    We argue that market forces shaped the geographic distribution of upper-tail human capital across Europe during the Middle Ages, and contributed to bolstering universities at the dawn of the Humanistic and Scientiffc Revolutions. We build a unique database of thousands of scholars from university sources covering all of Europe, construct an index of their ability, and map the academic market in the medieval and early modern periods. We show that scholars tended to concentrate in the best universities (agglomeration), that better scholars were more sensitive to the quality of the university (positive sorting) and migrated over greater distances (positive selection). Agglomeration, selection and sorting patterns testify to an integrated academic market, made possible by the use of a common language (Latin).

    Many governments have established cluster policies to foster innovation and support hightech industries through agglomeration economies. They attempt to boost networks through providing clusters with resources to organise heterogeneous support activities. A key question is which support activities are the most important for firms. In this study, we investigate the German biotechnology industry based on a survey of dedicated German biotechnology firms (n = 92). We find that i) members of biotechnology clusters primarily take part in events related to network development and fundraising, ii) they do so by a much greater extent than firms outside of clusters. We then show that firms in clusters are more likely to engage in R&D collaborations, to attract public R&D grants or private investments, and to be innovators.

    As research indicates a gap between complex scientific measures of accessibility and simpler proxies used by firms, this paper analyses the impact of several market access indicators on the location decision of firms. It compares the role of inter- and intra-industry agglomeration as proxies of access with a newly developed gravity-based indicator incorporating transport distances and industry relations. The estimation results of a nested mixed multinomial logit model, based on a sample of 110,083 German firms, provide evidence that agglomeration effects play an essential role in firms' location choice, whereas the complex market access measure does not have a significant impact. This outcome holds true for large as well as small and medium sized enterprises and is confirmed in several robustness checks. Thus, the paper provides guidance to further research on companies' location decisions, highlighting that access indicators should be chosen specifically for the scientific context, as well as to firms to make more efficient location choices from the perspective of market access.

    The impact of the incumbent state-owned enterprises (SOEs) on the births of new private-owned enterprises (POEs) in China is a central concern for the government and society. In this paper, we apply agglomeration theories to distinguish the linkages between SOEs and POEs. Using China's 2008 economic census, the 2007 Input-Output Table, and the 2005 population m i n i census, we measure the formation of new POEs at the city-industry level, and the agglomeration forces of distance proximity to inputs, outputs, labor, and technology. More explicitly, we measure the extent to which local SOEs provide relevant inputs, consume outputs, employ similar workers, and use similar technology. Our findings indicate that overall, incumbent SOEs hinder the formation of new POEs. For manufacturing, the entry of new POEs is significantly lower in places where more upstream SOEs are concentrated. For services, the entry of new POEs is significantly lower in places where more upstream and downstream SOEs are concentrated. However, the agglomeration effects from the incumbent POEs are either insignificant or significantly positive.

    By 2050 about 70% of the world's population is expected to live in cities. Cities offer spatial economic advantages that boost agglomeration forces and innovation, fostering further concentration of economic activities. For historic reasons urban clustering occurs along coasts and rivers, which are prone to climate-induced flooding. To explore trade-offs between agglomeration economies and increasing climate-induced hazards, we develop an evolutionary agent-based model with heterogeneous boundedly-rational agents who learn and adapt to a changing environment. The model combines migration decision of both households and firms between safe Inland and hazard-prone Coastal regions with endogenous technological learning and economic growth. Flood damages affect Coastal firms hitting their labour productivity, capital stock and inventories. We find that the model is able to replicate a rich set of micro- and macro-empirical regularities concerning economic and spatial dynamics. Without climate-induced shocks, the model shows how lower transport costs favour the waterfront region leading to self-reinforcing and path-dependent agglomeration processes. We then introduce five scenarios considering flood hazards characterized by different frequency and severity and we study their complex interplay with agglomeration patterns and the performance of the overall economy. We find that when shocks are mild or infrequent, they negatively affect the economic performance of the two regions. If strong flood hazards hit frequently the Coastal region before agglomeration forces trigger high levels of waterfront urbanization, firms and households can timely adapt and migrate landwards, thus absorbing the adverse impacts of climate shocks on the whole economy. Conversely, in presence of climate tipping points which suddenly increase the frequency and magnitude of flood hazards, we find that the consolidated coastal gentrification of economic activities locks-in firms on the waterfront, leading to a harsh downturn for the whole economy.
