    Corn is among the most familiar of grains; it is also one of the most mysterious. In this handsomely illustrated new book, Paul Mangelsdorf, perhaps the world's foremost expert on the corn plant, summarizes the work of a lifetime devoted to unraveling the enigma of corn. This unique grain--it has no close counterpart elsewhere in the plant kingdom--exists only in association with man, and it survives only as a result of his intervention. Thus, the story of corn is in many ways a story about people. Combining the skills of scientist and storyteller, Professor Mangelsdorf in his search for the origin of corn takes the reader to archaeological digs in once-inhabited caves in Mexico and the United States Southwest, to the discovery of fossil pollen in drill cores taken deep below Mexico City, and to experimental fields where the great diversity of corn is revealed and where the plant is hybridized with its relatives teosinte and Tripsacum. Drawing upon the evidence from botany, genetics, cytology, archaeology, and history, the author seeks to evaluate various hypotheses on the origin of corn. He concludes that the ancestor of cultivated corn was a wild form of pod corn; that corn may have been domesticated more than once in both Mexico and South America from different geographical races of wild corn; and that hybridizations between corn and its various relatives have resulted in explosive evolution leading to a diversity of varieties and forms unmatched in any other crop plant. This is a book about corn, but it is a book for biologists, agronomists, anthropologists, and historians, and for the interested layman who would like to know something about the grain which, "transformed, as three fourths of it is, into meat, milk, eggs, and other animal products, is our basic food plant, as it was of the people who preceded us in this hemisphere."

    The outlook for U.S. corn markets is inextricably linked to what happens to the U.S. ethanol industry, which depends, in turn, on the level of government subsidies and mandates. We develop a stochastic partial equilibrium model to simulate outcomes for the corn market for the 2008/09 marketing year to gain insight into these linkages. The model includes five stochastic variables that are major contributors to corn price volatility: planted acreage, corn yield, export demand, gasoline prices, and capacity of the ethanol industry. Our results indicate that integration of gasoline and corn markets has increased corn price volatility and that the passage of the expanded ethanol mandates in the Energy Independence and Security Act (EISA) has had modest effects on corn prices. Model results indicate an expected average marketing year price of $4.97 per bushel and a price volatility of 17.5% without the 10 billion gallon EISA mandate but with maintenance of the $0.51 per gallon tax credit. Imposition of the mandate increases the expected price by 7.1% and price volatility by 12.1%. The effects of the mandate are modest as ethanol production would average 9.5 billion gallons without the mandate because of high gasoline prices. The mandate is binding with a probability of 37.8%, which indicates that an additional tax or subsidy will be needed to ensure that the mandate is met. High corn prices caused by drought can cause the mandate to bind. Fixing 2008 corn yields at extreme drought levels increases expected corn prices to $6.59 per bushel without a mandate and to $7.99 per bushel with the EISA mandate. An average additional subsidy of $0.73 per gallon of ethanol would be needed to ensure that the mandate is met in this drought scenario. Elimination of the current blenders tax credit would result in the mandate not being met in all cases. On average, a subsidy of $0.41 per gallon would ensure that ethanol production is at least 10 billion gallons in the 2008/09 marketing year

    "Strategic interaction between public and private actors is increasingly recognized as an important determinant of agricultural market performance in Africa and elsewhere. Trust and consultation tend to positively affect private activity while uncertainty of government behavior impedes it. This paper reports on a laboratory experiment based on a stylized model of the Zambian maize market. The experiment facilitates a comparison between discretionary interventionism and a rules-based policy in which the government pre-commits itself to a future course of action. A simple precommitment rule can, in theory, overcome the prevailing strategic dilemma by encouraging private sector participation. Although this result is also borne out in the economic experiment, the improvement in private sector activity is surprisingly small and not statistically significant due to irrationally cautious choices by experimental governments. Encouragingly, a rules-based policy promotes a much more stable market outcome, thereby substantially reducing the risk of severe food shortages.
