    Zusammenfassung: This paper deals with the need for an analysis of the patterns of interaction between participants, their incentives for forest management planning, as well as their active participation and conflict management. Problems of legitimacy of current forest management planning in Cameroon and many other tropical countries is emphasised, as are the issues of conflict management and the insufficient tools available to help address the complex social issues involved in forest planning. However, it should be noted that this paper will not present a “one size fits all” or blueprint process for management through IGS. Rather, it contains a theoretical model that is “generic” for the Congo Basin in that it will provide the user with a place to start, an understanding of how a model works and the variety of activities and methods that can be used to implement the IGS, which is a multi-participants model for managing the Congo Basin’s tropical rainforests

    Zusammenfassung: This working paper is the second of a series of three papers constituting a part of the author’s PhD thesis entitled ‘Design of a planning system for sustainable forest management in the Congo Basin’. Congo Basin rainforests are among the world's most threatened (deforestation and degradation) ecosystems and constitute a major environmental problem nowadays. The absence of sustainable use has been partly due to the globally insufficient quality of forest management plans, associated with the general lack of planning outcomes implementation. Accordingly, this paper is based on the understanding that the institutional aspect of planning includes in Congo Basin region mainly two concepts: property rights and decentralisation. The main tenet of this paper touches on reviews of recent developments and key issues in relation to property rights and decentralisation within the context of forest resource management. Therefore this paper revisits the debate about property rights4 and decentralisation5 of natural resources and brings together various issues. It indicates that this institutional framework has long been ignored and should be an important feature of future forest management planning and implementation

    Zusammenfassung: This working paper is the first of a series of three papers constituting a part of the author’s PhD thesis titled “Design of a planning system for sustainable forest management in the Congo Basin”. This paper provides ideas, methods and techniques for managing the co-existence of forest management planning actors and/or stakeholders, particularly in building trust, confidence, which is essential for sustainable forest management. It (paper) focuses on forest concessions and/or forest management units, and is also relevant to forest councils in the tropical rainforests of the Congo Basin, and specifically in Cameroon. It also focuses on the management of other CPR in other tropical countries. This paper will be of considerable interest to managers, practitioners and academics active in the area of tropical forest management planning in the Congo Basin
