    Este informe fue preparado por la Comisión Económica para América Latina y el Caribe (CEPAL) en coordinación con la Oficina del Alto Representante para los Países Menos Desarrollados, los Países en Desarrollo sin Litoral y los Pequeños Estados Insulares en Desarrollo (UN-OHRLLS), para la reunión de revisión de medio término del Programa de Acción de Viena (VPoA) para el decenio 2014-2024 en América Latina y el Caribe.El informe se estructura del siguiente modo: en la primera parte se analiza la vinculación de los planes nacionales de desarrollo del Estado Plurinacional de Bolivia y del Paraguay con los objetivos definidos en la Agenda 2030 para el Desarrollo Sostenible y con los objetivos y prioridades del VPoA. La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     Mitigating climate change requires aligning real economy investments with climate objectives. This pilot study measures the climate consistency of investments in transport infrastructure and vehicles in Latvia between 2008 and 2018, estimated at EUR 1.5 billion per year on average. To do so, three complementary mitigation-related reference points are used. Applying the criteria defined by the European Union Taxonomy for Sustainable Activities results in 4.2% of investments assessed as making a substantial contribution to climate change mitigation. Comparing actual greenhouse gas trajectories for each transport mode to a 2°C scenario from the International Energy Agency’s for the European Union and to projections from Latvia’s 5th National Communication to the UNFCCC, indicates 32% climate-consistent and up to 9% climate-inconsistent investments. The majority of investments volumes could at this stage not be characterised due to limitations relating to the granularity or coverage of the reference points. Comparing current trends to 2030 and 2050 decarbonisation targets nevertheless highlights future investment and financing challenges, especially for road transport. The methodology piloted in this study can be replicated and scaled up across countries and sectors, using different or complementary reference points specifically aligned to the temperature goal of the Paris Agreement.

Rather than comorbidity or aging, the Black female bias is associated with poverty and channeled by occupational seg- regation in the health care and transportation sectors and by commuting on public transport. Living arrangements and lack of health insurance are instead found un- in uential. The Black female bias is spatially concentrated in neighborhoods that were subject to historical redlining.

    In cities with conservative norms or high crime, female workers may face greater restrictions on their, physical mobility. This limits women’s labor market opportunities and the pool of workers that firms, can attract. In this study, we experimentally vary access to a transport service in Lahore, Pakistan, to, quantify the overall impact of transport to work on men, women, and the differential impact of, transport exclusively for women. We show that reducing physical mobility constraints has a large, impact on job searching for women, including women who are not searching at baseline. Women’s, response is driven by a women-only transport treatment arm, suggesting that safety and social, acceptability, rather than simply cost, are key constraints.

    We study the effect of the COVID-19 pandemic and the associated government measures on individual mobility choices in Switzerland. Our data is based on over 1,600 people for which we observe all trips during eight weeks before the pandemic and until May 2021. We find an overall reduction of travel distances by 60 percent, followed by a gradual recovery during the subsequent re-opening of the economy. Whereas driving distances have almost completely recovered, public transport remains under-used. The introduction of a requirement to wear a mask in public transport had no measurable impact on ridership. The individual travel response to the pandemic varies along socio-economic dimensions such as education and household size, with mobility tool ownership, and with personal values and lifestyles. We find no evidence for a significant substitution of leisure travel to compensate for the reduction in work-related travel.

La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     Mitigating climate change requires aligning real economy investments with climate objectives. This pilot study measures the climate consistency of investments in transport infrastructure and vehicles in Latvia between 2008 and 2018, estimated at EUR 1.5 billion per year on average. To do so, three complementary mitigation-related reference points are used. Applying the criteria defined by the European Union Taxonomy for Sustainable Activities results in 4.2% of investments assessed as making a substantial contribution to climate change mitigation. Comparing actual greenhouse gas trajectories for each transport mode to a 2°C scenario from the International Energy Agency’s for the European Union and to projections from Latvia’s 5th National Communication to the UNFCCC, indicates 32% climate-consistent and up to 9% climate-inconsistent investments. The majority of investments volumes could at this stage not be characterised due to limitations relating to the granularity or coverage of the reference points. Comparing current trends to 2030 and 2050 decarbonisation targets nevertheless highlights future investment and financing challenges, especially for road transport. The methodology piloted in this study can be replicated and scaled up across countries and sectors, using different or complementary reference points specifically aligned to the temperature goal of the Paris Agreement.
