    This paper estimates the costs of EU restraints on trade in textiles and clothing. After explaining the methods used, we examine the impact of an opening up of EU trade in textiles and clothing, inter alia to those economies where the textile and clothing (T&C) industries command sizeable shares of exports and output. The estimates are based, firstly, on a partial equilibrium analysis allowing us to directly cover the effects of liberalization on the importation, production and consumption of T&C products; secondly, a general equilibrium analysis incorporates the wide-sweeping indirect costs of ATC within the EU. It turns out that in 1997 EU consumers paid roughly ECU 25 billion more for T&C products, due to quotas, tariffs and indirect effects.

    The Millennium Round of MTNs, which was stillborn in Seattle, was supposed to have initiated wide-sweeping changes to the world's trading system. This paper deals with the impact on the German economy of some changes that might have been forthcoming from proposed liberalization strategies. It examines sectoral and global strategies with partial and general equilibrium methods. It underlines the advantages of more global strategies, but not only because the gains are significantly larger. The paper concludes that Germany in its own interests should throw its weight in the EU behind wide-sweeping liberalization and that developing countries stand to gain more from global liberalization.

    We are concerned with trade in transport services (not cabotage butrather international shipping, transport,and related logistical services) and the importance of competitionand market structure in the sector. Weexamine implications of liberalization for profits, trade, andnational gains from trade. Though past GATSmaritime negotiations involved the maritime nations, we also flaginterests of consuming nations(particularly poorer developing countries). We further illustrateissues raised in the analytical sectionthrough a computational example, to provide a rough sense of ordersof magnitude and the importance of theissues raised for basic gains from improved market access.

    In this paper we examine the interaction between the different modesof market access commitments inservices (cross-border and establishment) market structure, andregulation. In this context, we focus on theimpact of improved domestic market access for a foreign serviceprovider on a domestic service market. Wework with a model where the domestic industry is assumed to beimperfectly competitive and, as a result ofdomestic regulation, able to act as a cartel. We also examine theincentives for the domestic firms toaccommodate the entry of the foreign firm by inviting it to join thecartel.

    We develop a Heckscher-Ohlin-Ramsey model, combining dual techniques with classic geometric techniques fromtrade theory. This framework is used to explore the long-run generalequilibrium effects of regional integration (preferential trade agreements). Emphasis is placed on positivemechanics related to adjustment in the capitalstock, long-run changes in the pattern in trade, and the implicationsfor changes in long-run (steady-state) national income. The importance of relative country size and the dynamic implications for third countries are also addressed.

    In this paper we demonstrate that intra-industry trade (or FDI)between identical countries could produce theobserved deterioration in the relative wages of unskilled workers.This involves a model of North-Northintegration through either increased trade flows or increased MNE-based production. Our motivation in this regardis arguments to the effect that trade cannot be responsible for theobserved labour market trends because tradewith developing countries is quantitatively too small to havesignificant labour market effects. We also introduce arelatively unexploited class of model that possesses attractiveproperties with respect to the explicit incorporationof firm-theoretic considerations in trade models.
