    Based on the case study of Portugal, the present study aims to analyse the alignment of investments in the Portuguese "Recovery and Resilience Plan" with the Smart Specialisation Strategies priorities (2021-2027) of this territory, and then identify opportunities for potential synergies and complementary between funding instruments. With the information available in the Plan and its annex, a detailed analysis is performed to identify investments able to enhance Research & Development, and Innovation and/or to improve the regional innovation ecosystems. The analysis shows that up to €6 Billion of the Plan (37%) may potentially support directly and indirectly the Smart Specialisation in Portugal. However, the effect of such contribution will strongly depend on the final beneficiaries, projects selected, absorption capacity, and governance model. The paper also explains the relevance of Smart Specialisation in the Covid-19 recovery and draft some policy recommendations.

    The paper aims to investigate regional participation in a new Portuguese Research and Innovation (R&I) programme (so-called 'Agendas for Industrialization') funded by the European Next Generation EU (NGEU). Using a probit model with sample selection and a novel dataset, we find that the distribution of territorial participation to the NGEU-related programme is more similar to that observed for the European Commission's R&I Horizon 2020 programme than for the R&I funds under the Cohesion Policy (2014-2020). Results also show a rural-urban divide in regional participation, which is eventually due to a lack of demand for this type of funding due to the sectoral composition of the economy in less developed regions.

    Transformative Innovation Policy (TIP) has an important role in the sudden transition that our economies require to face up to today's grand challenges (climate change, sustainable development goals). In the European Union (EU), Cohesion policy funds are one of the main financing instruments to support innovation and a fair transition. This paper focuses on TIP's monitoring and evaluation (M&E). To begin with, we discuss the various degrees of sophistication that can be found in monitoring and evaluation exercises (i.e. Storey's "6 steps to heaven" scale), ranging from interviews asking recipients whether they are happy to receive funding, to full-blown causal econometric analyses. We then provide a survey of causal inference techniques that reach the 6th step on this scale, and analyse the degree of sophistication of recent EU Cohesion project evaluations. We conclude that evaluation completed by EU Member States using causal inference techniques only represents 8% of the total evaluations conducted for period 2014-2020, and this percentage is even lower when we look at innovation or environmental-related programmes. We identify some gaps in the observed M&E of EU Member States and we provide some recommendations for how to set up M&E, contrasting traditional M&E with modern M&E, and highlighting the need for real-time data. In sum, we state that M&E needs improving, and we suggest how this might be done.

    This paper provides quantitative evidence on the geography of regional readiness to tackle climate change using data from France, Germany, Italy, Poland, and Spain. Following Cappellano et al. (2022), we estimate a composite indicator that reports the situation of regions in these countries between 2009 and 2020 regarding the directionality of their Science and Technological Innovation and policy priorities to fight climate change. Using regression analysis, we assess the relationship between such directionality and the degree of risk of disasters (coastal floods, river floods, and landslides) they face in the short, medium, and long-term as a result of climate change effects. Results shows a positive relationship between estimated risk and climate change preparedness. However, a more in-depth analysis demonstrates the complexity of such geographical "problem-solution convergence". Indeed, more developed regions are the ones that appear more ready to tackle climate change effects compared with transition and less developed regions. Policymakers should be aware of these differences in the readiness to tackle climate change to make sure everyone is on board for today's most pressing challenge.

    The paper investigates cohesion policy programmes' ability to define accurate policy outputs, in the form of targets. More specifically, the analysis explores the extent to which targets set by ERDF programmes to assess their performance are revised over time and seeks to identify specific patterns in relation to different areas (spending categories; typology of regions; etc.). The results point to significant challenges experienced by programmes in producing realistic targets as a vast majority of these are subject to frequent and significant amendments over the course of the programming period. The paper brings valuable evidence to the emerging debate as to whether embracing a full performance-based approach making the funds conditional upon the achievement of outputs/results would improve the efficiency and effectiveness of cohesion policy.

    Using data from the execution of 2014-2020 cohesion policy, the paper offers a comprehensive analysis of the speed of absorption capacity of European funds by introducing novel metrics. It evaluates absorption capacity considering time performance and distinguishing between national and regional governance models. The study employs a Tobit model to explain the overall speed of absorption and a multinomial regression model to describe the drivers of the thematic area with the highest absorption capacity. Programmes and territorial characteristics are both relevant factors explaining the level of absorption of funds. However, when explaining the thematic area with the highest absorption capacity, programme characteristics are more relevant than territorial ones.
