    Die Studie stellt den Abschlussbericht eines Projekts zur Förderung der Selbsthilfe im Sinne des § 20h SGB XI im ländlichen Raum in den Jahren 2016 bis 2019 in der Region Lausitz/Kreis Görlitz dar, finanziert von der AOK PLUS in Sachsen und Thüringen. Das Projekt wurde durchgeführt von der KISS, getragen von „Soziales Netzwerk Lausitz“ in Weißwasser. Die Evaluation bediente sich Methoden der qualitativen Sozialforschung bzw. der Ethnographie und diskutiert die Ergebnisse politisch auf der gewährleistungsstaatlichen Grundlage der Idee der Sozialraumbildung im Kontext der rechtlichen Vorgaben kommunaler Daseinsvorsorge, hier im prekärem ländlichen Raum, dabei die Kooperationsfragen mit den Aufgaben der Sozialversicherung betonend. This study contains the final evaluation of the project ‘promoting self-help activity in a rural area’, which was conducted in 2016–2019 in the region of Lausitz/public administrative region of Görlitz and was financed by AOK PLUS in Saxony and Thuringia. The regional agency promoting health-related self-help groups according to § 20h of the German Social Code, Book V is incorporated into the institution ‘Soziales Netzwerk Lausitz’ in Weißwasser. The evaluation is organised according to methods of qualitative social research and ethnography. The results of the project are discussed politically in the light of the legal framework within which municipal social services operate in German constitutional law in relation to the role of the public administration body in the region and the tasks of social services.

    There is considerable regional variation in incomes and poverty in the Czech Republic and gaps have grown over time. With the highest number of municipalities per head in the OECD, subnational government is very fragmented and the resulting lack of capacity at the local level reduces the quality of public services and impedes the uptake of effective development projects. This paper discusses various policy options to address the challenges faced by Czech subnational governments and proposes reforms to enhance their effectiveness. Mergers of municipalities would be an obvious way towards greater integration, but this may be politically difficult. Mandating inter-municipal co-operation over a legally defined set of public services can be an alternative way of improving efficiency and the quality of service delivery. Tweaking the tax sharing system to disincentivise small size of municipalities and to make subnational governments more autonomous could be steps towards higher efficiency. Improving and consolidating the delivery of education and health services at the local level is also needed in the context of demographic change.

    In this paper, we test whether promoting digital government tools increases the take-up of an important public health prevention service: cervical cancer screening. We implemented an at-scale field experiment in Uruguay, randomly encouraging women to make medical appointments with a digital application or reminding them to do it as usual at their local clinic. Using administrative records, we found that the digital application nearly doubled attendance of a screening appointment compared to reminders and tripled the rate compared to a pure control group (3.2 percentage point increase over a base of 1.9 percent). Survey data suggests that the impacts of the intervention were mostly mediated by reduced transaction costs. Our results highlight the potential of investing in digital government to improve the take-up of public services.

    A high level of public services in housing, transport, education and health care is essential for liveability in urban centres, as shown in this report, with the help of European data for large cities. Inhabitants of larger cities, where the housing market is heavily commercialised in terms of the share of homeownership, and where little social housing exists, have to save on consumption items that offer a higher quality of life, such as in Italy. On the opposite side, for instance, cities in Austria, the Netherlands, Sweden and France have housing markets that are much less commercialised and where a lot of social housing exists. These are exactly the urban centres that achieve the top rankings in our new Urban Public Services and Liveability Index (UPSLIde), with Austria in first place. Over time, UPSLIde trends downward, with the ratio of expenditure on the finer things in life relative to obligatory consumption items influenced by public services provision sliding from around 70% in the late 1980s to less than 50% in the 2010s. In order for this negative trend to be reversed, public services provision needs to be stepped up and, in particular, rising housing rental costs need to be countered by more social housing construction. › Ein hohes Niveau öffentlicher Daseinsvorsorge in den Bereichen Wohnen, Verkehr, Bildung und Gesundheit ist für die Lebensqualität in urbanen Zentren unerlässlich. Zu diesem Ergebnis kommt der vorliegende Bericht auf Basis europäischer Daten für größere Städte. › Wohlfahrtsstaaten, die als sozialdemokratische nordische und korporatistische kontinentaleuropäische sowie hybride Systeme klassifiziert werden, haben tendenziell ein viel höheres öffentliches Ausgabenniveau in den Bereichen, die die Bereitstellung von öffentlichen Dienstleistungen ermöglichen, als die liberalen angelsächsischen und mediterranen Wohlfahrtsregime. › Die Ausgaben der Wohlfahrtsstaaten für öffentliche Daseinsvorsorge korrelieren auch mit dem Niveau der wirtschaftlichen Entwicklung, wobei die Kausalität vermutlich in beide Richtungen geht. › Ebenso korrelieren die wohlfahrtsstaatlichen Ausgaben für öffentliche Daseinsvorsorge mit dem Anteil der Ausgaben der städtischen Haushalte für Freizeit und Kultur, also für die schönen Dinge des Lebens. › Geringere Ausgaben für das Wohnen ermöglichen Stadtbewohner*innen eine höhere Lebensqualität, wie das Beispiel österreichischer Großstädte zeigt. › Bewohner *innen größerer Städte mit einem stark kommerzialisierten Wohnungsmarkt mit wenig Sozialwohnungen und einem hohen Anteil an privatem Wohneigentum müssen bei jenen Konsumausgaben sparen, die eine höhere Lebensqualität ermöglichen. Ein Beispiel dafür ist Italien. › Auf der anderen Seite haben z.B. Städte in Österreich, den Niederlanden, Schweden und Frankreich Wohnungsmärkte, die viel weniger kommerzialisiert sind und einen hohen Anteil an sozialem Wohnbau aufweisen. › Das sind genau jene urbanen Zentren, die in unserem neuen Urban Public Services and LiveabilityIndex (UPSLIde) die Spitzenplätze einnehmen, mit Österreich auf dem ersten Platz. › Der UPSLIde setzt die Ausgabenanteile der städtischen Haushalte in den Bereichen Freizeit, Kultur, Restaurants, Hotels und persönliche Dienstleistungen in Beziehung zu den Anteilen der Konsumausgaben, die von der Politik für öffentliche Daseinsvorsorge beeinflusst werden, darunter jene für Wohnen, Verkehr, Gesundheit und Bildung. › Über einen längeren Zeitraum tendiert der UPSLIde nach unten. Der Anteil der Ausgaben für die schönen Dinge des Lebens zu den notwendigen, von der öffentlichen Daseinsvorsorge beeinflussten, Konsumkomponenten, sank von rund 70 Prozent in den späten 1980er-Jahren auf weniger als 50 Prozent in den 2010er-Jahren. › Um diesen Negativtrend umzukehren, muss die öffentliche Daseinsvorsorge ausgebaut und insbesondere den steigenden Wohnungsmieten durch mehr sozialen Wohnungsbau begegnet werden.

    Die Studie stellt den Abschlussbericht eines Projekts zur Förderung der Selbsthilfe im Sinne des § 20h SGB XI im ländlichen Raum in den Jahren 2016 bis 2019 in der Region Lausitz/Kreis Görlitz dar, finanziert von der AOK PLUS in Sachsen und Thüringen. Das Projekt wurde durchgeführt von der KISS, getragen von „Soziales Netzwerk Lausitz“ in Weißwasser. Die Evaluation bediente sich Methoden der qualitativen Sozialforschung bzw. der Ethnographie und diskutiert die Ergebnisse politisch auf der gewährleistungsstaatlichen Grundlage der Idee der Sozialraumbildung im Kontext der rechtlichen Vorgaben kommunaler Daseinsvorsorge, hier im prekärem ländlichen Raum, dabei die Kooperationsfragen mit den Aufgaben der Sozialversicherung betonend. This study contains the final evaluation of the project ‘promoting self-help activity in a rural area’, which was conducted in 2016–2019 in the region of Lausitz/public administrative region of Görlitz and was financed by AOK PLUS in Saxony and Thuringia. The regional agency promoting health-related self-help groups according to § 20h of the German Social Code, Book V is incorporated into the institution ‘Soziales Netzwerk Lausitz’ in Weißwasser. The evaluation is organised according to methods of qualitative social research and ethnography. The results of the project are discussed politically in the light of the legal framework within which municipal social services operate in German constitutional law in relation to the role of the public administration body in the region and the tasks of social services.

    Stefanie Gäbler prepared this study while she was working at the ifo Center for Public Finance and Political Economy. The study was completed in March 2020 and accepted as doctoral thesis by the Department of Economics at the University of Munich. It consists of six distinct empirical essays investigating various aspects of regional development using data from Germany. Chapters 2 and 3 investigate the impact of transport infrastructure in the form of an regional airport and highway expansion. Chapters 4 and 5 examine institutions at the local level, namely local public accounting standards and local election systems. Chapter 6 deals with the topic of regional identity. The chapters employ difference-in-differences, event study and synthetic control estimations to answer the respective research questions.

    Lea Immel prepared this study while she was working at the Research Group Taxation and Fiscal Policy at the ifo Institute. The study was completed in September 2020 and accepted as doctoral thesis by the Department of Economics at the University of Munich. It consists of four distinct empirical essays investigating the causes and consequences of regional di erences in the distribution of income and wages using county-level data from Germany. Chapter 2 analyzes the impact of the so-called Hartz reforms on income inequality in German regions. Chapter 3 investigates the long-term effect of university openings on the wage distribution in the surrounding area. Chapters 4 and 5 turn to the political consequences of regional income dispersion and examine the effect of relative economic deprivation on the support for radical right- and left-wing parties as well as on local fiscal policy. The chapters employ difference-in-differences, event study, and instrumental variable estimations to answer the respective research questions.

    Millions of South Africans in thousands of demonstrations have protested the unequal allocation of public services. Despite the African National Congress's promise to reduce the disparities generated by apartheid, the level of public services remains highly uneven across the country. Most studies of service provision in Africa assume that politicians will target their coethnics; other 'diversity deficit' literature hypothesizes that a high level of ethnic diversity undermines service provision from the start. Rather than assuming that ethnicity underlies service distribution in Africa, we argue that explanations of service provision should first examine how political institutions incentivize politicians to choose what services to distribute and how to distribute them. Even in an ethnicized polity, ethnic targeting may not be a politician's best strategy. We seek to explain the variation in service levels across South African municipalities and advance three hypotheses: (1) Municipal councillors in more ethnically diverse municipalities will form policy coalitions that produce higher service levels. (2) Due to their extensive powers and the possibility of being residual claimants to municipality resources, South African mayors will decrease services when they enjoy electoral safety. (3) The strategic interaction between councillors and their mayor helps to account for the variation in service provision across South Africa's municipalities. We test our hypotheses with data from more than 1.37 million households and aggregated municipality-level measures and find strong support for all three hypotheses. Political institutions-not ethnic demography-drive policy choices and service outcomes.

Die Dissertation trägt zur Empirie der Ökonomie des öffentlichen Sektors und der politischen Ökonomie bei. Alle Kapitel sind in sich abgeschlossene Forschungsartikel und können unabhängig voneinander gelesen werden. Die Kapitel sind miteinander verbunden und tragen zur Diskussion bei, wie wirtschaftliche Ungleichheit, Institutionen sowie Wirtschafts- und Infrastrukturpolitik Wohlfahrt und politische Stabilität beeinflussen. In Kapitel 2 wird untersucht, wie relativer wirtschaftlicher Mangel die Unterstützung für radikale Parteien beeinflusst. In Kapitel 3 wird untersucht, wie die Offenheit des Handels die Einkommensungleichheit beeinflusst. In Kapitel 4 wird anhand einer Fallstudie erörtert, wie Infrastrukturpolitik die regionale Wirtschaftsentwicklung beeinflussen kann. Die Kapitel 5 und 6 leisten einen Beitrag zu der Debatte, ob politische und fiskalische Institutionen die Haushaltsplanung, die Rechenschaft und die Effizienz der Regierung beeinflussen. In allen Kapiteln werden empirische Identifizierungsstrategien, Endogenitätsprobleme und verbleibende Vorbehalte hinsichtlich kausaler Schlussfolgerungen eingehend erörtert. Die Studie verwendet modernste ökonometrische Techniken wie Instrumentalvariablen, Differenz-in-Differenzen Schätzer, Ereignisstudien und synthetische Kontrollmethoden, um kausale Effekte zu identifizieren.Der Anhang enthält Zusammenfassungen drei weiterer Forschungsprojekte: (I) Globalisierung, Regierungsideologie und Spitzeneinkommen: Evidenz aus OECD-Ländern; (II) Politische Institutionen und Gesundheitsausgaben; (III) Das gemeinsame Interesse von Gesundheit und Wirtschaft: Erkenntnisse aus der Covid-19 Eindämmungspolitik.

    This paper introduces a theory-based equivalence scale for public in-kind transfers, which justifies comparison of distributions of extended income (cash income plus the value of public services) between European countries. We demonstrate the usefulness of the proposed equivalence scale in an empirical analysis of the effects of public health care, long-term care, education and childcare expenditure on estimates of income inequality and poverty for 24 European countries. The empirical results show significant effects of public in-kind transfers on the level of income inequality and poverty for all countries. Over the period 2006–2018, inequality and poverty estimates display rather different trends across European countries.

    The development of several policies and research projects rely on data on the population socioeconomic characteristics and on the spatial distribution of economic activities and public services. Nonetheless, these data in Brazil are often difficult to access, require large computational power to process or come in different spatial resolutions. This study introduces the sociodemographic and landuse data set created in the Access to Opportunities Project, and describes in detail the methods used to create it. This data set consists in a hexagonal grid of high spatial resolution (area 0.11 km2) that aggregates information on the spatial distribution of the population (by age, sex, income and race), jobs and public services including schools (early childhood, primary and high school), public health services (low, medium and high complexity medical care) and referral centers for social assistance services. This edition of the data set covers the twenty largest cities in Brazil. The data is made publicly available by Ipea through the Access to Opportunities Project website and through the R package aopdata. We hope this work will help researchers and policy makers to more easily access high-quality data and use it in the decision-making processes involved in research and policy planning.

    Die Transformation der öffentlichen Verantwortung im Bereich der sozialen Wohlfahrt führte in den letzten Jahren zu einem gestiegenen Forschungsinteresse an Mitarbeitenden, die sich an der Schnittstelle zwischen öffentlicher Verwaltung und direktem Kontakt zu Klient*innen befinden. Die vorliegende Arbeit geht am Beispiel der Schulsozialarbeit an Potsdamer Grundschulen der Frage nach, inwieweit Vertrauen in Klient*innen die Nutzung von Ermessensspielräumen durch Schulsozialarbeiter*innen beeinflusst. Das Street-Level Bureaucracy Framework nach Michael Lipsky spannt dabei den theoretischen Rahmen, während qualitative Interviews mit Schulsozialarbeiter*innen die Basis für die Beantwortung der Forschungsfrage darstellen. Die Ergebnisse zeigen, dass ein geringeres Maß an Vertrauen in Klient*innen dafür sorgt, dass Schulsozialarbeiter*innen durch Bewältigungsstrategien wie der Rationierung von Ressourcen und dem gedanklichen Rückzug von Klient*innen versuchen, ihre Arbeitslast zu verringern. Ein höheres Maß an Vertrauen in Klient*innen sorgt hingegen dafür, dass sie ihre Ermessensspielräume zu Gunsten dieser Klient*innen nutzen, zum Beispiel durch das Umgehen von Datenschutzregeln zur effektiveren Fallbearbeitung. In recent years, the transformation of public accountability in the field of social welfare has led to an increased research interest in employees who, as decision-makers about the allocation of services, find themselves at the interface between public administration and direct contact with clients. Using the example of school social work at Potsdam's elementary schools, this paper examines the extent to which trust in clients influences the use of discretionary powers by school social workers. The street-level bureaucracy framework according to Michael Lipsky provides the theoretical framework, while qualitative interviews with school social workers form the basis for answering the research question. The results show that a lower level of trust in clients ensures that school social workers attempt to reduce their workload through coping strategies such as rationing resources and mentally withdrawing from clients. A higher level of trust in clients, on the other hand, ensures that they use their discretionary powers in favor of these clients, for example by circumventing data protection rules for a more effective case processing.

    International comparisons show that the reasons why e-government development in Germany does not occupy the desired "top spot" in rankings lie primarily in the inadequate provision of online services with little corresponding user orientation. In order to provide better and faster public services in Germany, the Online Access Act was introduced in 2017, which stipulates that the federal, state and local governments must provide 575 services electronically via administrative portals by 2022. However, this deadline has not been met. This study suggests that Germany's federal political structure is significant and that swift and successful implementation of e-government systems in the future will require additional energy, willingness and effort for systematic, comprehensive and intensive coordination between the various levels of government. This applies both to the development of digital solutions for public services and to the reuse of "one-for-all" services already provided for their broad availability across states and municipalities.

    This paper tests for discriminatory treatment of the Roma minority by public officials in the Czech Republic. Our focus is on public servants at local job centers whose job is to advise unemployed individuals and process applications for unemployment benefit. Our experimental design facilitates testing for the presence of each of two key (but intertwined) drivers of discrimination: ethnic animus and socioeconomic status prejudice. We find substantial evidence for the presence of discrimination based on both of these sources. Since Roma tend to have lower socioeconomic status, the two sources of discrimination compound for them.

    One of the main goals of transportation policies is to improve the people's access to employment opportunities, public services, and amenities. For this reason, an increasing number of transportation and funding agencies have sought to incorporate accessibility studies in the planning and assessment of their transportation policies and infrastructure investments. However, there is still very limited data on urban accessibility in Brazil due to computational and methodological challenges. This study presents a comprehensive database with urban accessibility estimates created by the Access to Opportunities Project (Projeto Acesso a Oportunidades), and introduce the methods used in its development. The database consists of a spatial grid of hexagons of high spatial resolution that aggregates estimates of accessibility to jobs (low-, medium- and high-qualification) and public services, such as schools (early childhood, primary and high school), health facilities (hospital and ambulatory services of low, medium and high complexity) and reference centers for social assistance (Cras). These estimates are calculated using different accessibility indicators by transport mode (walking, cycling, public transport, and car), for different times of the day (peak and off-peak) and for different population groups according to income levels, race, gender, and age. In this edition, the database brings information for the period from 2017 to 2019 based on a single consistent methodology for the twenty largest cities in Brazil. This database is made publicly available by the Ipea through the website of the Access to Opportunities Project and through the R package aopdata. We hope this work will allow researchers and policy makers to use urban accessibility estimates to inform research as well as the planning and evaluation of public policies.

    There is considerable regional variation in incomes and poverty in the Czech Republic and gaps have grown over time. With the highest number of municipalities per head in the OECD, subnational government is very fragmented and the resulting lack of capacity at the local level reduces the quality of public services and impedes the uptake of effective development projects. This paper discusses various policy options to address the challenges faced by Czech subnational governments and proposes reforms to enhance their effectiveness. Mergers of municipalities would be an obvious way towards greater integration, but this may be politically difficult. Mandating inter-municipal co-operation over a legally defined set of public services can be an alternative way of improving efficiency and the quality of service delivery. Tweaking the tax sharing system to disincentivise small size of municipalities and to make subnational governments more autonomous could be steps towards higher efficiency. Improving and consolidating the delivery of education and health services at the local level is also needed in the context of demographic change.

    This paper tests for discriminatory treatment of the Roma minority by public officials in the Czech Republic at the stage of initial contact preceding a potential application for unemployment benefit. Our correspondence experiment facilitates testing for the presence of each of two intertwined drivers of discrimination: ethnic animus and socioeconomic status prejudice. We find substantial evidence for the presence of discrimination based on both of these sources. Since Roma tend to have lower socioeconomic status, the two sources of discrimination compound for them.

    Die Studie stellt den Abschlussbericht eines Projekts zur Förderung der Selbsthilfe im Sinne des § 20h SGB XI im ländlichen Raum in den Jahren 2016 bis 2019 in der Region Lausitz/Kreis Görlitz dar, finanziert von der AOK PLUS in Sachsen und Thüringen. Das Projekt wurde durchgeführt von der KISS, getragen von „Soziales Netzwerk Lausitz“ in Weißwasser. Die Evaluation bediente sich Methoden der qualitativen Sozialforschung bzw. der Ethnographie und diskutiert die Ergebnisse politisch auf der gewährleistungsstaatlichen Grundlage der Idee der Sozialraumbildung im Kontext der rechtlichen Vorgaben kommunaler Daseinsvorsorge, hier im prekärem ländlichen Raum, dabei die Kooperationsfragen mit den Aufgaben der Sozialversicherung betonend This study contains the final evaluation of the project ‘promoting self-help activity in a rural area’, which was conducted in 2016–2019 in the region of Lausitz/public administrative region of Görlitz and was financed by AOK PLUS in Saxony and Thuringia. The regional agency promoting health-related self-help groups according to § 20h of the German Social Code, Book V is incorporated into the institution ‘Soziales Netzwerk Lausitz’ in Weißwasser. The evaluation is organised according to methods of qualitative social research and ethnography. The results of the project are discussed politically in the light of the legal framework within which municipal social services operate in German constitutional law in relation to the role of the public administration body in the region and the tasks of social services
