    Based on previous research, available statistics and current information on the COVID-19 pandemic, this report analyses and discusses possible consequences of the ongoing pandemic for Swedish children and youth, in the short and longer term. The pandemic is discussed in five chapters focusing on (1) the impact on childhood environment and human capital development, (2) the consequences for children's development and school performance due to increased absenteeism among children, students and teachers in preschools and schools, (3) the effects of distance education, (4) the impact on the demand for education, and (5) consequences for labour market entry and long run labour market outcomes. It is too early to draw firm conclusions about the long-term consequences of the coronavirus pandemic, and yet our overall conclusion is that the pandemic has negative consequences for many children and young adults. Children and youth from disadvantaged environments, with a weak socio-economic background and an inadequate social safety net, are more likely to be severely affected. There are therefore reasons to safeguard and develop the institutions, such as prenatal and child healthcare, social services and school health programs that provide services for children and youth. Moreover, the education system has an important task in compensating for shortcomings in human capital development and lost opportunities caused by the pandemic.

    This article provides an overview of the extent of school closures and the use of distance learning in the Nordic countries during the COVID-19 pandemic (March 2020 to June 2021). Taking the preparedness of the educational systems into consideration and combining several reports summarising student and teacher experiences with research on the causal impact of distance learning, we discuss expected and revealed effects on student outcomes in the short and long term. Survey evidence indicates that the Nordic education systems were relatively well-prepared for a transition to distance learning in terms of access to digital technology. Overall, Sweden stands out as having kept compulsory schools open to a greater extent than the other countries, while policies put in place at the upper secondary level were more similar across the region. The literature suggests that school closures can be expected to have long term negative effects on skill formation and future earnings and that the negative impacts are likely to be larger for more disadvantaged students and larger the younger the students are when exposed to remote instruction. Given the extent of school closures, students in compulsory schooling in Norway, Finland and Denmark seem particularly vulnerable as do disadvantaged groups of upper secondary school students in all of the countries, since they have been exposed to distance learning for the longest periods. The size of the long-term effects will eventually depend on the success of policies put in place to counteract the potential negative effects.

    This paper presents evidence on how firms react to a more generous insurance against high sick pay costs. We exploit a reform launched in Sweden in 2015, which introduced different thresholds for insurance reimbursement depending on firm size. By comparing workers in smaller firms with workers in large firms over time, we evaluate the effects of the reform. We find no indication of changed behaviour among employees in the smallest firms (on average 15 employees), but an increase in sickness absence among those employed in middle-sized firms (on average 38 employees). The increased absence in middle-sized firms is entirely driven by new hires, but the newly hired employees do not seem to be differently selected. We find no evidence indicating that the more generous insurance made firms more inclined to employ more sick-prone individuals. Further analysis suggests that the absence of behavioural responses among employees in the smallest firms might be related to a large production loss from an absent worker, which the insurance cannot fully compensate for. Taken together, we find no support for any societal benefits of a more generous insurance against high sick pay costs in terms of an increased employment-probability among more sick-prone individuals.

    The rising numbers of young people with disability pension concerns many advanced economies. We present results from a comparative analysis of Sweden and Norway, two countries which are very similar in many respects, but differ regarding the policy mix to enhance the employability of the work disabled. Using rich longitudinal data, we follow unemployed young adults (aged 25- 29 years old) with reduced work capacity to investigate the effect of different types of labour market policies. We follow these individuals up to four years after the start of unemployment. Our results indicate that, in spite of radical differences in programme composition and strategies, there are surprisingly small country differences in impacts. Having participated in workplace related programmes about doubles the likelihood of entering regular employment or education. Participating in qualifying training courses also increases this likelihood, but effect sizes are smaller.

    Classrooms all over the world are becoming increasingly technologically advanced. Many schools today provide a personal laptop or tablet to each pupil for use both in the classroom and at home. The intent of these 1:1 programs is that information and communication technology (ICT) should be extensively involved in the teaching of all subjects. We investigate how pupils who are given a personal laptop or tablet, rather than having more limited computer access, are affected in terms of educational performance. By surveying schools in 26 Swedish municipalities regarding the implementation of 1:1 programs and combining this information with administrative data, we estimate the impact on educational outcomes using a difference-in-differences design. We find no significant impact on standardized tests in mathematics or language on average, nor do we find an impact on the probability of being admitted to upper secondary school or the students' choice of educational track. However, our results indicate that 1:1 initiatives may increase inequality in education by worsening math skills and decreasing enrollment in college-preparatory programs in upper secondary school among students with lower educated parents.

    The closing of schools and shift to remote teaching during the COVID-19 pandemic has accelerated the use of digital technology in education. Many schools today provide personal computers not only to older students, but also in primary school. There is little credible evidence on how one-to-one (1:1) computer programs affect learning outcomes among younger pupils. We investigate how 1:1 computer technology impacts student performance in primary school in Sweden, using data from an expansion of 1:1 programs that took place before the pandemic. Using a staggered difference-in-differences design, we examine impacts on student performance on standardized tests in language and math in 6th grade. We find no important effects on these learning outcomes on average, but a positive effect on test scores in Swedish and English among students with highly educated parents. Moreover, the results indicate a positive effect in Swedish in schools that received additional financial support for implementing 1:1 technology. Nevertheless, all positive impacts in subgroups appear to be rather small, amounting to 0.01-0.03 SD per semester of 1:1 exposure.

We examine the impact of a three-year program ("Coaching for Teaching") targeted at ten poorly performing lower secondary schools in Sweden's most disadvantaged city districts. The aim of the intervention was to strengthen the teachers' professional development, e.g. through coaching and further training, and thereby enhance student performance. We use a difference-in-differences design and rich register data to estimate effects on several educational outcomes. Our results show a large and statistically significant positive impact on student performance on standardized tests in English language. Estimates for test results in math are also positive and large, but not statistically significant; the same applies to GPA and admission to upper secondary school. For test scores in Swedish language there is no indication of improvement. An analysis of a survey of pupils supports the idea that the teaching as well as the classroom climate improved due to the intervention. Taken together, the program seems to have generated rather promising results in the short run.

    This paper studies effects of education policy on early fertility. We study a major educational reform in Sweden in which vocational tracks in upper secondary school were prolonged from two to three years and the curricula were made more academic. Our identification strategy takes advantage of cross-regional and cross-time variation in the implementation of a pilot scheme preceding the reform in which several municipalities evaluated the new policy. The empirical analysis draws on rich population micro data. We find that women who enrolled in the new program were significantly less likely to give birth early in life and that this effect is driven by women with higher opportunity costs of child rearing. There is however no statistically significant effect on men's fertility decisions. Our results suggest that the social benefits of changes in education policy may extend beyond those usually claimed. -- Schooling reform ; teenage childbearing ; fertility

    This paper investigates whether more general education reduces the risk of future unemployment by examining individuals' labor market experiences during the "Great Recession" (2008-2010). To estimate the causal impact of differences in educational content, I exploit a reform in Sweden in the 1990s which prolonged vocational programs in upper secondary school and gave them a considerably larger general content. The research design takes advantage of variation across regions and over time in the implementation of a large-scale pilot which preceded the reform. I find no evidence that having attended a longer and more general program reduced the risk of experiencing unemployment during the 2008-2010 recession. Among students with low GPAs from compulsory school, attending a pilot program seems instead to have led to an increased risk of unemployment. This pattern is strongest among male students and the effect is likely to be explained by the increased dropout rate which resulted from the change of the programs.

    We study the anatomy of responses to a major activation programme targeted at unemployed youth, introduced in Sweden in 2007. We use a regression discontinuity design to analyse individual reactions to the programme. We find that individuals who have a relatively high predicted probability of finding a job respond to the threat of activation, whereas there is no significant effect for individuals in a weaker labour market position. This is consistent with activation programmes working as a screening device between those who are able to find work on their own vs. those who are not. In addition to examining traditional predictors of poor labour market outcomes (e.g. education and school dropout status), we find a strong concentration of health problems among individuals with poor labour market prospects. We use register data covering the entire Swedish population, including very detailed information on health.

    We evaluate the effect of a preschool health intervention aimed at reducing infections through improved hygiene practices and training of the staff. The large-scale design enables us to study heterogeneous effects with respect to several child and preschool characteristics that are assumed to be associated with the initial level of absence, and thereby the potential magnitude of the effect. We find no reduction, on average, in children’s illness-related absence. This conclusion holds across different age groups of preschool children, and for preschools with varying levels of absence before the intervention. However, we do find some evidence for a decline in illness-related absence among children enrolled in preschool sections with relatively few children. We find some empirical support for that the intervention consisted of components with opposing effects on illness-related absence, which may explain the zero average effect.
