    "Since the founding of the Latin American republics, and probably in the future will continue in the same way, the history of the region has been characterized by the permanent traffic between the application of policies and economic models of state-protectionist and liberal orientation. Bolivia could not be an exception, its economic history also shows this swing change. From time to time, the pendulum orientation of economic policy varies between estatismoproteccionismo and liberalism. In our country since 2006, the pendulum has swung toward estatistaproteccionista policy, shifting to liberalism, which is implemented with enthusiasm and assuming you are innovating when in fact the only thing that changed are the historical contexts, actors and decision makers. Estatistasproteccionistas that implemented the plans, programs and projects from the forties to mid-eighties of the twentieth century, have died, and liberals who emerged in the second half of the 1980s are not the same as those who made decisions between 1900 and thirties of the twentieth century. Of course, as Keynes "In the long run we are all dead." Whereas at the moment the direction of economic policy is protectionist and statist-liberal experience is recent, the Foundation has been deemed appropriate to objectively compare the economic performance of the two models. To this end it has convened a group of economists who have significant experience in economic analysis, both in Bolivia and abroad, for the development of the work and respective comments. Addition were chosen considering their ideological orientation, among estatistasproteccionistas and liberals, so the establishment of analysts and commentators is balanced.     A decline in poverty generally masks regional disparities that are due to varying efficiency among states. Using a generalized true random-effects model, we distinguish between persistent and transient inefficiencies on subnational efficiency to reduce poverty and its determinants in Bolivia. Our findings reveal that states differ in terms of efficiency, with some excelling and others facing challenges. Persistent inefficiency emerges as pivotal, emphasizing the need for long-term policy recalibration. We find that when the macroeconomic conditions in Bolivia allow for a 10 percent reduction in the poverty rate, states can achieve at most an 8.2 percent reduction, and on average, they reduce it by 7.3 percent. Efficiency correlates positively with the tertiary sector's size; relationships with the primary and secondary sectors depend on their size, showing positive associations only if these sectors are fairly large. Additionally, states with lower unemployment and informality tend to be more efficient, highlighting the labor market's crucial role.

    The European Union’s (EU) Global Health Strategy calls for open and strategic autonomy in the field of pharmaceuticals, which would lead to the redesign of EU global supply and value chains as well as trade relations. As the EU and Germany are seeking to diversify their trade partners, the Mercosur countries offer latent potential. Mercosur is the name of the South American trade bloc consisting of Argentina, Brazil, Para­guay and Uruguay, with Venezuela’s membership currently suspended. The associate states of the bloc are Chile, Peru, Colombia, Ecuador, Guyana and Suriname. Bolivia is currently awaiting final approval to become a full member of the bloc.

    This article explores the practice of "instructed voting" prevalent among rural Indigenous communities in Bolivia, referring to the taking of collective electoral decisions. It adds to the debate on clientelistic bloc voting by revealing voters' motives for participating in clientelistic deals, as based on interviews with Uru Indigenous community members and politicians. It shows the ambivalent significance of the practice for the Indigenous communities under study, being a protective mechanism against external threats on the one hand and a gateway to vote buying on the other. Social norms and trust in community authorities are found to be central drivers for achieving voters' compliance. The article adds another piece to the puzzle on how clientelistic deals happen in democratic systems under a secret ballot yet without apparent infringements of the law, which is the case in the communities under study here.

    Since the mid-2000s, a global effort has been made to tackle deforestation and forest degradation in order to reduce greenhouse gas emissions and conserve biological diversity. On the basis of agreements within the United Nations Framework Convention on Climate Change, an international forest financing scheme called REDD+ has been set up, which aims to reward results in terms of reduced emissions. The outcomes of the scheme are explored in the survey, which includes evidence from Bolivia, Ghana and Indonesia, three tropical forest countries. Slow progress has been made, but deforestation continues as a result of land-use changes driven by crop cultivation and livestock rearing. A transformation of food systems with 'deforestation-free products' is needed. In addition, the way forward requires the rights and responsibilities of stakeholders, including indigenous people and local communities, to be strengthened on the basis of the rule of law and 'environmental integrity' by using the transparent sharing of benefits to reward results.

    Job quality can impact workers' productivity and contribute to societal well-being. To analyze the evolution of job quality in Bolivia, this paper employs Bolivian household survey data spanning 2007 to 2021 to construct a synthetic job quality index. The index incorporates a broad definition of a good job, encompassing six dimensions: adherence to regulations, working conditions, establishment of an appropriate wage-job linkage, productive usage and adaptability of skills, availability of career opportunities, and employment resilience. The findings indicate that job quality in Bolivia has mostly remained incessant, exhibiting limited change even during periods of high growth in economic output. However, this result masks heterogeneities, with significant variation in job quality associated with workers' demographic and job-specific characteristics and across regions.
