    Die ASEAN der 90er Jahre sieht sich verstrickt in ein dichtes Netz sicherheits- und wirtschaftspolitischer Interdependenzen. Mit dem Ende des Kalten Krieges sind die ehemals prägenden ideologisch motivierten Konflikte und die damit einhergehende weltweite Anbindung der Staaten an eine der beiden Supermächte entfallen. Sowohl auf sicherheitspolitischer als auch auf wirtschaftspolitischer Seite sieht sich die ASEAN mit starken Asymmetrien in ihren Beziehungen zu den Großmächten der Region, China, Japan und den Vereinigten Staaten, konfrontiert, auf die sie mit unterschiedlichen Kooperations- und Integrationsinitiativen innerhalb ihrer Organisation oder mit den Nachbarn im asiatisch-pazifischen Raum zu reagieren versucht. Die vorliegende Arbeit untersucht diese Initiativen und die politischen Ziele, die die ASEAN durch sie zu erreichen sucht. Hierbei vertritt der Autor die These, daß die Integrationstendenzen, die in der ASEAN zu erkennen sind, politisch von den Mitgliedstaaten weniger erwünscht als vielmehr geduldet sind. Sie entwickeln sich als unerläßliches Nebenprodukt bei dem Versuch, auf Bedrohungen von außen geschlossen, also gestärkt, zu reagieren. Die supraregionale Öffnung der ASEAN zu einem offiziellen Sicherheitsdialog unter eigener Regie im Rahmen des ASEAN Regional Forum und zur Kooperation mit den Nachbarn im Rahmen der APEC sowie der subregionale Ansatz zur Bildung einer ASEAN-Free Trade Area kennzeichnen also keinen grundlegenden Wandel des politischen Willens der Entscheidungsträger. Vielmehr versuchen die ASEAN-Staaten, mit einer den neuen globalen Verhältnissen angepaßten, gemeinsamen Politik als Investitionsstandorte interessant zu bleiben. Das nationale Interesse bleibt im Vordergrund.

    Der Staatsbildungsprozess in Kamerun entwickelte sich trotz internationaler Beobachtung und UN-mandatierter Treuhandsituation gewaltvoll. Zentral war der Konflikt um die Übergabe des Gewaltmonopols und die Kommunikation von Sicherheit, Unsicherheit und Bedrohung, da anti-koloniale Kräfte, lokale Eliten und internationale Verwalter ihre Ansprüche an den zukünftigen Staat über Sicherheitssprechen vermittelten. Im Zusammendenken von postkolonialen Theorien und Sicherheitsforschung entwickelt Maria Ketzmerick eine Verlaufsperspektive auf den Staatsbildungsprozess, die Erklärungsgehalt für aktuelle Konfliktlagen in Kamerun hat, und ermittelt darüber hinaus Narrative von Sicherheit, die im postkolonialen Staat eine Fortschreibung erfuhren.

    The reform process in the energy sector in Organisation for Economic Co-operation and Development (OECD) and in emerging countries started in the 1990s, aimed at reducing the role of the state as a shareholder, but not in its function as coordinator, regulator and planner. Also, it should be stressed that the transition to a low carbon economy in the 21th century has enlarged the state's agenda, in particular towards reaching the Sustainable Development Goals (SDG) 7: Acessible and clean energy. The state remains an important actor in the energy sector, in the search for energy security, efficiency and sustainability. As a first step, this study attempts at defining the rationality, the participation and the diversity associated with the state in the energy sector, at the same time suggesting the beneficial effects of the state-private sector partnership. In a second instance, the PMR OECD database is analysed for the energy sector, in the light of the reforms and governance structures for selected countries, at the same time establishing a parallel with Brazil's performance in terms of state ownership, regulatory aspects and liberalization degree.

    Most studies examining the impact of migrants on crime rates in hosting populations are in the context of economic migrants in developed countries. However, we know much less about the crime impact of refugees in low- and middle-income countries - whose numbers are increasing worldwide. This study examines this issue in the context of the largest refugee group in any country - Syrian refugees in Turkey. Although these refugees are much poorer than the local population, have limited access to formal employment, and face partial mobility restrictions, we find that total crime per person (including natives and refugees) falls due to the arrival of the refugees. This finding also applies to several types of crime; the only exception is smuggling, which increases due to the population influx. We also show that the fall in crime does not result from tighter security; we find no evidence of a change in the number of armed forces (military and civil personnel) in the migrant-hosting regions.

    Most studies examining the impact of migrants on crime rates in hosting populations are in the context of economic migrants in developed countries. However, we know much less about the crime impact of refugees in low- and middle-income countries - whose numbers are increasing worldwide. This study examines this issue in the context of the largest refugee group in any country - Syrian refugees in Turkey. Although these refugees are much poorer than the local population, have limited access to formal employment, and face partial mobility restrictions, we find that total crime per person (including natives and refugees) falls due to the arrival of the refugees. This finding also applies to several types of crime; the only exception is smuggling, which increases due to the population influx. We also show that the fall in crime does not result from tighter security; we find no evidence of a change in the number of armed forces (military and civil personnel) in the migrant-hosting regions.

Der Band richtet sich an ein Fachpublikum aus geschichts- und sozialwissenschaftlicher (Sicherheits-)Forschung, aber auch an eine breitere, an Sicherheit und Differenz interessierte Öffentlichkeit. The contributions in this book examine historical and current conceptions of security, i.e. discourses and practices aimed at collective security, with regard to their interrelationship with categories of diversity such as gender, race, status, religion, etc. and how and where they intersect. What does a historical perspective contribute to an intersectional critique of security studies? Multidisciplinary and using diverse empirical research subjects from the Middle Ages to the present, the book analyses the perception, significance and effects of practices and discourses relevant to security. It will appeal to experts engaged in historical and social science (security) research, but also to a broader readership interested in security and diversity.

    Building on a World Bank regional study in Africa aiming at measuring social contracts concepts and within the framework of reflecting on future donor interventions, this paper applies social contracts measurement and complements with qualitative assessments in Somalia. This paper uses the framework developed regionally to explore the citizen-state bargain and social outcomes in Somalia and is relevant for most fragile and conflict-affected countries. The qualitative parts describing the social contract in Somalia use the lenses of security, education, and taxes to describe the current setting. It is usually assumed that improved service delivery in fragile states should improve almost automatically state legitimacy and then reduce conflict likelihood. This paper shows that the security imperative prevails in such countries and that tax bargaining hardly exists in most cases. Citizens' expectations are usually low, which explains that how service delivery is improved matters a lot for state legitimacy. This work draws lessons pertaining to past engagement, building on Somalia's history and also reflecting on how aid may impact the country.

    While the world’s attention is focused on Russia’s war against Ukraine and the inten­sifying conflict between the US and China, the security situation on the Korean Peninsula has continued to deteriorate. North Korea is steadily advancing the expansion of its military capabilities and recently undertook significant changes in its nuclear doctrine. At the same time, the rapidly changing geopolitical context makes a reso­lution of the North Korean nuclear conflict even less likely. North Korea’s unilateral change of the status quo on the Korean Peninsula poses a serious challenge to the international community, which has few options to counter this threat that is far too dangerous to ignore.

    In 2000, the Strategic Partnership between India and Germany symbolised new-found commonalities shared by the countries in the era of globalisation. More than two decades later, the agreement requires an upgrade in order to address the changing international, regional and national dynamics. This upgrade should include, first, further deepening of the strong pillars of the relationship, i.e. in the fields of trade, economics, science and technology. Second, the agenda should be broadened to accord greater priority to areas including defence, security, political relations and people-to-people contact. Finally, both sides should acknowledge their differences with regard to their respective national interests and foreign policy objectives, and should find ways to bridge the gap. The focus on common interests in specific policy areas should be the guiding principle for enhancing India-Germany bilateral and international collaboration.

    Crime dystopia is the cultural site where some of the most gripping fears around the failure to order, civilise and make life secure are expressed. In The Purge film franchise, crime becomes legal in America for a night each year, when violence and destructive impulses are freely discharged and actively encouraged by the US government. This article proposes a critical discussion of some of the criminological themes in the films, reading the institutionalised carnage of Purge night as a metaphor for the systemic violence of the market and further on for liberal governance as a philosophy of war, scarred by the horror of hidden monsters. It then argues that dystopian aesthetics can obscure the failures and antagonisms of the social order in the present, as well as punctuate anti-utopian fears of the future.

    In der amerikanischen Außen- und Sicherheitspolitik können Präsidenten beim Einsatz militärischer Gewalt zumeist auf einen vom Kongress nicht eingeschränkten Handlungsspielraum hoffen. Ausgehend von einer liberalen Theorieperspektive argumentiert die Studie, dass dafür auch eine am amerikanischen Exzeptionalismus ausgerichtete Identitätsrhetorik des Präsidenten verantwortlich ist, die Kongressmitglieder rhetorisch in die Ecke drängen und Kritik unterdrücken kann. Eine qualitative Untersuchung der Interventionsdiskurse während der Interventionen im Kosovo 1999, dem Irak-Krieg ab 2003 und der Intervention in Libyen 2011 zeigt, dass Kongressmitglieder vom Gebrauch ihrer verfassungsrechtlichen Kriegsvollmachten zurückschrecken, wenn ihnen geeignete Vetomöglichkeiten fehlen. In US military intervention policy, presidents can usually benefit from substantial room for manoeuvre, which is not called into question by Congress and its members. Based on a domestic perspective of US foreign policy, this study argues that presidents deploy tropes of American exceptionalism and that such rhetoric conduces to congressional deference by setting the terms of the debate and silencing prospective criticism. Three qualitative case studies of the military interventions and their respective discourses in Kosovo in 1999, Iraq as from 2003 and Libya in 2011 show that members of Congress defer to presidential warmongering when they are left without access to a societally sustainable rebuttal.

    The Russian invasion of Ukraine challenges the liberal peace project that has always been at the heart of the European Union. The political project that led to the EU was founded on the idea that economic trade and political cooperation promote reconciliation and create a more peaceful and prosperous Europe and world. Incrementally, the merger of interests and ideals justified closer political and economic relations among EU member states and with third countries. In its relations with Russia, the economic peace project helped to justify the development of energy imports to European countries over the course of generations. With the inclusion of several former Soviet states the EU in the early 2000s, Poland and several of the other new member states expressed their concerns with the security implications of the close trade ties with Russia. Energy imports to Germany and other key member states continued to increase despite a lack of political integration or cooperation with Russia. Now, the full-scale military invasion of Ukraine turned EU member states into co-financers of the Russian invasion through their energy imports, undermined the security of European energy supply, and caused economic turmoil across the continent. The security, economic, and political implications revealed that one of the fundamental prerequisites of the liberal peace project was not realized: the principle of interdependence. In other words, key EU member states turned out to be more dependent on Russia than vice versa. This realisation is catalysing a process whereby the EU is reconsidering its international dependencies, thereby reforging itself to become a more autonomous actor in international relations.     Der Staatsbildungsprozess in Kamerun entwickelte sich trotz internationaler Beobachtung und UN-mandatierter Treuhandsituation gewaltvoll. Zentral war der Konflikt um die Übergabe des Gewaltmonopols und die Kommunikation von Sicherheit, Unsicherheit und Bedrohung, da anti-koloniale Kräfte, lokale Eliten und internationale Verwalter ihre Ansprüche an den zukünftigen Staat über Sicherheitssprechen vermittelten. Im Zusammendenken von postkolonialen Theorien und Sicherheitsforschung entwickelt Maria Ketzmerick eine Verlaufsperspektive auf den Staatsbildungsprozess, die Erklärungsgehalt für aktuelle Konfliktlagen in Kamerun hat, und ermittelt darüber hinaus Narrative von Sicherheit, die im postkolonialen Staat eine Fortschreibung erfuhren.

    This paper aims to analyse the cooperation and security dynamics that characterise the Black Sea Region (BSR) since the Russian military aggression against Ukraine in February 2022, while also considering the major historical developments in the area. The study examines the interests and actions of various actors in the region, focusing on the European Union (EU), the North Atlantic Treaty Organisation (NATO), Turkey, the Russian Federation, Ukraine, and Romania. By using qualitative research and analysis of archival discoveries, governmental documents, official speeches, media news, and scientific papers, this working paper seeks to shed light on the complex political and security considerations that shape the future prospects of the Black Sea region.

    In using the removal of Section 232 'national security' tariffs on steel and aluminium imports as a bargaining chip, the United States demands that the European Union engage in negotiations on "global steel and aluminium arrangements to restore market-oriented conditions and address carbon intensity". The US demand has reportedly been inspired by a blueprint that would establish an international institutional arrangement - labelled a 'climate club' - which would externalise market-access restrictions afforded by US Section 232 tariffs to the customs borders of club members. While the declared objective is to incentivise non-members to adopt low-carbon steel (and aluminium) production methods the US blueprint suffers from various design flaws including inefficient incentives, WTO inconsistency and incompatibility with the EU Carbon Border Adjustment Mechanism. The effectiveness of the proposed US scheme is severely compromised by the plethora of policy objectives it pursues, which go far beyond the goal of incentivising industrial decarbonisation in third countries, including secondary (ie protectionism) and tertiary (ie global power competition with China) objectives. The initial negotiation proposal submitted by the United States Trade Representative (USTR) to European Commission trade negotiators incorporates many if not all the problematic elements of this blueprint, setting the US on a collision course with the negotiation proposal put forward by the European Commission. This paper concludes that the adoption of the scheme proposed by USTR would result in a step backwards for international climate and trade cooperation, whereas not adopting the EU proposal would make for a missed opportunity. Given the sharply diverging negotiation positions and associated respective domestic constraints on both sides, however, policymakers should start to engage stakeholders now to manage expectations towards a low-ambition negotiation result, if any.
