This paper provides new evidence that preventive health care services delivered at schools and provided at a relatively low cost have positive and lasting impacts. We use variation from a 1999-reform in Norway that induced substantial differences in the availability of health professionals across municipalities and cohorts. In municipalities with one fewer school nurse per 1,000 school-age children before the reform there was an increase in the availability of nurses of 35% from the pre- to the post-reform period, attributed to the policy change. The reform reduced teenage pregnancies and increased college attendance for girls. It also reduced the take-up of welfare benefits by ages 26 and 30 and increased the planned use of primary and specialist health care services at ages 25-35, without impacts on emergency room admissions. The reform also improved the health of newborns of affected new mothers and reduced the likelihood of miscarriages.

Based on quantitative and qualitative research conducted in Recife in 2018 among young people aged 15 to 24 years, this study analyzes and compares labor and schooling trajectories as well as expectations regarding qualification and professional life in order to highlight possible differences for young people who experienced teenage pregnancy. Young people who have children between 15 and 19 years of age have more interruptions in school life, are more likely not to be working or studying, and are more pessimistic in their expectation of completing their desired schooling level. Qualitative research corroborates and deepens these results. Low schooling level, lack of professional experience, and the need to take care of their children were identified as barriers in finding a job. These young people also report feeling the abandonment of public policies that could help them to achieve their goals. The text ends by discussing public policies such as income transfer programs, actions to guarantee access to public day care centers, such as the reception rooms of the Projovem program, and sexual education and family planning campaigns.

The evidence for the effects of early childhood education on risky behavior in adolescence is limited. This paper studies the consequences of a reform of a large-scale universal kindergarten program in Japan. Exploiting a staggered expansion of kindergartens across regions, we estimate the effects of the reform using an event study model. Our estimates indicate that the reform significantly reduced juvenile violent arrests and the rate of teenage pregnancy, but we do not find that the reform increased the high school enrollment rate. We suspect that improved non-cognitive skills can account for the reduction of risky behavior in adolescence.

This paper analyses the impact of comprehensive sex education on teenage pregnancy rates in Ecuador, specifically examining its implementation in schools. The inclusion of sex education as a mandatory cross-cutting theme in the updated and strengthened educational curriculum of 2010 provides a potential source of exogenous variation in access to comprehensive sex education. Using a difference-in-differences model, the study finds that the provision of comprehensive sex education in schools contributed to a reduction in teenage pregnancy rates in Ecuador. This research addresses a notable gap in the literature, as there is a scarcity of causal research studies conducted in Latin American countries focusing on this topic. The findings underscore the importance of the ongoing debate regarding the reintroduction of comprehensive sex education into the educational curriculum, and emphasize the need for coordinated efforts with parents to maximize the benefits of its implementation.
