    After independence, energy and food subsidies became a cornerstone of the social contracts in the Middle East and North Africa (MENA) countries. Governments spent heavily to reduce poverty and strengthen their own legitimacy. However, as government rents faded, subsidy spending became financially unsustainable and foreign donors pressed for reforms. Yet, reform has been challenging for all the governments as subsidies affect all consumers, therefore raising the risk of government delegitimisation. Several publications have analysed the subsidy reforms of various MENA countries, but few have systematically analysed their impacts on the prevailing social contracts. This paper shows that reforms in a key policy field such as subsidy spending can affect the nature of social contracts profoundly and distinctly, depending on the reform strategy. It assesses the reform processes that took place in Morocco, Egypt and Iran primarily between 2010 and 2017, thus before the United States once more tightened sanctions against Iran and before the COVID-19 pandemic broke out. We argue that governments applied distinct strategies to reduce subsidy spending without provoking major social unrest to reforms, with the effect that the social contracts of the three countries changed in quite different ways.     Voters often express support for a candidate whose policy platforms differ from their ideal policy preferences. We argue that under these circumstance acts of expressing support can causally change voters’ policy preferences. We conceptualize our arguments in a theoretical model of policy preference changes rooted in cognitive dissonance theory. A pre-registered, online experiment with 1,200 U.S. participants confirms our main hypotheses. As predicted by cognitive dissonance theory, voters align their policy preferences with those of the supported candidate. The more important the policy issue, the sharper the change in preferences. We also find that larger pre-support policy distance and higher effort in expressing support increases the magnitude of preference changes. Our results suggest that policy preferences can change mechanically after voters express support for a candidate.

    Rebels, militias, and criminal groups all govern civilians. Governing strategies adopted by armed groups during civil war likely influence citizens' post-conflict political participation, with consequences for democratic politics. We theorize that an armed group's position relative to the state (anti-state or pro-state) and governing ideology (sharing governing responsibilities with local institutions or destroying them to govern centrally) interact to influence citizens' later choices about political participation. We test our argument with an original household survey of 12,000 households from war-affected communities in Colombia. Contrary to expectations, having experienced governance by either anti-state groups or pro-state paramilitaries increased participation in formal and informal political channels when compared to those not having experienced armed group rule. We explore potential explanations for these unexpected results and demonstrate the importance of studying the long-run political effects of wartime governance by armed groups.

    In Shelby County v. Holder (2013), the Supreme Court struck down a core provision of the Voting Rights Act (VRA) that enabled federal electoral oversight in select jurisdictions. We study whether this decision disproportionately impacted ballot access for Black and Hispanic registered voters. We use a rich dataset on voter behavior for the universe of registered voters combined with Census block-level sociodemographic attributes to document a decrease in turnout for Black, relative to white, individuals. These effects are concentrated in counties with larger Black and Hispanic populations, consistent with strategic targeting of voter suppression.

    This paper studies the effect of austerity on forms of political participation-including voting, appealing for reform, and peaceful protesting-and the role of preferences for redistribution in shaping the relationship between individual exposure to austerity and political participation. The paper focuses on the case of the United Kingdom (UK) where, between 2011 and 2019, wide-ranging austerity policies were introduced to deal with high public debt in the aftermath of the 2007-08 financial crisis. Cuts to government spending on public investment, services, and social protection, especially during the initial fiscal consolidation phase of 2011-15, led to significant welfare losses for the population. We provide evidence from observational microeconomic data and a large-scale online experiment in the UK showing that individual exposure to welfare losses from austerity increases political participation and strengthens preferences for government redistribution. The experimental data suggests that changes in individual preferences for redistribution significantly shape the effect of austerity on political participation.

    The problem of finding the factors influencing voting behavior is of crucial interest in political science and is frequently analyzed in books and articles. But there are not so many studies whose supporting information comes from official registers. This work uses official vote records in Spain matched to other files containing the values of some determinants of voting behavior at a previously unexplored level of disaggregation. The statistical relationships among the participation, the vote for parties and some socio-economic variables are analyzed by means of Gaussian Bayesian Networks. These networks, developed by the machine learning community, are built from data including only the dependencies among the variables needed to explain the data by maximizing the likelihood of the underlying probabilistic Gaussian model. The results are simple, sparse, and non-redundant graph representations encoding the complex structure of the data. The generated structure of dependencies confirms many previously studied influences, but it can also discover unreported ones such as the proportion of foreign population on all vote variables.

    A vast and growing quantitative literature considers how social networks shape political mobilization but the degree to which turnout decisions are strategic remains ambiguous. Unlike previous studies, we establish personal links between voters and candidates and exploit discontinuous incentives to mobilize across district boundaries to estimate causal effects. Considering three types of network-families, co-workers, and immigrant communities-we show that a group member's candidacy acts as a mobilizational impulse that propagates through the group's network. In family networks, some of this impulse is non-strategic, surviving past district boundaries. However, the bulk of family mobilization is bound by the candidate's district boundary, as is the entirety of the mobilizational effects in the other networks.

    “Social cohesion” and the “social contract” are two related analytical concepts, which have become increasingly popular among researchers and practitioners. Both concepts help to understand and characterise societies and countries by shedding light on the relationships between members and groups of society and state institutions. Unfortunately, there is often little precision in the use of the concepts. As a result, their respective analytical strengths have not always been well utilised for policy analysis and project design. Furthermore, the synergies between them have been overlooked. This paper therefore defines both concepts, considers their respective strengths and discusses the relationship between them. The concept of the social contract emphasises the deliverables exchanged between societal groups and governing authorities. Social contracts are the sum of formal and informal agreements amongst societal actors and between them and the actor in power (the government or any other type of authority) on the rights and obligations of one towards the other. Social contracts vary enormously, but all establish more stability in state–society relations, especially if they are inclusive and flexible enough to account for changes in the framework conditions. The concept of social cohesion, in contrast, refers primarily to the quality of the relations between individuals, societal groups and the state, and the underlying values, norms and attitudes that shape these relationships. Social cohesion can be characterised as the glue that holds a society together and enables it to develop a shared vision. It concerns the horizontal relationships between members of society and the vertical relationships between societal actors and political institutions. Social contracts and social cohesion affect each other. Social contracts contribute to social cohesion because the regular and predictable exchange of deliverables between societal groups and the state creates an interdependence that strengthens mutual trust, willing-ness to cooperate and a sense of common identity. Conversely, social contracts tend to be more resilient and sustainable if they are based on cohesive societies. Both concepts are thus useful for national governments and foreign donors to assess opportunities and design policies for sustainable development. The social contract concept helps us to understand the “give and take” in a country: it shows where governments could do better in delivering to society and thereby make state–society relations more stable. The social cohesion concept in turn helps to determine what holds societies together and which attributes of intra-society relations could or should be strengthened. In addition, both concepts assist foreign donors in assessing which interventions would be favourable for the internal relationships in partner countries and in thinking carefully about potential unintended harmful effects. In particular, international donors can benefit from exploiting the mutually enforcing relationship between social contract and social cohesion.

    Does education lead to political engagement? The empirical literature is mixed. Theory suggests economic context matters. Individuals unable to take advantage of education in the labor market are more likely to engage in political activity. We find support for this channel during the rapid expansion of NAACP branches in the South around WWII. Branch growth was stronger where Black workers were denied returns to schooling due to Jim Crow occupational discrimination. We further show that a pre-1931 large-scale school construction program caused greater NAACP activity during the 1940s and 1950s when many former students were in their prime working years.

    Transportation costs are an under-appreciated barrier to political participation. Here we examine whether a large-scale intervention to lower these costs, the adoption of a fare-free transit policy on Election Day in Brazil, increases voter turnout. Taking into account the different timing of when municipalities adopted a fare-free transit policy between the first and second rounds of the country's 2022 presidential election, we use different event study designs to examine the policy impact on voter turnout rates, election outcomes, and human mobility levels. We find no effect of the policy on turnout or election outcomes, but we find a positive effect, between 7.2\% and 17.5\% increase, on mobility levels on Election Day. While reducing transportation monetary costs may improve people's access to polling places, our findings suggest it is not sufficient on its own to increase voter turnout.

    Mit der 'Befreiung' präsentierte Berta Lask der Öffentlichkeit der Weimarer Republik ein Stück, das in der Tradition des revolutionären proletarischen Theaters die Massen, in diesem Falle Arbeiterinnen, zur aktiven politischen Teilnahme motivieren sollte. Anhand der Analyse der Figurenkonzeption und des formalen Aufbaus des Dramas soll gezeigt werden, wie das Verhältnis von Revolution und Geschlecht innerhalb dieser seltenen, auf weibliche Figuren zentrierten Handlung verhandelt wird. Zwar wird Frauen politische Teilhabe zugestanden bzw. diese auch in Form von Agitation gefordert, jedoch bleiben gewisse Handlungsräume - wie der Kampf an der Waffe - weiterhin problematisch für Frauen. Darüber hinaus werden die unterschiedlichen gesellschaftlichen Kontexte und Konfliktlinien in Verbindung mit der Voraussetzung revolutionären Erwachens diskutiert. Während nach einer gemeinsamen Identifikationsmöglichkeit aller Frauen über die politische Gesinnung gestrebt wird, bleiben gewisse Darstellungen doch zum einen in kulturchauvinistischen Traditionen verhaftet und zum anderen die weibliche Beteiligung immer als Nachahmung von bzw. Anschluss an männliche revolutionäre Aktivität markiert. ; Berta Lask's play 'Die Befreiung' (Liberation) presented the public with a dramatic piece in the revolutionary proletarian theatre tradition that was intended to motivate the masses - specifically working-class women - to take an active part in the revolution. The relationship between revolution and gender is illustrated by analyzing the characterization in the play and its form. The play focusses on female protagonists - which was quite rare back then. Although women are granted political participation, which is primarily expected to take the form of agitation, specific forms of action - like the armed struggle - are still almost impossible for them to access.
