    The testing and assessment of language competence continues to be a much debated issue in foreign language teaching and research. This book is the first one to address the testing of four important dimensions of foreign language education which have been left largely unconsidered: learner autonomy, intercultural competence, literature and literary competence, and the integration of content and language learning. Each area is considered through a theoretical framework, followed by two empirical studies, raising questions of importance to all language teachers: How can one test literary competence?     Between November 18th and 25th, 2020, 348,810 out of 500,607 (69.7 percent) eligible residents of the South Tyrol region of Italy volunteered to take a Covid-19 rapid antigen test. We examine the community characteristics that are associated with higher testing rates. Our findings point to a number of key community determinants of people's willingness to volunteer. Convenience was an important factor. Beyond that, socioeconomic status and religiosity were also both positively related to greater testing.

    We study contact tracing in a new macro-epidemiological model in which infected agents may not show any symptoms of the disease and the availability of tests to detect asymptomatic spreaders is limited. Contact tracing is a testing strategy that aims to reconstruct the infection chain of newly symptomatic agents. We show that contact tracing may be insufficient to stem the spread of infections because agents fail to internalize that their individual consumption and labor decisions increase the number of traceable contacts to be tested in the future. Complementing contact tracing with a timely, moderate lockdown corrects this externality, allowing policymakers to buy time to expand the testing scale so as to preserve the testing system. If the testing capacity is sufficiently large, contact tracing alone can halt the spread of the virus because it allows policymakers to allocate tests along the reconstructed infection chains. We provide theoretical underpinnings to the risk of becoming infected in macro-epidemiological models. Our methodology to reconstruct infection chains is not affected by curse-of-dimensionality problems.

    This paper investigates the regional differences in the spread of COVID-19 infections in Germany. A machine learning selection procedure is used to reduce variables from a pool of potential influencing variables. The empirical analysis shows that both regional structural variables and regionally aggregated personality traits are significant for the different corona spread. The latter characteristics express differences in mentality between the federal states. The north-east of the country shows a lower degree of affectedness. Regions with a high proportion of migrants show a higher incidence than others. If personality traits are neglected, the migrants' influence is overestimated. With school education and the risk of poverty, two further important regional characteristics are identified. Federal states that have a disproportionately high share of the population with low school education tend to have fewer COVID-19 cases. With regard to poverty, no clear statement can be made. The more the population tends to be responsible towards fellow human beings, the higher is the risk of a more pronounced spread. Where there is a tendency towards altruism, which consists of helping other people, a higher level of COVID-19 infections is revealed. A significant positive correlation between infections and testing is shown by the estimates. The link between vaccinations and the number of infections is less clear. Across the three corona waves,significant changes emerge. This relates in particular to the proportion of migrants and the proportion of families at risk of poverty. The effects decrease over the course of the pandemic.

    Following the Great Lockdown in 2020, it is important to take stock of lessons learned. How effective have different containment measures been in slowing the spread of Covid-19? Have containment measures been costly in terms of economic growth, fiscal balances, and accumulated debt? This paper finds that countries with previous SARS experience acted fast and "smart", and were able to contain the virus by relying mainly on public health measures - testing, contact tracing, and public information campaigns - rather than stay-at-home requirements. Using past coronavirus outbreaks as an instrumental variable, we show that countries with past experience were able to contain the virus in a smart way, reducing transmission and deaths while also experiencing higher economic growth in 2020

    The COVID-19 pandemic has claimed more than 1.5 million lives globally, and resulted in the worst global recession since the Second World War. This policy report provides an overview of the number of cases, death toll, and economic disruption that COVID-19 has caused, as well as of the measures taken to combat it. Our main conclusion is that suppression is the preferred option both for health and the economy. Countries that fail to suppress the pandemic risk a disastrous overburdening of their health care system, resulting in a situation in which intensive care units run out of beds and patients who could have been otherwise saved die. Sacrificing lives does not save the economy. Short of an effective vaccine, no single measure is enough to stop the pandemic. Instead, societies need a combination of effective social distancing measures, careful hygiene, use of masks in indoor public spaces, as well as contact tracing. Also, population-scale testing could play an important role in combatting this and future pandemics. Recent research has also established that public attention to COVID-19 pandemic plays an important role in explaining cross-country differences in the implementation of non-pharmaceutical interventions that save lives.

    How much young children should be tested and graded is a highly contentious issue in education policy. Opponents consider it detrimental to child mental health, leading to misaligned incentives in educational policy and having little if any redeeming impact on educational performance. Others see early testing of children as a necessary instrument for identifying early underachievement and educational targeting while incentivising schools to improve the educational performance of children. In practice, there is large crosscountry variation in testing regimes. We exploit random variation in test-taking in mathematics among early primary school children in Norway, a low testing environment. We examine two forms of testing, complex but low-stakes mathematics tests and relatively easy screening tests aimed at identifying children in need of educational assistance. In general, we demonstrate zero effects of testing exposure on later test score performance but benefits for screening tests on low-performing students. While we demonstrate no negative effects on student welfare, we do find an indication that testing improves aspects of teaching practices and students' perceptions of teacher feedback and engagement.

    The testing and assessment of language competence continues to be a much debated issue in foreign language teaching and research. This book is the first one to address the testing of four important dimensions of foreign language education which have been left largely unconsidered: learner autonomy, intercultural competence, literature and literary competence, and the integration of content and language learning. Each area is considered through a theoretical framework, followed by two empirical studies, raising questions of importance to all language teachers: How can one test literary competence? Can intercultural competence be measured? What about the integrated assessment of content-and-language in CLIL and teaching? Is progress in autonomous learning skill gaugeable? The book constitutes essential reading for anyone interested in the testing and assessment of seemingly largely untestable aspects of foreign language competence

    In economics and finance, speculative bubbles take the form of locally explosive dynamics that eventually collapse. We propose a test for the presence of speculative bubbles in the context of mixed causal-noncausal autoregressive processes. The test exploits the fact that bubbles are anticipative, that is, they are generated by an extreme shock in the forwardlooking dynamics. In particular, the test uses both path level deviations and growth rates to assess the presence of a bubble of given duration and size, at any moment of time. We show that the distribution of the test statistic can be either analytically determined or numerically approximated, depending on the error distribution. Size and power properties of the test are analyzed in controlled Monte Carlo experiments. An empirical application is presented for a monthly oil price index. It demonstrates the ability of the test to detect bubbles and to provide valuable insights in terms of risk assessments in the spirit of Value-at-Risk.
