    Transport is characterised by market failures that are of particular importance in urban settings. This paper reviews market failures and policy failures in The Netherlands for various transport markets, including road transport, public transport and biking. Special attention is paid to parking problems, and possibilities to cope with these by pricing measures. It is demonstrated that in some cases parking externalities lead to non-convexities that make pricing policies less attractive. In that case parking restrictions are called for. A general shift is observed from national to municipality policy initiatives. In terms of both effectiveness and social and political acceptability, the municipal policies definitely score better.

    Property values are affected by the properties’ physical, accessibility and environmental features. Railway stations function as nodes in transport networks and places in an urban environment. They have accessibility and environmental impacts, which contribute to property value. The literature on the effects of railway stations on property value is mixed in its finding in respect to impact magnitude and direction, ranging from a negative to an insignificant or a positive impact. This paper attempts to explain the variation in the findings by meta-analytical procedures. Generally the variations are attributed to the nature of data, particular spatial characteristics, temporal effects and methodology. The data can vary in relation to the type of property under study. Some indication is found to support the assertion that commercial properties enjoy a higher positive impact compared to residential properties. Commuter railway stations have a consistently higher positive impact on the property value compared to light and heavy railway/Metro stations. The inclusion of other accessibility variables (such as highways) in the models reduces the level of reported railway station impact. However this effect becomes insignificant for properties within a quarter-mile of the station, leaving the railway station as a major accessibility point. Our analysis did not find a significant effect of spatial and temporal factors.

    This paper identifies pivotal factors behind individual decision-making in the transition from high school to post-secondary education in the Netherlands. We apply a multinomial logit framework to individual data on post-secondary education choices. Specifically, our modeling approach accommodates two types of effects that have not received ample attention in the literature. First, we include information regarding the geographical accessibility of the higher education system. Second, we allow the individual observations to be correlated within schools in order to account for localized social interactions. Our results confirm the paramount influence of the student’s track record and talent. The results, however, also show that geographical proximity to universities or professional colleges significantly increases the probability of high school leavers continuing their education at the post-secondary level.

    This paper analyses the effect of railway investment on land prices and land use in a polycentric city under various regulatory regimes of land markets. The introduction of a faster mode of transport (train), accessible in discrete locations leads to an extended city size. The stations of the “fast” mode attract dense residential settlements. As a result, the average residential and commercial land rents increase in both the competitive and segmented land market situations, as compared with the “slow” unimodal transport case. When rail investments only serve one particular centre, this leads to the growth of the advantaged centre at the expense of the other centre. Generally speaking, investment in the fast mode results in city growth and increase in rent receipts. However the effect of the investment for individual centres and their corresponding residential areas depends on the underlying land market assumptions and the level of investment. Distorted land markets lead to increases in commercial rents, but this is more than off-set by the decrease in residential land rent.

    In this paper we determine the effect of transport cost on commuting flows, on the basis of an analysis of home-to-work journeys between municipalities in Denmark. Special attention is given to a proper estimation method and the form of the distance-decay function. It appears that neither an exponential nor a power distance-decay function fits the data well. The specification of log trips as a (downwards) logistic function of log cost results in a better fit. We find that the cost elasticity of commuting reaches a value of –4 for distances around 24 km, while it is close to 0 for both very short and very long distances. Finally, we demonstrate that the choice of functional form for distance-decay can make an important difference for predictions concerning the effect of infrastructure improvements on commuting flows.

    Rail cost function analysis has been a popular topic in the (empirical) economics literature over the past decades. Most studies find increasing returns to density for rail companies. The results can, however, be quite diverse. Results for the Dutch National Railway company (NS), for instance, indicate very strong increasing returns to density (Andrikopoulos and Loizides, 1998) or decreasing returns to density (Preston, 1994). Using the, to our knowledge, most comprehensive dataset for the NS, this paper estimates a translog variable cost function for the NS. While the returns to density parameter shows increasing returns, like so many other papers_new, the calculated standard errors shows that the null hypothesis of constant returns may not be rejected.
