    We document the effect of unemployment insurance generosity on divorce and fertility using an identification strategy that leverages state-level changes in maximum benefits over time and comparisons across workers who have been laid off and those that have not been laid off. The results indicate that higher maximum benefit levels mitigate the effects of layoffs. In particular, they mitigate increases in divorce associated with men's layoffs; increases in separations associated with women's layoffs; reductions in fertility associated with men's layoffs; and increases in fertility associated with women's layoffs.

    Adverse health conditions have the potential to financially cripple American households. This report reviews the large literature that considers the ways in which health-both physical and mental-impacts household finances. The review largely includes studies with U.S. populations and spans many disciplines: economics, public health, law, medicine, psychology, public policy, and sociology. The overwhelming finding is that deteriorating health, new health conditions, and even health shocks-such as injuries-negatively impact the financial health of households. First, unanticipated out-of-pocket health costs reduce or deplete the household savings, sometimes forcing household members to forego necessary consumption. This reduced consumption could directly harm their health, providing a direct feedback loop into the relationship between health and finances. Second, declining health or new health conditions often force people out of the labor market for an extended period. This reduces household earnings and either forces other household members to work more to compensate for the earnings loss or further harms the household balance sheet. The effects of mental health conditions are often more detrimental than the onset of severe physical health conditions. The detrimental effects of health conditions on household finances are generally largest for those with the fewest protections in place: those with fewer assets, those without insurance coverage, and those with less education. However, the labor market consequences are sometimes largest for the highest earners. Existing policies can blunt the effects of health on finances. Comprehensive health insurance, specifically for the chronically ill, those with high-cost conditions, and those covered under Medicaid, generates the greatest benefits for overall financial health. Paid sick leave and subsidized caregiving limit the effects of work interruptions when someone in the household falls ill. Promising existing policies that do not require federal changes include pausing loan obligations, financial literacy, and pairing healthcare choice with cost information.

    We consider the effect of legal access to alcohol, which is known to increase drinking behavior, on academic performance. We first estimate the effect using an RD design but argue that this approach is not well-suited to the research question in our setting. Our preferred approach instead exploits the longitudinal nature of the data, essentially identifying the effect by comparing a student's academic performance before and after turning 21. We find that students' grades fall below their expected levels upon being able to drink legally, but by less than previously documented. We also show that there are effects on women and that the effects are persistent. The main results are robust to the inclusion of individual fixed effects, individual trends, and individual quadratics, in addition to other controls, that account for the expected evolution of performance as students make progress towards their degrees. -- alcohol ; post-secondary education ; minimum legal drinking age

    This paper considers the degree to which events that intensify partying increase sexual assault. Estimates are based on panel data from campus and local law-enforcement agencies and an identification strategy that exploits plausibly random variation in the timing of Division 1 football games. The estimates indicate that these events increase daily reports of rape with 17-24 year old victims by 28 percent. The effects are driven largely by 17-24 year old offenders and by offenders unknown to the victim, but we also find significant effects on incidents involving offenders of other ages and on incidents involving offenders known to the victim.

    Despite contentious debate on the role of concealed-carry legislation in the U.S., little is known about individual decisions to legally carry concealed handguns in public. Using data on concealed-carry permit applications from 1998 to 2012, we explore the degree to which individuals respond to crime by applying for permits to legally carry concealed firearms. We find that recent homicide incidents increase concealed-carry applications in areas relatively near to the event. Our main results suggest that an additional homicide in relatively small cities increases applications by 26 percent over the following two months. We also find effects in larger cities when using neighborhood-level data. Our data allow us to explore specific circumstances of crime incidents and the characteristics of responsive applicants. Our results show that gun-related homicides are particularly relevant and that whites and males are most responsive to homicide incidents. We also find evidence that individuals are more responsive to homicide incidents when they share a common characteristic with the victim, particularly for female applicants.

    In this paper we estimate the effects of expanding access to substance-abuse treatment on local crime. We do so using an identification strategy that leverages variation driven by substance-abuse-treatment facility openings and closings measured at the county level. The results indicate that substance-abuse-treatment facilities reduce both violent and financially motivated crimes in an area, and that the effects are particularly pronounced for relatively serious crimes. The effects on homicides are documented across three sources of homicide data.
