    Despite the Ethiopian government's commitment to attracting foreign direct investment to its emerging manufacturing sector and its shared interests with Chinese private businesses in building profitable investments, relations between Chinese private businesses and the Ethiopian government are not always amicable. 'Win-win' narratives tend to oversimplify the reality of Chinese investments in Ethiopia's manufacturing sector, despite shared interests. This paper takes the Chinese-financed Eastern Industrial Park in Ethiopia as a case study to explore the dynamics of state-business relations between the host country government agencies (the Ethiopian Investment Commission in particular) and Chinese private businesses. It argues that the institutions led by Chinese government agencies serve only limited purposes and are led by the interests of certain kinds of firms, and that private firms tend to locally improvise and create their own bargaining mechanisms, even when the Chinese state has built official channels for bargaining. Relations between Chinese private businesses and host country governments therefore do not fit simple 'win-win' narratives but are highly complex, context-specific, diverse, and fluid.

    Malaysia provides for interesting paradoxes. Poverty was reduced by adopting a horizontal perspective to policy planning through affirmative action targeting one ethnic group lagging economically in society. However, outcomes of affirmative action include growing wealth and income disparities, a problem this policy was supposed to address. Furthermore, the government has not been able to dictate the pattern of enterprise development despite a variety of state-business relations to shape the evolution of Malay-owned enterprises. This study assesses the efficacy of horizontal-based policy instruments to redress ethnic inequalities and wealth disparities. It focuses on how politics influenced policy implementation through state-business relations and highlights how inequalities are structurally shaped but ethnically expressed, provoking different responses between and within ethnic groups about affirmative action. The results ascertain whether social cohesion is best pursued through vertical-type policies that address structural factors contributing to socioeconomic inequalities, thereby allowing communities to transcend class and ethnic differences.

    This working paper brings together a diverse group of scholars to discuss the historiography of capitalism, business history and global governance and lay the foundations for further research in this area. Grace Ballor and Sabine Pitteloud open the discussion with a historiographical survey of the ways capitalism and its actors – in particular entrepreneurs and managers, firms and business associations – have interacted with international organizations and global governance frameworks. This literature review lays the foundation for contributions from four leading scholars and their perspectives on the past, present, and future of research in this area. Patricia Clavin discusses capitalism and governance through the dynamics of international relations, while Nicolás Perrone brings a lawyer’s perspective to the public-private creation of international rules; Neil Rollings thinks about firms, governments, and global governance through both continuities and change, and Quinn Slobodian applies the analytical framework of international political economy to the evolving relationships between states and markets on a global scale. Our collective examination of business and international order aims to offer critical scholarly insight on the 20th and 21st centuries and outline future research agendas for what promises to be an increasingly rich field of study
