    Zusammenfassung: Many of Venezuelan President Hugo Chávez's appearances on the world stage can rightly be called provocations. His verbal radicalism and regular threats to cease supplying oil to the United States make international headlines. But his rhetorical gestures cannot be dismissed as the megalomania of a "South American potentate". Venezuela possesses huge oil and gas reserves and operates a dynamic and well-calculated foreign policy that is causing increasing headaches for the United States and other countries. Although the diplomatic provocations are directed primarily towards the United States, the Venezuelan president is attempting to overturn international macro-economic and political structures through a new form of South-South cooperation. The institutions of regional integration in Latin America have come under pressure from his new parallel organizations. But Venezuela cannot live up to the new regional leadership role it aspires to. Despite its strategic energy resources, Venezuela is not yet in a position to build on its influence in South America to play an enduring leading role in the Western hemisphere and global politics. President Chávez's initiatives have turned turn out to be inadequate to establish a new international order and win long-term political and economic support of other partners (like Iranand Russia) for its interests. At the same time Venezuela is an important player for the West, and should be integrated responsibly in order to keep open channels of influence

    Existing research on international mediation emphasizes theimportance of leverage in altering the combatants’ ability to reacha negotiated settlement. Less understood is the role of third partiesthat do not have access to sources of leverage even though theycomprise a substantial amount of mediation efforts. This paperhighlights two potential explanations for the prevalence of “weak”mediators. First, a choice of third parties without leverage might bea product of the “supply side” preferences of the international community,in particular, the great powers. Second, the inclusion ofthird parties without any leverage can result from actors hedgingtheir commitments to the peace process when they suspect withsome uncertainty that one side will use third-party involvementinsincerely for ends other than peace. Using data from the ManagingIntrastate Low Level Conflicts (MILC) project, in conjunctionwith the PRIO/UPPSALA Armed Conflict data, empirical resultsusing competing risk models confirm both logics. Mediators withweak leverage are more likely when an actor has strong incentivesto stall: specifically, when the immediate costs of conflict are high,there is domestic political pressure in the absence of democraticaccountability, and relative bargaining power is shifting. Thefindings also suggest that supply-side dynamics matter. Weakmediators are less likely in the presence of substantial foreigninvestment and in neighborhoods with strong states, but mediatorsof all types are more likely in democratic neighborhoods. To furtherexplore the role of insincere motivations, the paper considers the2002 Ceasefire Agreement (CFA) in Sri Lanka, brokered by Norway. (International Interactions/ FUB)

Venezuela possesses huge oil and gas reserves and operates a dynamic and well-calculated foreign policy that is causing increasing headaches for the United States and other countries. Although the diplomatic provocations are directed primarily towards the United States, the Venezuelan president is attempting to overturn international macro-economic and political structures through a new form of South-South cooperation. The institutions of regional integration in Latin America have come under pressure from his new parallel organizations. But Venezuela cannot live up to the new regional leadership role it aspires to. Despite its strategic energy resources, Venezuela is not yet in a position to build on its influence in South America to play an enduring leading role in the Western hemisphere and global politics. President Chávez's initiatives have turned turn out to be inadequate to establish a new international order and win long-term political and economic support of other partners (like Iranand Russia) for its interests. At the same time Venezuela is an important player for the West, and should be integrated responsibly in order to keep open channels of influence
