Im Fokus standen die Bedingungen des europäischen Strombinnenmarkts und der Einfluss globaler Energiemärkte.     The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. The guiding principles of Turkish energy policy continue to be market reform and energy security. Rapid economic and population growth in the past two decades have not only driven strong growth in energy demand but also an associated increase in import dependency. Turkey has prioritised security of energy supply as one of the central pillars of its energy strategy, including efforts to boost domestic oil and gas exploration and production, diversify oil and gas supply sources and associated infrastructure, and reduce energy consumption through increased energy efficiency. Turkey has seen considerable diversification of its energy mix in the past decade, in particular through the growth of renewable electricity generation. The commissioning of Turkey’s first nuclear power facility in 2023 will further diversify the country’s fuel mix. Notwithstanding many positive changes Turkey has made toward liberalising its energy markets and diversifying its energy sources, the government should ensure that policies in place to bolster energy security – including growth in coal-fired generation and support for various forms of electricity generation – do not impede the economic efficiency of markets and the country’s longer-term decarbonisation efforts. In this report, the IEA provides energy policy recommendations to help Turkey smoothly manage the evolution of its energy sector.

    The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. Nearly a decade after the 2011 earthquake and the subsequent Fukushima nuclear accident resulted in significant disruption to its energy supply, Japan has made visible progress towards realising its vision of an efficient, resilient and sustainable energy system. It has diversified its energy mix and embarked on a major reform of its electricity and natural gas markets. The gradual expansion of renewable energy sources, restart of some nuclear power plants and improvements in energy efficiency have reduced the need for imported fossil fuels and lowered greenhouse gas emissions below their 2009 level. Nevertheless, the carbon intensity of Japan’s energy supply remains one of the highest among IEA members. It will need to move quickly to make headway on the steep emissions reductions that are needed to achieve its recently announced ambition of reaching carbon neutrality by 2050. In this report, the IEA provides energy policy recommendations to help Japan smoothly manage the transformation of its energy sector.

    Morocco charted its own distinctive path of power sector reform. It selectively introduced private sector participation for generation capacity expansion and electricity distribution, while retaining a strong, state-owned and vertically-integrated national power utility operating as a single buyer at the core of the sector. Until recently, the country eschewed an independent regulatory entity. The power sector has been guided by strong top-down policy mandates that have served to align the disparate actions of political parties and sector institutions. Ambitious targets for electricity access, liberalization, and renewable energy investments were conceived as an integrated approach to contribute to economic development by relieving fiscal pressures, reducing external dependence on fossil fuels, and positioning the country as a regional leader in renewable energy. The results have been impressive. Since 1990, Morocco has more than tripled its power supply, while growing renewable energy to account for one-third of the total and relying on the private sector to supply just over half of the electricity generated. Rural electrification has accelerated rapidly from 18 percent in 1995 to virtually 100 percent in 2017. While operational efficiency has been broadly adequate, performance has fluctuated over time. Moreover, the sector’s achievements through this selective approach to reform have come somewhat at the expense of the financial viability of the incumbent utility, the National Office for Electricity and Water (ONEE), which has suffered from lack of cost-reflective tariff-setting and an array of entrenched cross-subsidies. Other vulnerabilities include the continued but declining dependence on electricity imports, external price volatilities of imported fossil fuels, and a territorialized electricity distribution model that could be disrupted by grid integration of renewable energy

    Russia's attack on Ukraine has once again highlighted Europe's heavy dependence on Russian natural gas and thus, among other things, underlined the significance of energy cooperation between the European Union (EU) and Turkey. Traditionally, Turkish-European energy relations have prioritised the diversification of energy resources in the face of Europe's dependence on Russia. The new emerging political, geopolitical, and energy context will have repercussions on Turkish-European energy relation. However, it is the ambitious process of decarbonisation of the economy and energy launched by the EU that will decisively shape the nature and future of Turkey-EU energy relations. Indeed, both European and Turkish interests related to energy security, energy affordability, and climate change mitigation require EU-Turkey cooperation in the decarbonisation process, which is expected to be very challenging. Energy transition is the key to medium- and long-term energy security for both sides.

As a result, misallocation of output across power plants can decrease the quantity of electricity supplied to end-users. We provide empirical support for this explanation using novel data from India, home to the world's third-largest electricity sector. In contrast to the developed world, we find that Indian wholesale demand is downward-sloping. Reducing supply-side misallocation would increase electricity supply for the average household by 1.7 percent (enough to power 4.6 million additional households). Justifying a mandate that utilities must satisfy all end-use demand would require consumers to value electricity far above the cost of diesel backup generation. However, such a mandate would likely be cost-effective if paired with supply-side reforms

    The Russian war of aggression against Ukraine since 24 February 2022 has intensified the discussion of Europe's reliance on energy imports from Russia. A ban on Russian imports of oil, natural gas and coal has already been imposed by the United States, while the United Kingdom plans to cease imports of oil and coal from Russia by the end of 2022. The German Federal Government is currently opposing an energy embargo against Russia. However, the Federal Ministry for Economic Affairs and Climate Action is working on a strategy to reduce energy imports from Russia. In this paper, the authors give an overview of the German and European reliance on energy imports from Russia with a focus on gas imports and discuss price effects, alternative suppliers of natural gas, and the potential for saving and replacing natural gas. They also provide an overview of estimates of the consequences on the economic outlook if the conflict intensifies.
