aims and coordinating their tapering against earnings would on the other hand consistently improve work incentives and transparency, while preserving social protection. Once the new income registry comes online, linking benefit payments to real-time incomes, combined with strengthened work incentives, would make for a truly efficient and inclusive benefit system, fit for the future of work.     Finland raises a large amount of taxes to finance high-quality public services and redistribute income. Public finances are currently relatively solid and taxes and transfers reduce income inequality significantly. However, a rapidly ageing population pushes up public spending, while globalisation creates challenges in raising revenue. Hence, ensuring long-term fiscal sustainability requires both containing spending through efficiency gains in the provision of public services and raising revenue in a way that minimises deadweight costs and distortions weighing on growth and employment. Reducing further the tax wedge on labour income would lift employment. More revenue could be raised through a reduction in the range of goods and services subject to reduced VAT rates, higher taxes on consumption that is harmful to the environment or health and higher property taxes. A competitive corporate taxation, combined with international cooperation to avoid base erosion and profit shifting, is needed to foster local production.

    Resource abundance does not always bring sustained economic growth and development. Moreover, the mining sector generally provides little direct employment in the regions where extraction occurs. In an attempt to derive greater benefits from their resource endowments, and increase linkages with other parts of the economy, some minerals-rich countries have instituted local content and procurement policies (LCPs). The benefits sought include employment generation, supply chain development and technological and knowledge transfers. Measures that aim to increase local content and procurement in the extractive industries are common, including in many OECD countries. This study examines local content policies in 10 minerals-rich countries and provides some observations about their efficacy and the desirability of their use. A wide range of measures are examined, from industry-wide, mandatory quantitative targets to voluntary initiatives undertaken at the firm level, encompassing diverse policy objectives and implementation strategies. The range of countries covered is broad including OECD countries, developing countries and least developed countries. The study does not recommend a “one size fits all” policy mix but guards against the distortions created by overly prescriptive, mandatory local content requirements.

    The design of intergovernmental fiscal relations can help to ensure that tax and spending powers are assigned in a way to promote sustainable and inclusive economic growth. Decentralisation can enable sub-central governments to provide better public services for households and firms, while it can also make intergovernmental frameworks more complex, harming equity. The challenges of fiscal federalism are multi-faceted and involve difficult trade-offs. This synthesis paper consolidates much of the OECD’s work on fiscal federalism over the past 15 years, with a particular focus on OECD Economic Surveys. The paper identifies a range of good practices on the design of country policies and institutions related strengthening fiscal capacity delineating responsibilities across evels of government and improving intergovernmental co-ordination.
