    Bolivians are inventing spiritual practices that fit into the current dominant political discourse of decolonization and revalorization of native beliefs by associating these new traditions with archaeological spaces and objects. This new Bolivia is believed to emerge from the ashes of the old economic and social order, which for centuries oppressed and elided native religious practices, and harkens back to precolonial values. Drawing from long-term ethnographic research, media reports, and scholarly works, I aim to examine these new practices to improve our understanding of emerging indigenous identities in this small Andean nation. I discuss two case studies that exemplify how the urban indigenous are rediscovering the power of ancestor veneration and animism in their heritage to construct a new sense of national belonging.

    This paper studies the potential drivers of governments’ approval rates in 18 Latin American countries using Internet search query data from Google Trends and traditional data sources. It employs monthly panel data between January 2006 and December 2015. The analysis tests several specifications including traditional explanatory variables of governments’ approval rates – i.e. inflation, unemployment rate, GDP growth, output gap – and subjective explanatory variables – e.g. perception of corruption and insecurity. For the latter, it uses Internet search query data to proxy citizens’ main social concerns, which are expected to drive governments’ approval rates. The results show that the perception of corruption and insecurity, and complaints about public services have a statistically significant association with governments’ approval rates. This paper also discusses the potential of Internet search query data as a tool for policy makers to understand better citizens’ perceptions, since it provides highly anonymous and high-frequency series in real-time.

    The Bolivian monthly index of economic activity along with ARMA models are used in an attempt to graph and measure the impact of Covid's pandemic on the Bolivian economy. The accumulated difference between the observed and counterfactual values show an overall 12.6% loss of economic activity in the 10 months from February to November 2020 of the first Covid wave, with a tilted W-shape short-run recovery just before the beginning of the second wave in December 2020. Break[1]down into the twelve Bolivian economic sectors show wide heterogeneity in depth of impact and speeds of recovery during the same period.     How social protection programmes affect work choices is a question that has been at the centre of labour economics research for decades. More recently, a scant literature has focused on the effects of social protection on work choices and informal employment in the context of low- and middle-income countries. This paper contributes to this scant literature by examining the effect of Bolivia's Renta Dignidad, a universal non-contributory old-age pension that covers all Bolivians aged 60 years and older. We exploit the discontinuity introduced by the age eligibility criteria and the timing of the announcement of the programme to implement a difference-indifferences approach. Overall, we find that Renta Dignidad has no detrimental effects on labour force participation and the intensity of labour of adult members of beneficiary households. Instead, we find that the pension reduces the intensity of work for girls aged 12-18 living with a pensioner, which indicates a positive effect on intra-household time allocation. In terms of work choices, Renta Dignidad reduces the probability of holding a salaried job in rural areas by about 8 percentage points, which denotes a shift from formal to informal employment.

    Bolivia during 2020 was the victim of simultaneous political, economic, and public health crises. The three crises interacted with one another in ways that made each individual crisis more severe. The country’s social policy response to the Covid-19 pandemic was uneven. Emergency cash transfers, a legacy of the left-wing Movement toward Socialism’s (MAS) nearly 14 years in power, performed well. Although the amounts transferred were quite modest, they did reach the vast majority of Bolivians. On education, however, the government failed utterly, ultimately abandoning its constitutional obligation to provide free and universal schooling to all children. Online education never got off the ground and the school year was prematurely cancelled. The Bolivian state’s chronic weakness was on display in its healthcare policy response. Not only did the government inherit inadequate infrastructure, but a combination of administrative incompetence and corruption marred the procurement of much-needed ventilators and other medical equipment. The result was one of the world’s highest Covid-19 mortality rates.

    Bolivia has achieved noteworthy success over the past 15 years in raising incomes, reducing poverty, and maintaining macroeconomic stability by deploying commodity revenues to finance transfers, public investment, and state-led development, using an exchange rate peg as a policy anchor. However, with the end of the commodity boom in 2014, fiscal deficits have grown and reserves have fallen. One route to restoring long-run sustainability would be to combine fiscal consolidation with a switch to a floating exchange rate. However, a preference for maintaining the peg could be accommodated with adjustments elsewhere in the policy framework. Employing a detailed dynamic stochastic general equilibrium model of the Bolivian economy, this study assesses the long-run sustainability and relative benefits of alternative policy combinations, and calculates optimal adjustment paths for the transition from the present situation to the steady state. It concludes that continued adherence to a fixed-rate regime, while not optimal, is feasible, if supported by a larger fiscal effort
