The study is an in-depth examination of the Start-Up Entrepreneur Programme (STEP) by which start-up founders, innovative entrepreneurs and their families come to Ireland. The report briefly considers the Irish start-up landscape and how policy has developed in relation to the migration of non-EEA entrepreneurs, as well as planned future policy direction in this regard.

    Increases in immigration inflows to both the European Union (EU) and Ireland between 2014 and 2016 have resulted in an increased focus on integration policies, outcomes and measures, including in the area of labour market integration. Ireland, like the majority of EU Member States, pursues a policy of mainstreaming service provision in the area of integration, with targeted initiatives to meet specific needs. This study first considers labour migration policy, which manages and shapes overall access of non-European Economic Area (EEA) nationals to the Irish labour market. Under the employment permits system administered by the Department of Business, Enterprise and Innovation (DBEI), non-EEA nationals may apply to access the Irish labour market. The report also looks at specific policies and measures which aim to improve labour market integration for non-EU nationals living in Ireland. The focus is on labour integration measures for regularly staying non-EU nationals with a right to work. Measures specifically targeting non-EEA students, graduates, asylum seekers and beneficiaries of international protection are beyond the study scope. The effect of general labour market and social policy provision in Ireland on labour market integration is also outside the scope. Examples of public and private sector practices are discussed together with examples of community sector practices that receive public funds.

    In 2020 there were almost 89,000 non-EU women and girls living in Ireland,1 representing 3.5% of the resident female population. This study aims to assess if, and to what extent, the distinct situation of non-EU migrant women is considered in Irish national integration policies and measures. The specific focus on non-EU migrant women is in line with the scope of the European Migration Network (EMN). However, most of the policies and measures we discuss do not make this distinction. Migrant women may face a 'double disadvantage', which relates to being both a woman and a migrant. Non-EU women are subject to immigration conditions and different employment rules to their EU counterparts, resulting in a more precarious residence status in the State. Research shows the experiences of non-EU migrants can differ significantly both from those of Irish nationals and of migrants from within the EU.

    Irregularly staying migrants are more likely to face material deprivation, instability and are more vulnerable to exploitation and crime than legal residents (FRA, 2011). Ultimately, they may face deportation to their country of origin. The fear of detection and deportation can lead to underutilisation of public services (Vintila and Lafleur, 2020). The recent introduction of the Regularisation of Long-Term Undocumented Migrants Scheme (discussed below) is a major policy development that should improve the situation of many people living in Ireland. However, it is likely that irregular migration will persist, and related policy challenges will remain. This report aims to provide an overview of the situation of irregularly staying migrants in Ireland, including access to public services, and to outline major public debates and policy measures introduced to address related issues.
