    Elisabeth Grewenig prepared this study while she was working at the Center for Economics of Education at the ifo Institute. The study was completed in March 2021 and accepted as doctoral thesis by the Department of Economics at the LMU Munich. It consists of five distinct empirical essays that address various aspects of human capital formation and education policy. Chapters 2 and 3 are concerned with the determinants of human capital formation. In particular, chapter 2 investigates the impact of gender norms on labor-supply expectations of adolescents. Chapter 3 analyzes the effects of the Corona-induced school closures on students' time spent with different educational activities. Chapters 4 and 5 are concerned with the implementation and feasibility of educational reforms. Thereby, chapter 4 evaluates the impact of recent reforms on binding teacher recommendations by studying educational outcomes of students in primary and secondary schools. Chapter 5 examines whether support for educational policies is amenable to information provision about party-positions. Finally, chapter 6 contributes to the methodological debate around survey measurement by investigating belief elicitation in large-scale online surveys.

    In order to achieve the commonly agreed emission reduction target, the European Commission developed binding national targets for each member state until 2030 and called upon the member states to submit National Energy and Climate Plans to ensure increased transparency for the respective national targets and strategies. An analysis of these plans shows that some of the emission reductions set at the national level prescribe a more ambitious decarbonisation than the EU-wide limits. However, since a transformation to a climate-friendly system requires considerable investment, the question arises as to why some states apparently want to be in the vanguard. We find that countries may have an incentive to outperform other states in the development of a low-carbon electricity system in order to pass on part of the transformation costs to neighbouring countries.

    Among the aspects related to the quality of electric power supply, continuity stands out, evaluated based on the DEC and FEC indicators that express, respectively, the duration and frequency of supply interruptions. Regarding the continuity of supply, this study aims to present an alternative approach to the current methodology implemented by ANEEL for evaluating the performance of distributors in the Brazilian Electric System. For this purpose, a stochastic frontier analysis is proposed for benchmarking the continuity indicators of electric power distributors. The proposed model estimated based on bayesian inference is still capable of contemplating the temporal dynamics of efficiency. The consideration of this point is fundamental, because the studies done to evaluate the efficiency of the electric sector have neglected the fact that part of the increase in efficiency of a utility comes from the gain of scale due to the expansion of the market, a process that happens over time. Consideration of the dynamic aspect of efficiency is also of great importance for tariff revision. It was observed that actions of the utilities managed to keep the FEC below the regulatory goal, while the DEC exceeded the limit during 2009-2019. In order to assist the regulator in calibrating local continuity targets, it was also proposed to apply the efficiency indexes to define annual global targets for the continuity indicators. The results showed that the limits defined by our methodology are compatible with the limits defined by ANEEL and are perfectly feasible to be exceeded by the utilities.

    We collect ownership data of U.S. power plants accounting for 99% of U.S. electricity generation over the 2008-2020 period. Domestic listed corporations have reduced their ownership from 69% to 54% of total generation, while private equity, institutional investors, and foreign corporations have increased their ownership from 8% to 24%. These new entrants have increased their share largely through the adoption of innovative technologies and creation of new natural gas, solar, and wind power plants, rather than acquisitions of existing plants. We find only limited support for the leakage hypothesis that incumbent domestic corporations, which are subject to more disclosure requirements and scrutiny, sell older fossil-fuel power plants to the new ownership types in order to keep them alive. Market deregulation is the main economic factor explaining the heterogeneity in ownership structure in the electricity sector, while climate concerns and renewable policy measures have a limited effect. The changing ownership structure has implications for electricity markets as private equity operates power plants at lower capacity factors and sells electricity for $1.87 higher average price per MWh. Private equity owners sell electricity under contracts with shorter duration, shorter increment pricing, and more peak-term periods, especially when selling electricity generated from fossil fuels

    With the Paris Agreement of 2016, 189 nations signed a legally binding document to keep global warming below 2 C, and to pursue efforts to limit the temperature increase to 1.5 C. It was recognized that this would reduce climate change impacts substantially. All signatories submitted "Intended Nationally Determined Contributions" (INDCs) where they specified their national emission reduction goals and pathways to achieve them. However, the INDCs submitted for the Paris Agreement "imply a median warming of 2.6-3.1 degrees Celsius by 2100" (Rogelj et al. 2016). A temperature increase by 2 C would already carry a very high risk for systems such as the Arctic sea ice and coral reefs. For a warming of 3 C above pre-industrial levels though, we are expected to face extensive losses of biodiversity and ecosystems; accelerated economic damages; and a high risk for abrupt and irreversible changes ("tipping points"), such as the melting of the Greenland ice sheet and the accompanying sea level rise (IPCC 2014b).
