    This paper investigates the effect of export entry on productivity, employment and wages of Latvian and Estonian firms in the context of global value chain (GVC). Like in many countries, exporting firms in Latvia and Estonia are more productive, larger, pay higher wages and are more capital intensive than non-exporting firms. While this is partly because firms that are originally more productive and have better performances are more likely to enter export, Latvian and Estonian firms also realise more than 23% and 14% higher labour productivity level as the result of export entry. Export entry also increases employment and average wages. Gains in productivity and employment are particularly large when firms enter exports that are related to participation in knowledge-intensive activities found in the upstream of GVC. For instance, Latvian firms that start exporting intermediate goods or non-transport services (which include knowledge intensive services) enjoy significantly higher productivity gains than those starting to export final goods or transport services. These findings underscore the importance of innovation policies that strengthen firms’ capabilities to supply highly differentiated knowledge-intensive goods and services to GVC.

    This paper examines the impact of U.S. market access on local labor markets in a developing country, Vietnam. The study finds that following the implementation of the Vietnam-United States bilateral trade agreement in December 2001, manufacturing employment increased in provinces that were more exposed to U.S. tariff cuts. In those provinces, employment also increased in many service sectors, reflecting strong spillovers of job gains. The new job opportunities have attracted labor from agriculture, thus reducing agricultural employment. The paper examines three possible channels of job gain spillovers, namely, demand, production, and real estate.     Recent literature has shown evidence of positive contributions of export promotion agencies around the world in raising exports, through the intensive and extensive margins of trade. The number of export promotion agencies has increased substantially over the past two decades, and most of them focus on assisting exporters in understanding and finding markets for their products. This paper describes the characteristics of export promotion agencies around the world, using a novel database from the World Bank, in collaboration with the International Trade Center in Geneva, covering 2005-10.     How should resource-rich economies handle the balance of payments adjustment required after commodity price declines? This paper addresses the question theoretically by developing a simple two-period multi-sector model based on Nakatani (2016) to compare different exchange rate policies, and empirically by estimating elasticities of imports and commodity exports with respect to exchange rates using Papua New Guinean data. In the empirical part, using various econometric methods, I find the statistically significant elasticities of commodity exports to real exchange rates. In the theoretical part, by introducing the notion of a shadow exchange rate premium, I show how the rationing of foreign exchange reduces consumer welfare. Using the estimated elasticities and theoretical outcomes, I further discuss policy implications for resource-rich countries with a focus on Papua New Guinea

    This paper studies the cross-country patterns of risky innovation and growth through the lens of international trade. It uses a simple theoretical framework of risky quality upgrading by firms under varying levels of financial development to derive two predictions. First, the mean rate of quality growth and the corresponding cross-sectional variance of quality growth in a country are positively correlated. Second, both the mean and variance of quality changes are positively correlated with the country's level of financial development. The paper tests these two hypotheses using data on disaggregated (Harmonized System 10- digit) bilateral exports to the United States. The patterns in the data are consistent with the theory. The mean and the variance of quality growth are strongly positively correlated with each other. Countries with greater financial depth are systematically characterized by higher mean and higher variance in the growth of product quality. The findings suggest a mean-variance trade-off in product quality improvements along the development path. Increases in financial depth do not imply lower variability of changes in the product space

    Uruguay es el tercer productor en Sudamérica de celulosa blanqueada de madera dura, en tanto, en el caso de la madera sólida, participa en el mercado de coníferas que es el principal a nivel mundial y tiene un rol destacado en un nicho en el mercado de no coníferas (de maderas duras).Este trabajo se realizó en el marco del análisis de la Cadena de Valor Forestal de Uruguay llevada adelante por ONUDI, CEPAL y la Oficina del Coordinador Residente (OCR). El objetivo fue identificar el potencial de actividades productivas de Uruguay en dos aspectos: generación de valor agregado y generación de empleo. Como aporte original se resalta el análisis del sector forestal uruguayo en el marco de la cadena global de valor. El sector se encuentra inserto en dos cadenas forestales de valor a nivel global: la cadena celulósica y la de madera sólida, pero con participaciones diferentes. Resumen .-- Introducción .-- I.     Im ersten Teil spürt eine historisch angelegte Analyse den verschiedenen gesellschaftlichen Kräften nach, die für das Geschehen in Guiné-Bissau in den verschiedenen geschichtlichen Phasen, die sich kurz durch Sklavenhandel, Erdnussexport und Entwicklungshilfe kennzeichnen lassen, bestimmend waren. Im zweiten Teil wird die wissenschaftliche Erforschung Guinés dargestellt. Die Zusammenfassung und Systematisierung verfolgt mehrere Absichten: Das vorhandene Wissen leichter zugänglich und den Kenntnisstand der jeweils handelnden Instanzen deutlich zu machen, und die wissenschaftliche Grundlagen für die kolonialen und nachkolonialen Entwicklungsplanungen offenzulegen. Im dritten Teil wird die nachkoloniale Modernisierung untersucht.
