    Abstract: "The EU under the German Presidency published its first strategy paper on Central Asia in June 2007. The document addresses a wide array of issues ranging from democracy and human rights to trade, energy cooperation, migration and inter-cultural dialogue. While Central Asia has been largely overlooked by the EU in the past, the new policy signals that the EU is no longer content to be left behind while other global powers become increasingly involved in the region. The EU will undoubtedly be a more visible presence in Central Asia in the coming years, but the question remains what kind of role the EU will play and the impact it will have on regional affairs. This paper analyzes the real motivations behind the new strategy, the role of Germany in its creation, the priorities it sets forth, as well as the characteristics and future challenges of the policy. Finally, the implications of the policy for China and the Shanghai Cooperation Organization (SCO) are discussed. The analysis is

    Abstract: "This paper examines the changing realities in South Asia and takes a fresh look at the prospects and challenges for regional economic integration in the region. In this context, the two central arguments of this paper are, first that there have been and continue to be some very strong arguments in support of regional economic integration in South Asia. Second, in the face of the ongoing developments and changing realities, it is the right time to provide the needed push and impetus to this process to take it over the “tipping point”. Once over the tipping point, the stronger positive results from regional cooperation will push the region to a higher growth trajectory, thereby generating virtuous impulses in support of cooperation and integration. These will not only benefit South Asia but the rest of the world as the region, with its large population and markets, could well become one of the major engines for global growth in coming years."     Abstract: How does the European Union (EU) include 'gender' within its support to security sector reform (SSR) programmes? The EU has committed to include gender perspectives by implementing the Women, Peace and Security agenda (WPS) within its foreign security practices. While researchers and practitioners recognise the importance of integrating gender issues into SSR operational effectiveness, there is limited knowledge about how this functions within the EU's security architecture. This article uses Feminist Institutionalism (FI) to understand the process of gender mainstreaming within the EU's support to SSR programmes. It does this by using two crucial theory‐testing cases of SSR programmes - Ukraine and Afghanistan. It finds that the EU's ability to promote gender inclusive approaches to SSR is limited by the structure of the EU's own assumptions and capabilities, and institutional constraints in third countries.     Abstract: 'Dieser Artikel untersucht kritisch die Beziehung zwischen Männern, vorherrschenden Männlichkeitskonzeptionen und den Prozessen und Praktiken, die ins Spiel kommen, wenn Männlichkeiten militarisiert und zum Kriegszweck eingesetzt werden. Nach einer einleitenden Übersicht über die feministische und nicht feministische Literatur zu Militarisierung und Männlichkeitskonstruktionen konzentriert sich der Artikel auf die Aussichten für eine Demilitarisierung von Männern und Männlichkeitskonstruktionen im US-Empire seit dem 11. September 2001 und insbesondere im Kontext der Kriege in Afghanistan und im Irak unter der Führung der USA. Die Analyse unterscheidet zwischen dem Militär als System, Militarisierung als Prozess und Soldaten als Menschen. Da Kriege nicht ohne militarisierte Männlichkeit zu führen sind, helfen Kriegsgeschichten von Soldaten, die zu einer Demystifizierung des Krieges beitragen, auch die enge Verknüpfung zwischen Männlichkeit und Gewalt zu schwächen oder sogar aufzubre
