    Regional differences in GDP per capita, productivity, employment and poverty in Lithuania are among the largest in the OECD, and they have increased over the last decade. The country still recovers from the legacy of the Soviet planning system which aimed at balanced geographical distribution of industrial activity and left many unviable firms and jobs particularly in rural areas. Unemployment is high in many regions, while mobility of excess labour towards economically stronger areas remains insufficient. Some regions feature "surplus infrastructure", while others lack investment. This paper looks at potential reasons for persisting disparities and assesses recent policy initiatives to reduce them. Stark gaps in education outcomes between rural and urban areas should be addressed, mainly by reorganising the municipal school network and by fostering firm-based learning, i.e. apprenticeships. The digital infrastructure is weak in rural regions and should be strengthened to allow access to high-quality jobs in all parts of the country, including through teleworking. Housing supply in economically strong areas should be increased, while urban sprawl should be avoided. Finally, municipal governments should be given more fiscal power, while the planned functional regions should help foster inter-municipal coordination.

    Universities are assumed to be agents of change. The underlying assumption is that they create new technological knowledge and opportunities that may cause some industries to decline and to disappear and other industries to emerge and to growth. In fact, previous research provides some evidence that the spatial and temporal emergence and evolution of industries, particularly knowledge intensive ones, is related to public research. Against this background, this paper analyzes the impact of the foundation of universities on structural change in the region. In particular, we use information about the foundation of universities in West German regions over the period from 1975 to 2002. Structural change in the region is measured by the Modified Lilien Index (MLI) based on employment shares in 19 NACE 2-digit private industries. The MLI index is calculated for every West German region and measures the change in the sectoral composition of employment in the region between two points in time. The proposition that foundation of a university foster structural change in the region is empirically tested by applying difference-in-difference approach. This underlying idea is to compare the growth difference in the MLI of two groups of regions: such that have been exposed to a treatment (foundation of a university), and such that have been not. The average treatment effect is then calculated as the growth difference of the structural change index between the two groups. Moreover, regarding the impact of university's foundation, two additional effects are considered. First, the impact of university's foundation may occur with a certain time lag since some time is required for academic knowledge to disseminate to the private economy. Possible reasons for such time lags may be that some time is required for students to graduate, and for university-industry collaborations and academic entrepreneurship to take place. Second, the impact of university's foundation may be not one-shot but rather permanent. Moreover, it seems reasonable to assume that universities are rather small at the time of foundation and growth over time to reach an optimal size. The results of the empirical analysis provide evidence that universities may act as agents of change.

    Nordostdeutschland ist einer der räumlichen "Hotspots" der deutschen Energiewende für die Windkraft an Land wie auch für andere Anlagen erneuerbarer Stromproduktion. In Brandenburg und Mecklenburg-Vorpommern wurden dazu in den letzten Jahren vielfältige Erfahrungen gesammelt und Herausforderungen seitens der Regionalplanung gemeistert. Der Forschungsbericht analysiert dieses dynamische Themenfeld aus der Perspektive der Innovationsforschung. Ansätze der Innovationsforschung werden vorgestellt und auf ihre Relevanz für die Analyse des Planungssystems diskutiert, Rahmenbedingungen der regionalen Steuerung der Energiewende in Bund und Ländern werden beschrieben. Diskussionen mit Fokusgruppen untermauern die Betrachtungen empirisch. Der Forschungsbericht macht sichtbar, welche Beiträge die Regionalplanung zu den Erfolgen insbesondere im Windkraftausbau der letzten Jahre geleistet hat. Wenngleich Akteure der Regionalplanung sich in ihrer traditionellen Selbstbeschreibung nicht unbedingt als innovativ verstehen, sind sie sich aber bewusst, dass sie an tiefgreifenden Veränderungen mitwirken. Northeast Germany is one of the spatial "hotspots" of the German energy transition for onshore wind power as well as for other renewable electricity production facilities. Regional Planning in Brandenburg and Mecklenburg-Western Pomerania gained a wide range of experience in recent years and mastered respective challenges. This report analyses this dynamic topic area from the perspective of innovation research. It presents and discusses approaches of innovation regarding their relevance for the analysis of the planning system; it explains framework conditions of the regional control of the energy transition in the federal and state governments. Discussions with focus groups provided empirical support for the observations. The report enlightens the contributions of regional planning to the successes of recent years, especially in the expansion of wind power. Although actors in regional planning do not necessarily see themselves as innovative in their traditional self-description, they are aware that they are involved in profound changes. The title of this report evokes the question about the innovative power of regional planning. In general, we can answer this question in a positive way. We detected atmospheres of innovativeness in supra-local spatial planning in terms of informal moderation of social negotiation processes, with regard to the development of goals and guiding principles, but also in the transformation of formal regional planning processes. This necessary transformation did not only follow a top-down approach, but was actively promoted at all levels of the planning system. Hence, the challenging transformation process of the energy transition was not only a conflict driver, but also an "innovation driver". It created a climate of innovation in the field of action of regional planning.

    We employ the spatial dynamic general equilibrium model RHOMOLO to estimate the economic impact of the 2021-2027 Cohesion Policy in Bulgarian NUTS-2 regions and analyse the implications for growth and development in Bulgaria. The main investment areas covered by the policy fall into the following five fields of intervention: aid to the private sector, research and development, transport infrastructure, other infrastructure, and human capital. They are characterised by a varying degree of positive demand and supply side effects on regional and aggregate development, which, together with the level of the shocks, determine the impact on GDP. We find that a projected €10.9 billion of Cohesion Policy funding would increase Bulgarian GDP by 3.4% above its baseline value at the end of the implementation period in 2030 and by 2.4% ten years later. Our results suggest that there is no systematic equity-efficiency trade-off in Bulgaria which mainly arises as the consequence of low spillovers in the capital city region versus the strictly higher spillovers observed in the rest of the country's regions. We conclude that a balanced Cohesion Policy portfolio would foster a high impact on national GDP, maintain a high intensity of spillovers and reduce regional disparities in Bulgaria.

    In this article, we discuss the current pattern of territorial reconfi guration of the Brazilian industry, its forms and motivations, in order to put in question some of the most signifi cant challenges of the actual regional issue. We have brought new evidence of how it keeps deconcentrating in the context of the persistent decline in the share of the industry in the national economy. In addition, we focused the analysis on the micro-regional scale which showed the following: i) relevant industrial agglomerations (RIAs) continue to fl ourish in all regions of the country; ii) its preferred place is no longer the polygonal area of Diniz-Crocco (1996); and iii) in terms of industrial job creation, the new RIAs created over the 1995-2015 period generated more jobs than those established before 1995.

    This study evaluates the potential economic impacts of Research & Development (R&D) investments in Romania during the 2021-2027 policy cycle. The assessment is based on three distinct R&D investments scenarios: (1) 2% Gross domestic Expenditure on R&D (GERD) intensity target achieved by 2029, with equal split between public and private investment, in accordance with the R&D investment targets declared in the national strategic documents; (2) gradual increase of GERD intensity to 2.25% by 2029, with public investment of 1.25% of GDP (in line with the new ERA target); and (3) 0.48% of GDP, "business as usual' scenario (following the same investment pattern as in the past years). The results of computer simulations with the RHOMOLO model, which is a dynamic multi-regional computable general equilibrium (CGE) model developed by the Joint Research Centre (JRC) of the European Commission, show that the most pronounced GDP impacts in Romania would be achieved with the highest intensity of R&D policy funding. Aside from the capital city region RO32, the less developed regions RO12, RO22, RO31 and RO41 exhibit the highest GDP multipliers across Romanian regions, which indicates the high potential of R&D funding in these regions. The strongest spillover effects emerge from the regions that in certain years make substantial R&D domestic private and public investments relative to the size of their economies. Although R&D investments augment factor productivity that depreciates gradually in the absence of continuous funding, the strength of lagged effects of R&D funding depends on the intensity of R&D investments rather than on the source of funding. However, in the short run, the economic cost for Romania is determined by the source of R&D investments: despite their small size, the EU investments that are largely financed by other EU member states, produce quite sizeable GDP multipliers in Romania compared to the national public and private investments.

    This study aims to investigate the patterns and patterns of distribution of funds from the National Bank for Economic and Social Development (BNDES) on industry and infrastructure, with emphasis on the sectorial and regional vectors of its performance in Brazil. The approach is based on the use of analytical, descriptive and statistical methods and based on data that are registered by the BNDES and the Annual List of Social Information (RAIS) for the period 2000-2018. The results suggested for the BNDES in the most recent period, expanded the financing of the Brazilian industry and infrastructure in all macro-regions, demonstrating, even on a modest scale, a process of deconcentration. As more consolidated industrial agglomerations, they still retain great relevance in the absorption of resources (both for industry and infrastructure) and are located, mainly, in the proximity of the main capitals and coastal strip. However, the results are evident when the BNDES carries out actions of smaller size agglomerations, mainly those belonging to regions targeted by the regional policy (North, Northeast and Midwest), a process that can be considered in the edition of new local productive arrangements.

    Das Ziel dieser Arbeit ist es, den bisherigen Stand des Wissens zu Regional Governance darzustellen und neu zu systematisieren. Dazu werden die praktischen Möglichkeiten der empirischen Forschung aber auch Restriktionen für Wirkungsanalysen verdeutlicht. Es gibt keine allgemein anerkannte Definition von Governance. Um die Begriffsverwendungen zu schärfen, erfolgt eine Übersicht zu Kritiken am Governance-Begriff. Dies umfasst sowohl auf methodisch-konzeptionelle Probleme als auch „blinde Flecken“ im Governance-Diskurs. Vor diesem Hintergrund erfolgt eine eigene Definition von Regional Governance: Als Governance werden Strukturen und Prozesse zur absichtsvollen Regelung kollektiver gesellschaftlicher Sachverhalte beschrieben, in denen typischerweise Akteur*innen aus Staat, Wirtschaft und Zivilgesellschaft zusammenwirken. Im raumwissenschaftlichen Diskurs hat sich der Begriff Regional Governance fest etabliert. Die Beleuchtung der Wirkungszusammenhänge von Regional Governance zeigt, dass einem umfassenden Wirkungsmodell von Governance ein Art Meta-Theorie zugrunde gelegt werden müsste, was aber an der Überkomplexität scheitert. Es zeigt sich eine doppelte Komplexität: es gilt sowohl die Wirkungszusammenhänge der Governance-Arrangements selbst als auch der Regionalentwicklung insgesamt zu betrachten. Zudem sind charakteristische Phasen von Governance-Prozessen zu beachten. Als eine weitere Strukturierungshilfe der Wirkungszusammenhänge werden Erfolgsfaktoren dargelegt. Als Synthese der bisher praktizierten Ansätze und den in dieser Arbeit gewonnenen Erkenntnissen erfolgen Vorschläge für Kategorisierungen und Indikatoren zur Analyse von Regional Governance. Dazu werden bisher in der Praxis angewandte Untersuchungsdesigns und das dabei genutzte Methodenspektrum erläutert, wobei der Akteurs Zentrierte Institutionalismus eine prominente Rolle spielt. Abschließend werden offene Fragen der Regional-Governance-Forschung thematisiert. The term governance describes structures and processes for the intentional steering of collective societal matters, typically addressed in concurrence by actors of state, economy and civil society. In the German-speaking community, the term “regional governance”, which corresponds to „local governance” in the English language, is well-established in the spatial sciences. The purpose of this work is to display and newly systematize the state of knowledge about regional governance. Therefore, possibilities for empirical research as well as restrictions for impact analyses are elaborated. Up to now, there is no common and generally acknowledged definition of governance. To enable a clear use of the term, an overview of critical estimations surrounding the term governance will be given. This involves methodological problems as well as blind spots in theoretical approaches. Against this background, a separate definition of regional governance is established. The examination of impact interdependencies within regional governance shows that for a comprehensive impact model, a kind of a meta theory would be needed. However, such a model is not possible due to its high degree of complexity. In fact, there is a double-sided complexity as it is necessary to regard the impact interdependencies of the governance arrangements themselves as well as of regional development as a whole. In addition, characteristic phases of governance processes must be taken into an account. Possible explanations of impact relations are derived from success factors. As a synthesis of so far used approaches and the insights of this report, proposals are developed for categorizations and indicators for the analysis of regional governance, whereby the actor-centered institutionalism plays an important role. Finally, open questions for further research are addressed.

    The main objective of this paper is to compare the European Union’s (EU) Regional Policy with the Regional Policy in Brazil. In this context, the transformations that have occurred in the last two decades in the policies and instruments that promote the economic and social development of the countries that form the EU are discussed. The experience of EU Regional Policy can, in many ways, emulate Brazilian researchers and national and sub-national governments, to design and implement good public policies to address regional inequalities. The National Policy for Regional Development (PNDR), under the responsibility of the federal government, showed substantial advances in the period 2007-2020. However, the National Fund for Regional Development (FNDR), the main vector of structural changes and which would provide financial support for the creation of Policies and Programs at the national level, was not created. The absence of such an instrument represents a major constraint on the greater effectiveness of the PNDR to the process of minimizing regional inequalities in Brazil.

    The objective of this work is to analyze, through the theory of public policies, the Regional Plans for Regional Development developed by the Superintendencies of Development of the Northeast (Sudene), Development of the Amazonia (Sudam) and Development of the Midwest (Sudeco). Secondarily, we analyzed three main aspects inherent to our object: first, the alignment between the plans and the National Regional Development Policy (PNDR); in addition, we will observe the institutional capacity of the superintendencies to formulate and implement the policies described in the regional plans and, finally, we will seek to indicate the diagnoses contained in these plans with respect to the proposed development. Methodologically, the theory of the public policy cycle and the agenda are guiding factors of the present work, which are adequate for the present work. Preliminarily, we can indicate that the regional plans represent important guidelines for the achievement of public policies, but it is necessary to transition from a government agenda to a decision agenda.

It consists of six distinct empirical essays investigating various aspects of regional development using data from Germany. Chapters 2 and 3 investigate the impact of transport infrastructure in the form of an regional airport and highway expansion. Chapters 4 and 5 examine institutions at the local level, namely local public accounting standards and local election systems. Chapter 6 deals with the topic of regional identity. The chapters employ difference-in-differences, event study and synthetic control estimations to answer the respective research questions.

    Throughout this article, we analyze and discuss the main trends in recent locational patterns of Brazilian industry. Taking into account the overall economic growth as well as in the industry sector since the beginning of XXI century, many structural changes related to the occurrence of simultaneous process like industrialization and deindustrialization are worth of analyzing. In fact, to understand the new changes in locational patterns of industry activities, we claimed here that it will be required to recognize among others: accelerated rhythms of technical and organizational changes; the increasing share of service sector in the economy; the dynamics of agricultural frontiers; the impact of public policies especially those from social policies; and the results of investments in infrastructure driven for energetic purposes.
