Die Humanwissenschaften liefern hier ein zu den rechtlichen Entscheidungskriterien korrespondierendes Wertesystem und damit einen Maßstab, das Kindeswohl im Einzelfall zu beurteilen und die Entscheidungsfindung auf eine faktenbasierte Grundlage zu stellen.     In the context of the rapidly advancing population ageing, the region of Latin America and the Caribbean is currently facing an unprecedented challenge of adapting to the transformed - yet, still evolving - age structure of the population. The paper provides a regional synthesis of the National Transfer Accounts on the basis of the most recent NTA estimates from 10 LAC countries. Despite the greatly varying length of the per capita lifecycle surplus among the countries, the regional average stands at 26 years, with individuals below 30 and above 56 years old experiencing periods of deficits. At the aggregate level, children and youths continue being the biggest ‘burden’ to the regional economy and their deficit is mainly financed by private transfers. Public transfers are the principal financing flow of the older persons’ deficit. Using the UN population projections, the paper further illustrates the potential impacts of the expected demographic changes

    Many rights are conferred on Dutch youth at ages 16 and 18. Using national register data for all reported victimizations, we find sharp and discontinuous increases in victimization rates at these ages: about 13% for both genders at 16 and 9% (15%) for males (females) at 18. These results are comparable across subsamples (based on socio-economic and neighborhood characteristics) with different baseline victimization risks. We assess potential mechanisms using data on offense location, cross-cohort variation in the minimum legal drinking age driven by a 2014 reform, and survey data of alcohol/drug consumption and mobility behaviors. We conclude that the bundle of access to weak alcohol, bars/clubs and smoking increases victimization at 16 and that age 18 rights (hard alcohol, marijuana coffee shops) exacerbate this risk; vehicle access does not play an important role. Finally, we do not find systematic spillover effects onto individuals who have not yet received these rights.

    Der Beitrag argumentiert, dass der gegenwärtig zu beobachtende gesellschaftliche Mediatisierungsschub, der mit den digitalen Medien eng verknüpft ist, zu Entgrenzungen kommunikativen Handelns von Jugend und Jugendkulturen führt. Auf pädagogische Felder, z. B. die Schule, ist in den letzten Jahren der Druck gewachsen, diese sozio-medialen Veränderungen verstärkt zu berücksichtigen. Einer Medienbildung, die Geltung entlang der gesamten Bildungskette hat, geht es dabei prominent um die pädagogische Thematisierung des jugendlichen Medienalltags. Dabei ist der Umgang von Jugendlichen mit privaten Daten im Social Web ein aktuelles Beispiel dafür, dass die Entgrenzungen kommunikativen Handelns auch zunehmend relevant für religionspädagogische Zusammenhänge sind. This article argues that the current increase in mediatization, which is closely linked with digital media, leads to the blurring of boundaries of communicative actions performed by adolescents and by youth cultures. In recent years, pedagogical arenas (such as schools) are under growing pressure to consider these socio-medial changes more strongly. If media education wants to be relevant along the whole educational chain, it needs to deal pedagogically with the everyday media routines of youth. The ways in which adolescents handle private data on the social web is a current example which shows that the blurring of boundaries within the field of communicative actions is becoming increasingly relevant for contexts of religious education.

    Koh 11:7-12:8 is understood as the last part of Kohelet's collected reflections, except for minor later additions. It resumes central topics addressed previously and correlates them to phases of human existence: youth and adulthood, (old) age and, finally death. It will be shown that the unique allusion to death by using the metaphor of "house of eternity" conveys the idea of a certain stability surrounded by examples how the beauty of creation and the products of human artistry are threatened by transitoriness, decay, and destruction. Consequently they become a paradigm of death—the way all human beings have to go. Joy pursued in the first decades of life and the "house of eternity" are not contradictory. Rather, both are regarded as positive options of human existence surrounded by the omnipresence of futility. It cannot even be excluded that Kohelet implicitly ponders a relation between the eternity God has given into the human heart (3:11) and the "house of eternity" (12:5). After all, these are the only significant instances of eternity in his collection.

    Short-term education and skills training programs are a popular way to meet the needs of unemployed, out-of-school youth by providing them with an opportunity to quickly acquire qualifications and skills that can lead to productive employment. This paper reviews the global evidence to identify which programs are most effective at delivering results. How incentives for stakeholders are incorporated into the program design is given particular attention. Based on the findings, recommendations are offered for the future design of these training programs

This provides an appropriate background to investigate how external and internal religiosity relates to addictive behaviors like smoking, drinking and drugs among the young. This study shows that not religion as such or internal religiosity, but largely observable (external) religiosity prevents them from wallowing those vices.

    This paper presents the findings of a survey undertaken in selected countries in the Sub Saharan Africa and Middle East and North Africa regions (SSA and MENA) aimed at reviewing the status of employment service provision, challenges and opportunities for their development 4207 Given the enormous employment challenges in the Sub Saharan Africa and Middle East and North Africa regions, particularly for youth and vulnerable groups, the study confirms the potential role employment services can play, including improving the quality of employment in the formal economy as well as promoting the formalization of the informal jobs and enterprises. While public employment services (PES) are at different levels in different countries, they share the weakness in capacity. In order to address these challenges, governments need to invest in resourcing the PES and setting up a clear and conducive legal and policy framework. The institutional framework for PES seem to play a critical role - PES organized as executive agencies tended to be stronger, more effective and efficient than those that were part of the Ministries of Labour with some exceptions. The paper recommends that PES adopt digital technology in service delivery with a balanced offer of physical services to ensure inclusion, explore the use of partnerships with other public organizations, private employment agencies and third sector service providers, and focus on employer services where labour demand is low while adopting a more realistic phased approach to service development. The study was undertaken as part of the ILO/GIZ Youmatch Programme collaboration

    Gender gaps in labour force participation in developing countries persist despite income growth or structural change. We assess this persistence across economic geographies within countries, focusing on youth employment in off-farm wage jobs. We combine household survey data from 12 low- and middle-income countries in Asia, Latin America, and sub-Saharan Africa with geospatial data on population density, and estimate simultaneous probit models of different activity choices across the rural-urban gradient. The gender gap increases with connectivity from rural to peri-urban areas, and disappears in high-density urban areas. In non-rural areas, child dependency does not constrain young women, and secondary education improves their access to off-farm employment. The gender gap persists for married young women independent of connectivity improvements, indicating social norm constraints. Marital status and child dependency are associated positively with male participation, and negatively with female participation; other factors such as education are show a positive association for both sexes. These results indicate entry points for policy.

    This paper examines whether the welfare difference between youth (aged 15-35) and adult (aged over 35) headed households between 2001 and 2018 is attributable to differences in educational attainment following Universal Primary Education (UPE) in Tanzania. The recentered influence function (RIF) decomposition method applied to household budget survey (HBS) data for 2001 and 2018 reveals that the increase in youth educational attainment between 2001 and 2018 is significant in explaining the difference in welfare (measured as per adult equivalent household consumption relative to the national poverty line) between the 2001 and 2018 youth cohorts. The findings suggest that if the youth in 2001 had the same education endowment as their 2018 counterparts, their welfare would have been about 20% higher. The findings also show that differences in educational attainment are significant factors explaining differences in welfare between youth and adult headed households in each year. If adults had the same level of educational attainment as the youth, their welfare would have been about 40% and 32% higher in 2001 and 2018 respectively. Although there is evidence that returns to education declined for the youth (consistent with more educated youth entering the labour market), this does not appear to have had a significant effect on household welfare.

    Using data from a randomized control trial in Uruguay, we evaluate the impact of an economic and financial education program targeted to senior high-school students. The program is based on an innovative playful approach workshop about monetary policy and financial supervision. We find that the workshop has a positive and significant impact on student knowledge. Our results shed light on the importance of economic and financial education for the youth in developing countries.

    With the rise of polarization and extremism, the question of how best to transmit civic virtues across generations is more acute than ever. In this paper, we test the hypothesis that schools can be the place for this transmission by empowering students and gathering them around concrete and democratically chosen objectives. We draw on an RCT implemented in a large sample of middle schools in three European countries. The evaluated program leads students to carry out collective citizenship projects in their immediate communities under the supervision of teachers trained in student-centered teaching methods. The program significantly increases student altruism, their political self-efficacy as well as the quality of their relationship with their classmates and their respect for the rules of school life (less sanctions and absenteeism). In all three countries, the benefits are greater for students with the highest level of altruism and interest in politics at baseline. Investments made at an early age appear to be complement to those made during adolescence for the production of civic virtues.

    While under communism the identity-providing religion was suppressed, religiosity is strong today even among the youth in post-communist countries. This provides an appropriate background to investigate how external and internal religiosity relates to risky behaviors like smoking, drinking, and drugs among the young. This study shows that not religion as such or internal religiosity, but largely observable (external) religiosity prevents them from wallowing in those vices. While this is found strongly for both males and females, those females doubting or reflecting religion show a somewhat smaller risky activity.

    Many rights are conferred on Dutch youth at ages 16 and 18. Using national register data for all reported victimizations, we find sharp and discontinuous increases in victimization rates at these ages: about 13% for both genders at 16 and 9% (15%) for males (females) at 18. These results are comparable across subsamples (based on socio-economic and neighborhood characteristics) with different baseline victimization risks. We assess potential mechanisms using data on offense location, cross-cohort variation in the minimum legal drinking age driven by a 2014 reform, and survey data of alcohol/drug consumption and mobility behaviors. We conclude that the bundle of access to weak alcohol, bars/clubs and smoking increases victimization at 16 and that age 18 rights (hard alcohol, marijuana coffee shops) exacerbate this risk; vehicle access does not play an important role. Finally, we do not find systematic spillover effects onto individuals who have not yet received these rights.
