We use a unique combination of nationally representative survey data, event data on social unrest, and data on Covid-19 fatalities and unemployment at a weekly resolution to investigate the forces behind social unrest in the context of the strains on public health and the economy due to the pandemic in the USA. The results show that pandemic-related unemployment and Covid-19 fatalities intensified negative emotional stress and led to a deterioration of economic confidence among individuals. The prevalence of negative emotional stress, particularly in economically strained and politically polarized environments, was, in turn, associated with intensified social unrest as measured by political protests. No such link is found for economic perceptions.

    Elections constitute the essential element of democracy, yet surprisingly little is known about their immediate consequences for individual well-being. Cross-country empirical evidence is particularly absent for the campaign period leading up to elections. While elections as a process allow citizens to contribute to democratic quality, they are also intrinsically conflictual and require voters to exert effort to make informed decisions. To measure the aggregate changes in well-being along the entirety of the electoral process, I use survey data from before and after 148 national elections in 24 European countries between 1989 and 2019. Respondents interviewed in the months preceding election day report significantly lower levels of life satisfaction than their compatriots asked the same calendar week but in years without elections. Once voting has taken place, aggregate well-being immediately returns to its regular average. Exploratory analyses suggest that partisan conflict and social pressures regarding democratic participation may play a role in explaining the reduction in life satisfaction before elections.

    We study political polarization in a parliamentary setting dominated by strong parties. In addition to examining polarization along the left-right dimension, we consider political divergence between legislators belonging to the same political bloc. Are politicians' background characteristics unimportant when parties have powerful tools to discipline their rank-and-file? We investigate this question using legislative speech from the Norwegian Parliament and recently developed techniques for measuring group differences in high-dimensional choices. Across the background characteristics we consider - gender, age, urbanicity, and class background - we document substantial differences in speech, even when comparing legislators from the same party bloc and policy committee. Our results illuminate how individual legislators shape policymaking in party-centered environments.

    We investigate the effect of social media endorsements (likes, retweets, shares) on individuals' policy preferences. In two online controlled experiments (N=1,384), we exposed participants to non-neutral policy messages about the COVID-19 pandemic (emphasizing either public health or economic activity as a policy priority) while varying the level of endorsements of these messages. Our experimental treatment significantly shifted the policy views of active social media users by about 0.12 standard deviations. The treatment effect for these users is heterogeneous depending on their pre-existing views. Specifically, message endorsements reinforce pre-existing attitudes, thereby increasing opinion polarization. The effect appears concentrated on a minority of individuals who correctly answered a factual manipulation check regarding the endorsement metrics. This evidence suggests that though only a fraction of individuals pay conscious attention to these metrics, they may be easily influenced by these social cues.

    Lea Immel prepared this study while she was working at the Research Group Taxation and Fiscal Policy at the ifo Institute. The study was completed in September 2020 and accepted as doctoral thesis by the Department of Economics at the University of Munich. It consists of four distinct empirical essays investigating the causes and consequences of regional di erences in the distribution of income and wages using county-level data from Germany. Chapter 2 analyzes the impact of the so-called Hartz reforms on income inequality in German regions. Chapter 3 investigates the long-term effect of university openings on the wage distribution in the surrounding area. Chapters 4 and 5 turn to the political consequences of regional income dispersion and examine the effect of relative economic deprivation on the support for radical right- and left-wing parties as well as on local fiscal policy. The chapters employ difference-in-differences, event study, and instrumental variable estimations to answer the respective research questions.

    Florian Dorn erstellte diesen Beitrag während seines Promotionsstudiums an der Universität München (LMU). Die Studie wurde im September 2020 abgeschlossen und von der Fakultät für Volkswirtschaftslehre als Dissertation angenommen. Die Dissertation trägt zur Empirie der Ökonomie des öffentlichen Sektors und der politischen Ökonomie bei. Alle Kapitel sind in sich abgeschlossene Forschungsartikel und können unabhängig voneinander gelesen werden. Die Kapitel sind miteinander verbunden und tragen zur Diskussion bei, wie wirtschaftliche Ungleichheit, Institutionen sowie Wirtschafts- und Infrastrukturpolitik Wohlfahrt und politische Stabilität beeinflussen. In Kapitel 2 wird untersucht, wie relativer wirtschaftlicher Mangel die Unterstützung für radikale Parteien beeinflusst. In Kapitel 3 wird untersucht, wie die Offenheit des Handels die Einkommensungleichheit beeinflusst. In Kapitel 4 wird anhand einer Fallstudie erörtert, wie Infrastrukturpolitik die regionale Wirtschaftsentwicklung beeinflussen kann. Die Kapitel 5 und 6 leisten einen Beitrag zu der Debatte, ob politische und fiskalische Institutionen die Haushaltsplanung, die Rechenschaft und die Effizienz der Regierung beeinflussen. In allen Kapiteln werden empirische Identifizierungsstrategien, Endogenitätsprobleme und verbleibende Vorbehalte hinsichtlich kausaler Schlussfolgerungen eingehend erörtert. Die Studie verwendet modernste ökonometrische Techniken wie Instrumentalvariablen, Differenz-in-Differenzen Schätzer, Ereignisstudien und synthetische Kontrollmethoden, um kausale Effekte zu identifizieren.Der Anhang enthält Zusammenfassungen drei weiterer Forschungsprojekte: (I) Globalisierung, Regierungsideologie und Spitzeneinkommen: Evidenz aus OECD-Ländern; (II) Politische Institutionen und Gesundheitsausgaben; (III) Das gemeinsame Interesse von Gesundheit und Wirtschaft: Erkenntnisse aus der Covid-19 Eindämmungspolitik.

    We examine how democracies choose their amount of checks and balances (C&B). For this purpose, we consider a simple model of political competition with costly policy reforms. The cost of a marginal reform is determined endogenously at the constitutional phase-i.e. before policies are chosen-through the choice of (the amount of) C&B. We characterize the set of stable C&B for different constitutional rules which vary depending on (i) who has the power to propose changes to C&B and (ii) on the qualified majority used for approving such changes. Our main results show that stable C&B always exist, are never zero, lead to gridlock, and are higher if the proposal-maker is the party in government. We also find that higher majority requirements for constitutional changes and more polarized societies are conducive to larger sets of stable C&B.

    This paper focuses on food riots that arise in the agrarian context characterized by food crises, primarily for the rural poor in developing and undeveloped countries located in Latin America for the current century. It is a preliminary study that investigates the connection between food riots and some indicators and variables related to agrarian pressures and political strains, such as land grabbing, climate change, demographic pressures, and political polarization. The data analysis is descriptive in this initial phase of research. The Latin American region rarely features in investigations of the proposed theme, whereas Africa is widely studied, as is Asia, to a lesser extent. Latin America represents a paradox, because on the one hand it is one of the largest food producers in the world, but on the other hand, it has many citizens who do not have enough food for own consumption. The paper focuses on the violence emanating from food riots in order to understand the contexts in which it arises. Future studies may explain this phenomenon.

    How does group identity affect belief formation? To address this question, we conduct a series of online experiments with a representative sample of individuals in the US. Using the setting of the 2020 US presidential election, we find evidence of intergroup preference across three distinct components of the belief formation cycle: a biased prior belief, avoidance of outgroup information sources, and a belief-updating process that places greater (less) weight on prior (new) information. We further find that an intervention reducing the salience of information sources decreases outgroup information avoidance by 50%. In a social learning context in wave 2, we find participants place 33% more weight on ingroup than outgroup guesses. Through two waves of interventions, we identify source utility as the mechanism driving group effects in belief formation. Our analyses indicate that our observed effects are driven by groupy participants who exhibit stable and consistent intergroup preferences in both allocation decisions and belief formation across all three waves. These results suggest that policymakers could reduce the salience of group and partisan identity associated with a policy to decrease outgroup information avoidance and increase policy uptake.

    Nowadays, immigration is a polarizing topic in politics. In this paper, we investigate how much this political polarization is driven by the depiction narratives made of immigrants vis-a-vis the natives. Furthermore, we look at whether polarization is rooted in private preferences over narratives or in how they are endorsed in public settings and social media. Our empirical strategy consists of a survey experiment in the 2021 German elections and a field experiment on Twitter in which we manipulate the "pinned tweets" of experimental users. To build our narratives, we manipulate either the policy position - hostile toward or accepting migration - or an emphasis on the out-group, on the in-group, or on economic reciprocity. We find that political polarization is driven both by the policy position and emphasis in narratives. On Twitter, the out-group emphasis drives supporters of different parties apart, and the corresponding hostile narrative becomes the only one going viral. In the survey, right-wing participants prefer the reciprocity emphasis more, but we still find evidence of more polarization when allowing the participants to go public.
