    This paper explores the effect of natural resource dependence on market concentration of imports. Using a new panel database for importing firms in developing and emerging market economies, the paper shows that higher natural resource dependence is associated with larger market concentration of imports and with higher tariffs. The effect on the concentration of imports is found to be more pronounced for exporters of "point-based" resources, imports of primary and consumption goods than for capital goods and is associated with higher domestic prices and lower consumption expenditure. Results suggest a novel channel for the resource curse stemming from the "monopolization" of imports.

    This paper explores the dynamic effects of trade liberalization on tax revenue using a worldwide panel dataset. Results point to statistically significant negative effect of liberalization on (non- resource) tax revenues in the short term and no significant effect in the medium term. Liberalization also alter the tax structure tilting revenues toward indirect taxes away from direct ones. Economies which have implemented value added taxes prior to liberalization have mitigated its negative effects on tax revenues. The evidence is supportive of the complementarity role of state capacity to reap the benefits of liberalization.

Greenhouse gases are a waste product that is often emitted in the production process. Limiting such emissions therefore hampers the accumulation of income and capital. I expand Solow's growth model to accommodate green house gases, and use this to estimate the contribution of such emissions to economic development. The sobering insight is that we would not have witnessed any convergence in the last 45 years if poorer countries had not increased greenhouse gas emissions.

    We present a new dataset that tracks changes in legal ownership regimes in the petroleum sector between 1867 and 2008 for a panel of countries. We document that foreign ownership has been taken over by partnerships as the leading ownership regime, while domestic ownership is on the rise again in recent years. We use this dataset to examine whether institutional change in the petroleum sector leads to more oil and gas exploration and discoveries. On average, switching to majority foreign ownership is related to up to a quarter of a standard deviation more discoveries than under majority domestic ownership. Switching to partnership is positively related to drilling activity, but is less likely to be linked to many more discoveries. Petroleum exploration and discoveries may thus be endogenous to industry-specific institutional change.

    Resource efficiency and circular economy policies aim at reducing resource intensity and use throughout the economy, thereby decreasing environmental impacts. Besides the environmental benefits expected from these policies, potential employment benefits are often emphasised, which would follow the anticipated structural changes in the economy from material-intensive to more labour-intensive activities. However, the size of the employment effect is still unclear and difficult to quantify. To date, the quantitative literature on the employment impacts of the circular economy is still scarce. This study is the first of its kind to review the available studies on this increasingly important policy issue.

    In 2009, Brazil has committed to reducing greenhouse gas (GHG) emissions. Since then, the National Policy on Climate Change has been instituted. In 2010, it was elaborated the Sector Plan for Mitigation and Adaptation to Climate Change for the consolidation of a Low-Carbon Economy in Agriculture (ABC Plan). The actions of the ABC Plan sought to recover degraded pastures, expand the adoption of integrated crop-livestock-forest systems, agroforestry systems, and the no-tillage system, spread biological nitrogen fixation, plant forests, and treat animal waste. In this context, this study aimed to verify changes in land use, the growth of Brazilian agricultural production and the fulfillment of the goals of the ABC Plan. From the results it is possible to verify that the international commitments agreed by Brazil were fulfilled. The expansion in the adoption of the ABC Plan technologies reached 154% of the target, and the equivalent CO2 mitigation 113% of the target. Howere, the recovery of degraded pastures and the treatment of animal waste are presented as the main barrier of the productive issue and for low carbon agriculture in Brazil. In terms of mitigation, it is necessary to increse investments in the recovery of degraded pastures and in the treatment of animal waste. In summary, the indicators demonstrate that Brazilian agriculture is increasingly focused on environmental sustainability and the development of low-carbon technologies, which are natural resources savers.

    This paper compares two alternative growth paths, assessing the effects on productivity of specialisation in natural resources (NR) and in technologically advanced products. The empirical analysis exploits product-level export data for 109 developing and 51 developed economies over the period 1996-2018. We document two distinct types of specialisation, based on exports either of natural resources or of technological products, and compare their role in productivity growth by GMM estimation of a conditional convergence model. In general, reliance on natural resource exports slows growth, but we find that the type of resources exported is important: fuel exports hamper growth while specialisation in metals enhances the catch-up in productivity. Technological specialisation, especially in products typical of the Fourth Industrial Revolution, reinforces productivity growth but does not affect the relationship between resources and productivity growth.

    The geographic and strategic location of Bangladesh besides the Bay of Bengal has opened up multidimensional opportunities for the development of coastal and maritime tourism (CMT). Though various legal documents and researchers have already detected opportunities for CMT from the perspective of Bangladesh, there is scant evidence of any systematic research on the institutional arrangements influencing the prospect of the development and promotion of CMT in Bangladesh. The status of the socio-cultural, economic, environmental, and institutional perspectives on the coastal and marine zones of Bangladesh warrants an in-depth study focusing on the institutional arrangements that can support sustainable CMT in Bangladesh. Therefore, this study examines the institutional arrangements to identify the prospects and challenges involved in developing sustainable CMT in Bangladesh. In particular, the study appraises the existing institutions supporting sustainable CMT and suggests policy guidelines to develop sustainable CMT policy and practice in Bangladesh. Moreover, this qualitative study considers how sustainable CMT can potentially influence the blue economy, which can enhance poverty reduction through new job creation, biodiversity conservation, environmental pollution control, and the promotion of the sustainable use of coastal and marine natural resources. The study aims to draw some useful policy guidelines for policy makers to intensify their emphasis on sustainable CMT as an avenue to promote the blue economy and facilitate a better living standard for coastal zone communities.

    We show that the incorporation of offshore entities increases when oil and gas exploration licences are awarded. We exploit leaked data on the incorporation of shell companies and detailed information on tax havens and the awarding rounds of oil licences to construct a new data set covering 119 countries over the period 1990-2014. We consider the incorporation of offshore entities as an indicator of corruption risk. We find that the number of new shell companies increases by 11.1 per cent in the period around the award of an exploration licence. We interpret this evidence as a strong indicator that the award of an exploration licence increases the risk of corruption. Consistent with rent-maximising behaviour, this association is stronger when the price of oil increases. Our work informs the fight against corruption, proposing greater monitoring of the ultimate beneficiaries of opaque companies that participate in awarding procedures.

    We explore the effects of persistent income shocks on human capital using oil price fluctuations in a large sample of relevant African countries and employing micro data from multiple waves of the Demographic and Health Survey (DHS). Theoretically, such shocks enable human capital investment via the standard income effect; but also crowd it out because of substitutability between natural resource and human capital income sources - so the net outcome can go either way. Our model suggests that the relative strength of the two effects depends on the age at which the shock is experienced and the affected gender. Consistent with these insights, we find that income shocks in early life enhance educational attainment and other derived outcomes; but reduce them if experienced in adolescence, especially for females. These results survive multiple robustness checks, and their broader implications are discussed.

    This paper models export diversification in the context of an abundance of natural resources by decomposing the relative Theil index. On a sample of 160 countries from 1996 to 2018 we document that 74% of the high export concentration typical of the initial stage of development is driven by the limited variety of products other than natural resources. Later, the component representing export reallocation between resources and non-resource products gains importance, and eventually, together with intra-resource heterogeneity, explains the entire amount of export diversification at high income levels. Our estimates show that natural resource abundance (in particular of fossil fuels) impedes overall diversification, limiting the variety of non-resource exports and hampering restructuring towards technologically advanced exports. However, once size and productivity differences across countries are taken into account, the effect of resource abundance on export diversification is weak.

    The energy transition increases the demand for minerals from ethnically diverse, conflict-prone developing countries. We study whether and where mining is possible in such countries without raising the risk of civil conflict. We proceed in three steps: First, we propose a theoretical model to predict the occurrence and location of conflict events on the territory of a country based on the spatial distribution of ethnic groups and resource rents. Second, we verify the predictive power of this model using granular spatial data from Sierra Leone and confirm its broader applicability using less granular data from a sample of eight West African countries. Third, we employ our framework to simulate the potential impact of new (planned and unplanned) mining projects in Sierra Leone. A crucial insight is that new mining projects do not necessarily translate into more conflict but may pacify the country under the right conditions and the right policies.

    Based on data for 48 African countries for the period 2000-2020, we analyse the effects of natural resources on renewable energy development and the mediating effects of governance on that relationship. For this purpose, the Ordinary Least Squares method was used to develop a baseline regression model, and the Generalized Method of Moments (GMM) approach was used for the dynamic model regression. Quantile regression was used for robustness checking across the various distributions of renewable energy. First, we find that natural resources enhance renewable energy development in Africa and that the results are robust across alternative specifications of natural resources and governance, except for forest resources, which have a negative effect on renewable energy development. When robustness is checked through a quantile regression analysis, the results show that the positive effect depends on the conditional distribution of natural resources and the type of natural resource under consideration. The negative effect of total natural resources becomes weaker as we move towards higher quantiles. Second, governance interacts with natural resource rents to generate positive effects across different governance specifications and natural resources, except for coal rent. We thereby derive some relevant implications for renewable energy financing in African countries.
