    This Pre-Analysis Plan is for a Randomized Control Trial (RCT) for recently formed youth business groups in Tigray Region of Ethiopia. Resource-poor rural youth are given a business opportunity by being allocated a rehabilitated land area where they can establish a joint business. They are organized as a primary cooperative and self-organize with a board of five members including a leader and a vice leader. The overall objective of the project is to identify factors that enhance the performance and sustainability of formal youth groups as a business and livelihood option. The project includes three RCTs and this registration is for one of these RCTs. This study is an RCT that aims to investigate the benefits of training elected female group members in this setting where male group members dominate as group board members and leaders in most groups. The training will consist of training in production planning and marketing and use of mobile phones for these purposes. An additional effect of the training is also to create social networks and professional contacts across groups among female members that receive the joint training. Ethiopian culture is patriarchal, and men have traditionally been household heads and taken up almost all leadership positions in the society. Recent legal reforms in the country have strengthened women's land rights (Holden et al. 2011). Less is known about the position of women in business. They are supposed to have equal rights to men as members of primary cooperative businesses that we study. However, they are outnumbered by men in such business groups (38% of the members are women), are less likely to be board members (only 24% of the female group members against 38% of male members are board members), and much less likely to be group leaders/vice group leaders (only 4% of females and 22% of males are in such positions) (Holden and Tilahun 2019b). Female group members are also less likely to own mobile phones (31% of female against 72% of male members (Holden and Tilahun 2019b)). Mobile phones are instrumental in doing business such as for marketing, organization of groups, and contacting authorities.

    Using household data from the latest wave of the Ghana Living Standards Survey, this paper utilizes machine learning techniques to examine the effect of gender wage differences within households on women's empowerment and welfare in Ghana. The structural parameters of the post-double selection LASSO estimations show that a reduction in household gender wage gap significantly enhances women's empowerment. Also, a decline in household gender wage gap results meaningfully in improving household welfare. Particularly, the increasing effect on women's welfare resulting from decreases in household gender wage differences is much higher than for the household welfare. The findings showcase the need to vigorously adopt policies that both increase the quantity and quality of jobs for women and address gender barriers that inhibit women from accessing these jobs opportunities in sub-Saharan Africa.

    This paper analyses the effect of migration of men from rural areas in Pakistan on children in households "left behind" by the migrants. Left-behind households' expenditure on children's education and the gendered distribution of these expenditures are two outcomes of main interest. First, it is tested if left-behind households have higher overall expenditures on children's education. Second, it is tested if migration of men from households reduces gender inequality in households' expenditures on children's education. This gendered distribution is analyzed by estimating the effect of migration on the share of households' education expenditures spent on girls. Migration can affect these expenditures and its gendered distribution through various channels. Men's migration may lead to women taking over household decisions regarding education expenditures. Migration may also transfer norms and alter peoples' preferences such as those regarding children's schooling. To differentiate between the channels two types of migration, permanent migration of men for employment creating "left-behind" households and temporary migration whereby male members migrate for employment for short periods during the year, have been considered. Transfer of norms is expected to operate through temporary migration episodes as well as via permanent migration, while the changes in women's decision making is expected to operate via permanent migration when the men are absent. The effect of remittances has been further separated from the effect of migration. The paper uses longitudinal data from rural households in Pakistan with additional data collected from a sub-sample of the panel by the author. Fixed effects fixed effects model (FEM) is used to estimate these relationships, reducing endogeneity of migration. The results suggest that migrant and non-migrant households in the sample do not have significantly different expenditures on children's schooling and education. This is true for both types of migration. Households that receive remittances have higher expenditures on children's education. A noteworthy result is that left-behind households have girls' shares that are higher as much as 18 percent than the average. This is not the case for households with temporary migrants, suggesting that women's decision participation decreases gender inequality in households' education expenditures. Heckman Selection Model has additionally been estimated to estimate the effect of the migration on households' expenditure on girls' education, considering the selection of households into sending girls to school. Heckman Selection model also suggests that left-behind households have higher per girl expenditures. The results of the selection model suggest that being a left-behind household is significantly positively associated with households' expenditures on girls' education.

    We propose a new method to design a short survey measure of a complex concept such as women's agency. The approach combines mixed-methods data collection and machine learning. We select the best survey questions based on how strongly correlated they are with a "gold standard" measure of the concept derived from qualitative interviews. In our application, we measure agency for 209 women in Haryana, India, first, through a semi-structured interview and, second, through a large set of close-ended questions. We use qualitative coding methods to score each woman's agency based on the interview, which we treat as her true agency. To identify the close-ended questions most predictive of the "truth," we apply statistical algorithms that build on LASSO and random forest but constrain how many variables are selected for the model (five in our case). The resulting five-question index is as strongly correlated with the coded qualitative interview as is an index that uses all of the candidate questions. This approach of selecting survey questions based on their statistical correspondence to coded qualitative interviews could be used to design short survey modules for many other latent constructs.

    This paper analyses the political economy of women's-empowerment-related policymaking in India through a re-examination of the context of both the genesis and closure of a major programme, Mahila Samakhya. Mahila Samakhya, which embodied feminist philosophy and pedagogy, started in 1987 with the aim of creating the education-based empowerment of Dalit and Adivasi women in rural India, and was inexplicably shut down in 2014. We argue that a combination of political philosophy, electoral majority, and contemporary global trends influenced both the beginning and the demise of the programme. We argue that programmes such as Mahila Samakhya, which called for a long and messy process of collectivization of the most marginalized women using the methodology of reflection and reconstruction, became much less desirable with global shifts in development discourse. These shifts towards more 'evidence'-based policy focused much more on immediate 'outcomes' than on 'processes', much to the detriment of programmes such as Mahila Samakhya.

    We conduct a synthetic review of the literature examining relationships between domains of women’s empowerment and food system outcomes. Many studies report significant positive associations between women’s empowerment and intrahousehold gender equality with child dietary and nutrition outcomes, household food security, and agricultural production, but which aspect of empowerment matters for a particular outcome varies across contexts. Others document significant but mixed associations between empowerment indicators and women’s dietary diversity scores. The findings suggest women’s empowerment contributes to improved diets and nutritional status, especially for children, but that household wealth, gender norms and country-specific institutions remain important. Most papers reviewed were based on observational studies and therefore estimated associations; future research using experimental and quasi-experimental methods would add significantly to the evidence base.
