    Employment agencies aim to match individuals to appropriate jobs. There are public and private employment agencies, which co-exist in many countries. Selection effects may be relevant in the sense that private agencies potentially engage in 'cream-skimming' by prioritizing highly qualified workers. The resulting job match quality is also important from an individual, a firm, and a society perspective. We examine the selection into job placement via private and public employment agencies as well as the resulting job match qualities, taking a job-market reform in Germany into account: the introduction of vouchers for private job placements. Using representative German panel data, we find that cream-skimming is significantly less pronounced under the voucher policy, as private agencies shift the focus toward unemployed individuals with a voucher. In addition, we find evidence based on propensity score matching estimations that private agencies tend to create better matches than their public counterparts.

    We analyze how school vouchers affect post-secondary attainment by exploiting the universal voucher program implemented in Chile in 1981. The program allowed students to choose which primary and secondary schools to attend. The government covered tuition independently of whether the chosen school was private or public. We find that vouchers increased the probability of attending PSE by 2-4 percentage points and the probability of PSE graduation by 1-3 percentage points. Students from low socio economic backgrounds benefited the most. Further, we study whether the impacts of vouchers depend on when school choice becomes available in a student's educational path. We find that the impacts of vouchers on PSE outcomes are maximized if vouchers are introduced before students start middle school.

    The decision to outsource public provision of services is multifaceted and context dependent. Doing so tends to lower labor intensity and increase its efficiency. Costs are usually lower, but quality problems can affect services like health care, though consumer choice has stimulated innovation and quality in both education and health care. Natural monopolies are less suitable for outsourcing, while network services (public transportation) may be outsourced through public tenders. Though some jobs may be lost in the short term, the long-term effects are generally positive for a wide variety of activities.

    We experimentally test if enabling individuals to incentivize others to socialize with them can strengthen social networks and improve well-being. We examine family planning access for women in India, who tend to be socially isolated and for whom peer support may overcome intrahousehold constraints. Enabling women to jointly visit a clinic with other women not only increased social ties and strengthened peer engagement, but also increased clinic visits and contraceptive use. Moreover, this intervention was more effective in improving reproductive autonomy of women who faced greater intrahousehold opposition than an intervention that only improved women's own access to the clinic.

    Harnessing changes in funding for a voucher program that subsidizes consumers' use of child care services at private providers, this study quantifies effects on local markets' service capacity and prices. We also estimate how increased funding effects provider entry rate, exit rate, and highly rated provider market share. The evidence shows that an additional $100 in private voucher funding per local young child would 1) raise the number of private-provider slots by 0.026 per local young child, 2) raise average prices by $0.56 per week, mainly driven by a price increase among incumbent providers, and 3) induce new provider entry to the market by 0.4 percentage points. The estimates imply a highly elastic supply elasticity of 10.7. Thus an increase in public funding and subsequent increase in demand is expected to result in expansion of available slots accompanied by a limited increase in price.
