    We consider a world in which countries apply optimal taxes on mobile capital and savings (like in Bucovetsky and Wilson, 1991). Firms and savers may underreport income in order to avoid or evade taxation. We show that, even in the presence of underreporting, the equilibrium under tax competition may still be constrained-efficient (in the sense that there is no scope for welfare enhancing tax coordination). This is the case if the marginal social costs of underreporting savings and investment income are equal. The model demonstrates that, if source-based taxes on capital are inefficiently low, as is often assumed, taxes on savings must be inefficiently high. Constrained-efficient tax policy minimizes the social cost of underreporting. The results are robust to introducing taxes on profit or on labor income, if these types of income can be underreported as well. We conclude that commonly held assumptions on the need for coordination under tax competition need to be revised or qualified.

    This paper focuses on the study of the effects on social welfare generated by the scheme of joint taxation of the Spanish Personal Income Tax (PIT), whose peculiarity linked to its condition of optionality, allows the minimization of households´ tax bill. Different scenarios are simulated using the tax-benefit microsimulator of the European Commission - EUROMOD - with data from the Survey on Income and Living Conditions corresponding to 2016. In order to measure the welfare, the current PIT scheme is taken as reference and then it is compared with two alternatives, one, in which the families that currently can opt for this system are forced to pay jointly, and another, in which the only taxation scheme was individual. The results show that the Spanish system is revealed as a generator of additional welfare linked both to the circumstance of allowing an option to families, as well as to the fact of designing a specific system of joint taxation. In addition, it is shown that the policy recommendations would be different if only the study of inequality had been considered, since the net income gains of the current system offset the possible improvements in inequality of the simulated alternatives. Our results, therefore, also reinforce the convenience of adopting an approach that simultaneously considers efficiency and equity.

    Situations where independent agents need to align their activities to achieve individually and socially beneficial outcomes are abundant, reaching from everyday situations like fixing a time for a meeting to global problems like climate change agreements. Often such situations can be described as stag-hunt games, where coordinating on the socially efficient outcome is individually optimal but also entails a risk of losing out. Previous work has shown that in fixed interaction neighborhoods agents’ behavior mostly converges to collectively inefficient outcome. However, in the field, interaction neighborhoods often can be self-determined. Theoretical work investigating such circumstances is ambiguous in whether the efficient or inefficient outcome will prevail. We performed an experiment with human subjects exploring how free neighborhood choice affects coordination. In a fixed interaction treatment, a vast majority of subjects quickly coordinates on the inefficient outcome. In a treatment with neighborhood choice, the outcome is dramatically different: behavior quickly converges to the socially desirable outcome leading to welfare gains 2.5 times higher than in the environment without neighborhood choice. Participants playing efficiently exclude those playing inefficiently who in response change their behavior and are subsequently included again. Importantly, this mechanism is effective despite that only few exclusions actually occur.

    We suggest a simple and flexible criterion to assess inter-generational mobility. It accommodates different types of outcomes (continuous outcomes such as potential earnings, or discrete ones such as education groups) and captures dynastic improvements of such outcomes at different points of the initial distribution. We provide dominance characterizations-for instance, on the relative progress made by women vs men-that are consistent with social preferences upon desirable patterns of mobility. We suggest an application for Indonesia. Exploiting IFLS data to match parents observed in 1993 to their children in 2014, we provide one of the rare intergenerational mobility analyses based on a long panel in the context of a poor country. Results indicate that mobility in terms of education and potential earnings were markedly to the advantage of women. A large part of the population was lifted out of illiteracy, possibly due to large-scale education and school construction reforms. However, our mobility index also shows that educational mobility was regressive and has, in turn, reduced the progressivity of the mobility in terms of potential earnings.

    This paper investigates the issue of strategic delegation by considering the role of management centrality in contracting with different stakeholders. Specifically, a sequential negotiation unionized duopoly model is analysed, in which the management relative bargaining power visà-vis shareholders and vis-à-vis unions can differ. In such a framework, differences in the relative bargaining power among involved stakeholders play a key role in determining the endogenous choice by firms' owners to delegate strategic decisions to the management, or, in other words, the choice of being an entrepreneurial or a managerial firm. Moreover, the distribution of stakeholders' relative bargaining power affects firms' profitability and overall welfare, also leading to novel results with regard to the received literature. In particular, to minimize potential conflict of interests between firms' owners and the overall society, regulation directed to soften the managers' bargaining strength vis-à-vis shareholders must be designed and implemented.

    This paper compares the welfare outcomes obtained under alternative unionization regimes (decentralized vs. centralized wage setting) in a duopoly market, in which shareholders delegate strategic decisions to biased (overconfident or underconfident) managers. In such a framework, the common tenet that consumer surplus and overall welfare are always higher under decentralized wage setting is completely overturned. Indeed, since in the presence of centralized unionization (industry-wide union) firms' shareholders always prefer to hire more aggressive or less conservative managers, output (consumer surplus) and overall welfare are larger in a centralized wage setting structure. This result holds true independently of the degree of product differentiation and the weight attached by unions to wages with respect to employment. Moreover, it also proves to be largely robust relative to the competition regime (quantity or price) in the product market.

    The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.

    Policy frames in Brazil have long run up against conflicting visions and understandings about the causes and consequences of group-based inequality. This paper argues that a class-based lens has dominated the social protection framework. In recent years, political leaders have framed social policy measures along 'universal' class lines with the aim of improving poverty and wellbeing. This framing is reflective of Brazil's national narrative on race relations and the idea that class and employment status have been the most salient barriers to social welfare protections. Brazil's widely well-regarded anti-poverty conditional cash transfer programme, Bolsa Família (2003-21), is emblematic of the country's universal and 'race-blind' approach to social policy. But given the strong correlation in Brazil between ethnicity and income, social protection policies such as the Bolsa Família have indirectly targeted vulnerable black and brown citizens. The analysis addresses how social policy has contributed advances to wellbeing in general and for Afro-Brazilians. A comparative perspective on social welfare systems offers important lessons on how poverty relief can further human development and enhance agency. Future reformers can learn from Brazil's pursuit of poverty reduction alongside administrative procedures that identify vulnerable groups, as a strategy to address intersectional inequalities of ethnicity and class.

    We model an environment in which individuals prefer to be in a space in which their rank is higher, be it a social space, a geographical space, a work environment, or any other comparison sphere which we refer to in this paper, and without loss of generality, as a region. When the individuals can choose between more than two regions, we inquire: (i) whether a steady-state distribution of the population is reached; (ii) how long it will take to reach a steady state; and (iii) if a steady state obtains, whether at the steady state social welfare is maximized. Despite the fact that when there are three or more regions the mobility paths are more intricate than when there are only two regions, we prove that a steady-state distribution of the population across the regions is reached; we identify the upper bound of the number of time periods that it will take to reach the steady-state distribution; and we show that the steady-state distribution maximizes social welfare. This last result is surprising: even though the individuals act of their own accord, they achieve the socially preferred outcome.

    Empirical welfare analyses often impose stringent parametric assumptions on individuals' preferences and neglect unobserved preference heterogeneity. In this paper, we develop a framework to conduct individual and social welfare analysis for discrete choice that does not suffer from these drawbacks. We first adapt the broad class of individual welfare measures introduced by Fleurbaey (2009) to settings where individual choice is discrete. Allowing for unrestricted, unobserved preference heterogeneity, these measures become random variables. We then show that the distribution of these objects can be derived from choice probabilities, which can be estimated nonparametrically from cross-sectional data. In addition, we derive nonparametric results for the joint distribution of welfare and welfare differences, as well as for social welfare. The former is an important tool in determining whether those who benefit from a price change belong disproportionately to those who were initially well-off. An empirical application illustrates the methods.

    The study aims to contribute to the debate on social welfare in Brazil through an analysis focused on the normative action of the State on the subject from October 1988 until September 2022. October 1988 marks the date when a new, democratic constitution was enacted, which defined social assistance, social security and health care as interconnected social rights of citizenship under the umbrella term social welfare. We carried out a content analysis of the legal production at the federal level, considering the general theme social welfare as the universe of analysis and each piece of federal legislation (constitutional amendments, laws, provisional laws, presidential decrees and legislative decrees) as units of analysis. The software Iramuteq was used to perform some of the content analysis, including descriptive statistics of frequent expressions, similitude analysis, correspondence factor analysis and descendant hierarchical classification (Reinert method). The most frequently addressed subject in this legislative production was the execution of the Social Welfare Budget (OSS), followed by its financing and/or taxation. We define this prominence of budgetary concerns as "fiscal-budgetary formalism" and discuss its consequences. On the other hand, no prominence was given to the policy areas that constitute social welfare. When they do appear in laws, decrees and similar documents, they are usually themed as completely separate topics, not being the object of a joint legislative action that treats them in an integrated way as public policy. Thus, the conclusion of this work is that social welfare has not been recognized as an issue of public policy in the federal legislative action in the analyzed period.
