    This paper studies consumers' choice between two different water tariffs. We document a large inaction in a novel setting where customers face a binary decision and receive simple, detailed and personalized information about the financial savings they would obtain if they were to switch water tariff. Our empirical framework separates two sources of inertia: inattention and switching costs. The model estimates that half of the 50 thousand customers in our sample are not aware of the opportunity they are offered and that, conditional on paying attention, median switching costs are £89. A model where all customers are assumed to pay attention instead delivers implausibly high switching costs, with a median of £482. Looking at the characteristics of the households, our results confirm previous findings that areas where households have higher levels of education or the proportion of minorities is lower, display a higher responsiveness to potential savings. The new insight offered by our analysis is that it is the level of attention, and not the switching costs, that differ across levels of education and ethnicity. Our findings suggest that policies aimed at increasing attention can play a central role in fostering competition among suppliers and reducing inequalities.

    This study of water in Jayber Crow helps illuminate the eschatological vision of Wendell Berry and shows how love for the earth can also manifest itself in a love for heaven, not by disdaining the earth but by embracing its sacramentality. Jayber's life is shaped by the river that runs through his story and influences him physically and spiritually. It is the river that guides him home, moves him to the camp house, shows him the beauty of living alongside of nature, baptizes him, and teaches him how to articulate his hope. Seen in this light, Jayber Crow acts as a clarion call for preserving sacramental realities such as water. This reading dwells in the intersection of blue-ecocriticism, ecotheology, and sacramental theology, showing how Jayber's story weaves together the spiritual and physical significance of water and teaches us that in order to heal our ecological relationships, we must heal our sacramental imaginations.

    Between 2013 and 2016, several regions in Brazil suffered from some event of scarcity, drought and/or the possibility of water rationing. However, the direct abstraction of Blue Water for consumptive use grew 6.38% in the period. In turn, technology is considered an increasingly important factor for the sustainable use of natural resources. In this context, the objective of this article is to investigate the role of the technological effect on variations in the volume of water used in Brazil between 2013 and 2017. To meet this objective, environmentally extended input-output matrices and Structural Decomposition Analysis are used. Among the main results, it is highlighted that the technological effect has not contributed to counteract the pressure for the growth of water use in general. From this type of identification, the proposed method can generate useful information for public policies towards the sustainable use of water.

    Technological innovation is considered an increasingly important factor for the sustainable use of natural resources. With technology, it may be possible to maintain the quantity produced of a given good by reducing pressure on the environment. However, the gain in efficiency in the direct use of natural resources does not necessarily mean a significant reduction in this pressure. To achieve this goal, it is necessary to be inserted in a sustainable production chain. That is, the efficiency gain must not only occur in the direct use of these resources, but also in the volume of natural resources needed to input used in this good production, the so-called indirect use. The objectives of this paper are to map the use of water along the supply chain in Brazil and to estimate the impacts of adopting less water-intensive technologies on total water intensity and water withdrawal. For this, the national input-output model was used for the year 2017. These impacts were estimated based on the hypothesis of the adoption of less water-intensive technologies by agriculture, industry and sanitation. Among the main results, it is highlighted that a considerable part of the total water intensity of economic activities refers to indirect intensity and the adoption of more efficient technologies in the use of water by some economic activities has the potential to reduce the total water intensity of other activities and to change the participation of different final consumers in the demand for embedded water in goods and services.

    This paper studies how in utero exposure to a large-scale climate adaptation program affects birth outcomes. The program built around one million cisterns in Brazil's poorest and driest region to promote small-scale decentralized rainfall harvesting. Access to cisterns during early pregnancy increased birth weight, particularly for more educated women. Data suggest that more educated women complied more with the program's water disinfection training, highlighting that even simple, low-cost technologies require final users' compliance ("the last mile") to be effective. In the context of growing water scarcity, adaptation policies can foster neonatal health and thus have positive long-run implications.

    International audience ; A lamellar lepidocrocite-type titanate structure with ∼25% Ti4+ vacancies was recently synthesized, and it showed potential for use as an electrode in rechargeable lithium-ion batteries. In addition to lithium, we explore this material’s ability to accommodate other monovalent ions with greater natural abundance (e.g., sodium and potassium) in order to develop lower-cost alternatives to lithium-ion batteries constructed from more widely available elements. Galvanostatic discharge/charge curves for the lepidocrocite material indicate that increasing the ionic radius of the monovalent ion results in a deteriorating performance of the electrode. Using first-principles electronic structure calculations, we identify the relaxed geometries of the structure while varying the placement of the ion in the structure. We then use these geometries to compute the energy of formations. Additionally, we determine that all ions are favorable in the structure, but interlayer positions are preferred compared to vacancy positions. We also conclude that the exchange between the interlayer and vacancy positions is a process that involves the interaction between interlayer water and surface hydroxyl groups next to the titanate layer. We observe a cooperative effect between structural water and OH groups to assist alkali ions to move from the interlayer to the vacancy site. Thus, the as-synthesized lepidocrocite serves as a prototypical structure to investigate the migration mechanism of ions within a confined space along with the interaction between water molecules and the titanate framework.

    Rachel Carson’s 1962 Silent Spring is one of the few books that can claim to be epoch-making. Its closely reasoned attack on the use of pesticides in American agriculture helped thrust environmental consciousness to the fore of modern politics and policy, creating the regulatory landscape we know today. The book is also a monument to the power of closely reasoned argument – built from well organised and carefully evidenced points that are not merely persuasive, but designed to be irrefutable. Indeed, it had to be: upon its publication, the chemical industry utilised all its resources to attempt to discredit both Silent Spring and Carson herself – to no avail. The central argument of the book is that the indiscriminate use of pesticides encouraged by post-war advances in agriculture and chemistry was deeply harmful to plants, animals and the whole environment, with devastating effects that went far beyond protecting crops. At the time, the argument directly contradicted government policy and scientific orthodoxy – and many studies that corroborated Carson’s views were deliberately suppressed by hostile business interests. Carson, however, gathered, organised and set out the evidence in Silent Spring in a way that proved her contentions without a doubt. While environmental battles still rage, few now deny the strength and persuasiveness of her reasoning

    This paper presents the results of a quasi-experimental study using information collected through a survey conducted in peri-urban areas of Metropolitan Lima between October and November 2021. The survey was applied to households residing close to and on both sides of the geographic boundary of piped water supply. Our work finds that access to piped water was associated with a reduction in the probability of a COVID-19 infection. Furthermore, the model used shows heterogeneous effects that suggest that it is not enough for a household to be connected to the water supply network, but that a minimum consumption endowment must also be guaranteed. The results should be interpreted by taking into consideration the limitations of the information. These results highlight the need for investment in infrastructure to close access gaps and the importance of ensuring quality and affordable services for the population.
