    Este informe fue preparado por la Comisión Económica para América Latina y el Caribe (CEPAL) en coordinación con la Oficina del Alto Representante para los Países Menos Desarrollados, los Países en Desarrollo sin Litoral y los Pequeños Estados Insulares en Desarrollo (UN-OHRLLS), para la reunión de revisión de medio término del Programa de Acción de Viena (VPoA) para el decenio 2014-2024 en América Latina y el Caribe.El informe se estructura del siguiente modo: en la primera parte se analiza la vinculación de los planes nacionales de desarrollo del Estado Plurinacional de Bolivia y del Paraguay con los objetivos definidos en la Agenda 2030 para el Desarrollo Sostenible y con los objetivos y prioridades del VPoA. La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     The governance of international trade incurs major costs, including to the environment. Global supply chains are complex, and traditionally involve the printing, dispatching, processing, exchanging, and ultimately discarding of vast quantities of paper documents. Trade facilitation, and particularly the implementation of cross-border paperless trade, have the potential to significantly reduce these environmental burdens. We estimate the greenhouse gas savings for the Asia-Pacific and the World from implementing paperless trade by combining detailed descriptions of trade transactions, data on trading volumes and relevant emissions factors. Our results indicate that, even with conservative assumptions, the emissions savings from paperless trade implementation can be very high-driven especially by efficiency gains from handling data digitally. Still, the savings from trade digitization pale in comparison to the emissions from transport in international supply chains.

    This paper analyzes a prominent dimension of the initial policy response to the COVID-19 pandemic observed in many countries: the imposition of export restrictions and actions to facilitate imports. Weekly data on the use of trade policy instruments during the first seven months of the COVID-19 pandemic (January-July 2020) are used to assess the relationship between the use of trade policy instruments and attributes of pre-crisis public procurement regulation. Controlling for country size, government effectiveness and economic factors, the analysis finds that use of export restrictions targeting medical products is strongly positively correlated with the total number of steps and time required to complete procurement processes in the pre-crisis period. Membership in trade agreements encompassing public procurement disciplines is associated with actions to facilitate trade in medical products. These findings suggest that future empirical assessments of the drivers of trade policy during the pandemic should consider public procurement systems

    COVID-19 has created a trade crisis in Southern Africa, with a dramatic slowdown in cross-border trade. The crisis, which exposed weaknesses and deficiencies in the trade facilitation regimes, presents an opportunity for the African Continental Free Trade Area (AfCFTA) to address and contribute to greater levels of trade within Africa. This working paper looks at the impact of the border closures in response to the pandemic, and its impact on trade and the movement of goods in and out of the Southern African Development Community (SADC). The border closures in relation to trade facilitation in Southern Africa and the position of the SADC cluster of ministers of trade and transport are also considered. The paper argues that the AfCFTA should take the lead in addressing the long-term problems of weak trade facilitation systems and bring in measures that would advance greater intra-regional cooperation, including institutional responses and hard infrastructure. The paper concludes with policy recommendations.

    During the last few decades, India’s trade with the Latin American and Caribbean (LAC) countries has grown substantially, especially in the area of Information Technology (IT) services. The definition of IT services now includes a plethora of IT-enabled services (ITeS) directed to specific sectors, including Agri-tech, Fin-tech, Health-tech, manufacturing and mining-based services, as well as e-commerce. This sector has attracted significant Indian investment in the region. Over the last decade, the share of the IT sector in total Indian Foreign Direct Investment (FDI) in the region has nearly doubled to about 15 percent today.The COVID-19 pandemic has posed a myriad of challenges and new prospects for ITeS. The industry is confronting this health crisis through opportunities to promote skill-up, embrace the digital transformation and stimulate overall growth of the industry in both regions. The increased reliance on e-commerce has paved the way for greater development of IT-enabled financial products delivered via mobile applications. Moreover, to remain competitive in the global market, companies have increased their demand for new technologies.In this context, this report examines new challenges and prospects for ITeS and e-commerce in the pandemic economy in India and LAC, and explores new opportunities for bilateral direct investment and trade between the two regions.     Global imports subject to pre-shipment inspections (PSI) - a practice under which imports need to undergo a third party review process before shipment - shrank from 700 bn USD in 2010 to 87 bn in 2018. However, only little is known about the trade impact of such procedures, which on the one hand involve administrative costs, but on the other hand provide information. This paper - the first PSI analysis consistent with a structural gravity framework - shows that PSI requirements reduce bilateral trade and are most harmful for trade in differentiated manufacturing products. In contrast, PSI facilitate trade in food products. Trade in products subject to sanitary and phytosanitary measures even doubles when these measures are combined with PSI. Overall, counterfactual analysis suggests that the removal of PSI requirements between 2010 and 2018 implied a 2.6% increase in total imports across the 32 developing countries covered by our data.

    Trade misinvoicing occurs when price, quantity or description of internationally traded goods is purposefully misrepresented for pecuniary gain. It is one type of illicit financial flows (IFFs), and combating IFFs has been explicitly included in the Sustainable Development Goals. Most literature on the topic so far focused on understanding and estimating misinvoicing. This study examines whether, as previously hypothesised, digital trade facilitation, in particular cross-border trade data exchange, can help in addressing misinvoicing. The study builds a simple index of misinvoicing at harmonized system (HS) four-digit level using UN Comtrade data for 2015, 2017 and 2019 to match the UN Global Survey on Digital and Sustainable Trade Facilitation data, together with a number of standard control variables commonly included in trade-related regression analyses. The results suggest that there is indeed a statistically significant association between misinvoicing as measured by the index and rates of implementation of various trade facilitation measures. The study proceeds to estimate a range of the impact of full implementation of trade facilitation measures (own and trade partners') on tax revenue, estimated to be at least $119 billion to $183 billion for countries in the Asia-Pacific region, per year. Notably, this is likely to be an underestimate because of the aggregation bias of analysis conducted at HS four-digit level. Nevertheless, these numbers provide a defendable, theoretically and logically consistent estimates supporting the argument that economies stand to gain significantly from exchanging trade data across borders to stem trade misinvoicing. Implementation of cross-border paperless trade measures promise to offer the most impact on tax revenues.

    During the last few decades, India’s trade with the Latin American and Caribbean (LAC) countries has grown substantially, especially in the area of Information Technology (IT) services. The definition of IT services now includes a plethora of IT-enabled services (ITeS) directed to specific sectors, including Agri-tech, Fin-tech, Health-tech, manufacturing and mining-based services, as well as e-commerce. This sector has attracted significant Indian investment in the region. Over the last decade, the share of the IT sector in total Indian Foreign Direct Investment (FDI) in the region has nearly doubled to about 15 percent today.The COVID-19 pandemic has posed a myriad of challenges and new prospects for ITeS. The industry is confronting this health crisis through opportunities to promote skill-up, embrace the digital transformation and stimulate overall growth of the industry in both regions. The increased reliance on e-commerce has paved the way for greater development of IT-enabled financial products delivered via mobile applications. Moreover, to remain competitive in the global market, companies have increased their demand for new technologies.In this context, this report examines new challenges and prospects for ITeS and e-commerce in the pandemic economy in India and LAC, and explores new opportunities for bilateral direct investment and trade between the two regions.     This paper analyzes a prominent dimension of the initial policy response to the COVID-19 pandemic observed in many countries: the imposition of export restrictions and actions to facilitate imports. Weekly data on the use of trade policy instruments during the first seven months of the COVID-19 pandemic (January-July 2020) are used to assess the relationship between the use of trade policy instruments and attributes of pre-crisis public procurement regulation. Controlling for country size, government effectiveness and economic factors, the analysis finds that use of export restrictions targeting medical products is strongly positively correlated with the total number of steps and time required to complete procurement processes in the pre-crisis period. Membership in trade agreements encompassing public procurement disciplines is associated with actions to facilitate trade in medical products. These findings suggest that future empirical assessments of the drivers of trade policy during the pandemic should consider public procurement systems

    Border procedures around the globe can act as barriers hindering international trade. Another impact of these procedures relates to their economic resource costs. In this study, using a microeconomic framework of international trade, the potential economic gains are estimated for reductions in trade administration costs related to sea border trade in the Andean Community (CAN) as well as for the increase in import and export trades that are stimulated as a consequence of the reduction in trade administration costs. The potential cost reductions are estimated separately for import and export trade. The estimates are made with respect to the existing levels of trade flows. We measure the excess economic cost of the current trade administration procedures in CAN with respect to two benchmark levels of trade administration costs, namely those for Chile and Singapore. Our results suggest that improving the trade administration cost levels to match those of the reference countries will enable CAN countries to enjoy economic resource savings of between US$1.25 billion and US$ 1.5 billion annually, corresponding to 0.19% to 0.23% of their gross domestic product. Given the current trade environment of CAN nations, relevant policy and reform options are suggested. The key policy recommendation is to improve the electronic single window system for trade administration and in particular, the interconnectivity of information flows between the member countries of CAN. Maintaining the port infrastructure is also critical for the delivery of efficient services for the movement of goods.
