    Abstract: "For most Sub-Saharan African countries, agriculture is a key to achieving broad-based (pro-poor) economic growth and attaining the Millennium Development Goals (MDGs). Approximately 70–80 % of the continent’s employment and 40 % of its export earnings stem from agricultural activities. A stronger agricultural sector is considered to be fundamental for Africa’s overall economic growth as well as for addressing hunger, poverty, and inequality. However, the sector is not performing well for various reasons. Therefore, the New Partnership for Africa’s Development (NEPAD) – the economic programme of the African Union (AU) – has set itself the task to revitalise the sector. For this purpose, it has initiated the Comprehensive Africa Agriculture Development Programme (CAADP) in order to improve agricultural policies in Sub-Saharan Africa (SSA).     Abstract: Es wird ein Überblick gegeben über die Rolle Deutschlands für die Entwicklungszusammenarbeit mit Pakistan. Neben der Darstellung der internen Entwicklungsprobleme Pakistans (sozioökonomische Strukturen, gesellschaftliche Rahmenbedingungen sowie Macht- und Akteurskonstellationen) und der Rolle Pakistans in der Region bzw. als Akteur globaler Strukturpolitik geht es vor allem um die deutschen und europäischen Interessen bei der Zusammenarbeit mit Pakistan. Eine Bestandsaufnahme der bisherigen Beziehungen widmet sich der Frage, inwieweit die Entwicklungszusammenarbeit die sozioökonomischen Bedingungen reflektiert. Themen sind die politischen Beziehungen zwischen Deutschland und Pakistan, die staatliche deutsche Entwicklungszusammenarbeit in Pakistan, weitere Kooperationsbeziehungen mit Deutschland, die entwicklungspolitische Zusammenarbeit multilateraler Geber, die bilaterale entwicklungspolitische Zusammenarbeit mit anderen Gebern und die pakistanische Perspektive auf die Zusammenarb

    Abstract: Entwicklungspolitik verändert sich immer schneller. Sie ist heute multilateraler und dezentraler als früher, hat ein wesentlich komplexeres Zielsystem und ist darauf angewiesen, politikfeldübergreifende Kooperationen einzugehen. Damit haben sich die Kompetenzanforderungen an entwicklungspolitische Fachkräfte gewandelt. Vor allem zwei große Trends stellen die Personalentwicklung (PE) entwicklungspolitischer Organisationen vor neue Herausforderungen: Erstens die zunehmende Komplexität des entwicklungspolitischen Zielsystems: Armutsminderung, Stabilisierung fragiler Staaten, Gestaltung der Globalisierung, Eindämmung des Klimawandels und Bewältigung seiner Folgen in den am meisten betroffenen Ländern. Zweitens die fortschreitende Ausdifferenzierung der Partnerländer, wodurch neue Kompetenzen beim Einsatz eines immer vielfältigeren Instrumentariums notwendig werden.     Abstract: "While we know a lot about how countries become prosperous, we have only begun to understand how aid contributes to economic growth and poverty reduction. The development record is mixed and no robust association between the volume of aid and development performance has been unearthed. Cross country regressions do not throw much light on the reality of aid. The novel mix of qualitative and quantitative methods fashioned by independent evaluators is more informative regarding aid effectiveness both at project level and at country level. A new brand of country assistance evaluations demonstrates that success at project level matters even if it does not always translate into success at country level - the 'micro-macro paradox'. Well managed aid works when it uses instruments that are tailored to specific country contexts. Budget support mechanisms and program aid instruments have a role to play in some circumstances.
