    How can the West's economic and political polarization be explained? We argue that persuasive lobbying at various levels of government leads to systematic deviations of policies from those desired by the majority. Implemented policies diverge from the majority position despite centripetal forces that induce interest groups to select positions closer to that majority position. Resources, organization, and cognitive biases can induce one-sided outcomes. When we allow for long-term lobbying infrastructure investments in a simpli_ed tax-and-spend model, the deviations between majority desires and implemented policies are even larger than those in the absence of long-term investments.

    We study the effect of ethnic diversity on local public spending following fiscal decentralisation in a setting where local institutions are salient. Specifically, the latter affects coordination costs and thereby cooperative behaviour across the constituent ethnic groups. Our theory highlights the role of the local elite in lobbying for policies which favour them in a decentralised setting. The differences in preferences over public good allocations along with the salience of coordination costs across ethnic groups are relevant in determining the equilibrium lobbying behaviour. This results in ethnic diversity having a detrimental effect on local developmental spending which is aggravated by increased levels of coordination costs. We test these predictions using Indonesian community-level data. Utilising the 1997 and 2007 Indonesian Family Life Survey (IFLS) rounds, we are able to construct various measures of ethnic diversity. We exploit an institutional feature of Indonesian communities - namely, the observance of traditional "Adat" laws to proxy coordination costs across ethnic groups. Overall, we find that ethnic diversity depresses local development spending post-decentralisation at the community level particularly where Adat laws (which promote an ethic of mutual co-operation) are not followed. The opposite obtains for spending on non-developmental items, all of which is consistent with our theory.

    Contests are well-established mechanisms for political lobbying, innovation, rentseeking, incentivizing workers, and advancing R&D. A well-known theoretical result in the contest literature is that greater heterogeneity decreases investments of contestants because of the "discouragement effect." Leveling the playing field by favoring weaker contestants through strict bid-caps and favorable tie-breaking rules can reduce discouragement and increase the designer's revenue. We test these predictions in a laboratory experiment. Our data confirm that placing bid-caps and using favorable tie-breaking rules significantly diminishes discouragement in weaker contestants. The impact on revenue is more intricate. In contrast to theory, a strict bid-cap does not increase revenue, but a mild bid-cap can increase revenue even when not predicted by theory. Our data also show that tie-breaking rules seem to have little impact on the designer's revenue: the encouragement of weaker contestants is offset by stronger contestants competing less aggressively. We discuss deviations from the Nash predictions in light of different behavioral approaches.

    This study investigates the performance of interest groups in standing committees from the Brazilian Chamber of Deputies, in the 2011-2015 legislature. It is based on the premise that two activities are the main strategies of these groups to influence the legislative process: corporate campaign financing and lobbying activities. For the empirical analysis, four committees were selected: Economic Development, Industry, Trade and Services (CDEICS); Agriculture, Livestock, Supply and Rural Development (CAPADR); Finance and Taxation (CFT); and Labor, Administration and Public Service (CTASP). The methodology involves network analysis and descriptive statistics. The results show that, within committees, the expression of organized interests was revealed in two ways. As for campaign financing, we observed in the CAPADR a bias in the financing of its members by companies from economic sectors potentially affected by its decisions. In the other committees, corporate funding is high, but the bias cannot be generalized. As for lobbying, we noticed the centrality of business interest groups in the policy networks formed around the committees. But the business community does not have equal centrality in all committees. In arenas such as the CTASP, businessmen lose prominence to the workers' central unions and to the powerful civil servants' unions. The protagonism of business groups, however, is verified in committees relevant to economic activity, such as the CDEICS and the CFT.

    Special interest influence via lobbying is increasingly controversial and legislative efforts to deal with this issue have centred on the principle of transparency. In this paper we evaluate the effectiveness of the current regulatory framework provided by the US Lobbying Disclosure Act (LDA). Specifically, we study the role of ex-Congressional officials who join US lobbying firms in positions that could be related to lobbying activity but without officially registering as lobbyists themselves. We find that firm lobbying revenues increase significantly when these potential 'shadow lobbyists' join, with effects in the range of 10-20%. This shadow lobbyist revenue effect is comparable to the effect of a registered lobbyist at the median of the industry skill distribution. As such, it is challenging to reconcile the measured shadow lobbyist effect with the 20% working time threshold for registering as a lobbyist. Based on our estimates, the unaccounted for contributions of unregistered lobbyists can be valued at $149 million USD in revenue terms and this effect is concentrated within the industry's largest and most active firms.

    This working paper brings together a diverse group of scholars to discuss the historiography of capitalism, business history and global governance and lay the foundations for further research in this area. Grace Ballor and Sabine Pitteloud open the discussion with a historiographical survey of the ways capitalism and its actors – in particular entrepreneurs and managers, firms and business associations – have interacted with international organizations and global governance frameworks. This literature review lays the foundation for contributions from four leading scholars and their perspectives on the past, present, and future of research in this area. Patricia Clavin discusses capitalism and governance through the dynamics of international relations, while Nicolás Perrone brings a lawyer’s perspective to the public-private creation of international rules; Neil Rollings thinks about firms, governments, and global governance through both continuities and change, and Quinn Slobodian applies the analytical framework of international political economy to the evolving relationships between states and markets on a global scale.     I suggest that simple enforcement and lobbying models may explain how a small minority of dedicated believers (religious fundamentalists, animal rights activists, woke activists, etc.) are able to impose changes in behavior on the majority in a society who do not believe. With this, a society typically has two stable states: one with and one without the majority changing behavior. I show how activists can facilitate transition to their preferred state by focusing punishment on subsets of the behavior they want to change and on subgroups of the majority one at a time, as well as by exploiting inherent advantages they have in lobbying the leadership of subgroups with power hierarchies (corporations, universities, organizations, etc.). The willingness of dedicated believers to inflict highly disproportionate punishment on members of the majority turns out to be critical for their ability to facilitate transition. I show that transition to the state in which the majority changes behavior may substantially reduce social welfare. I conclude with a discussion of strategies for avoiding transition, which the majority may consider.

    The 2007-08 Global Financial Crisis is a watershed phenomenon that reshaped global capitalism. Stemming from the argument that the Crisis was caused by deregulation, this article assesses to what extent the financial industry influenced the legislative process underlying these reforms. The hypothesis is that, during the deregulation process, the financial industry captured lawmakers' voting behaviour. Drawing on a logistic regression model, this study estimates to what extent 106th -109th Congress roll call votes on financial liberalisation were biased by industry-led campaign contributions and lobbying activities. The main finding shows that members of the US Congress recipient of funding from the financial sector were more prone to support deregulation. Providing systematic empirical evidence of capture, the results support the literature labelling the Crisis as the result of industry-induced deregulation.

    A model of endogenous growth is presented, based on productive public expenditures, and featuring some degree of income inequality, and polarization in policy preferences. The main innovation lays in the political process determining capital taxation that relies, both on voting and on "influence activities," exploited by the capitalist elite in order to capture some political power at the expenses of the median voter. In particular, investments in lobbying activities allow the rich to obtain lower capital taxes, to the benefit of both themselves and economic growth. The model's equilibrium dynamics features variable taxes and lobbying. In addition, it is established the existence of a transitional dynamics featuring convergence to a balanced growth path, characterized by constant taxes and lobbying (and a constant growth rate of consumption and capital). Capital accumulation leads, along the transitional path, to more and more lobbying, that asymptotically cause taxation to reach precisely the tax rate preferred by the capitalists (induced by a very large political pressure on the government). Specifically, the (unique) balanced growth equilibrium features the maximization of the net interest rate, as well as the economy's growth rate and capitalists' welfare. On the transitional path, lobbying reduces the workers' political weight (and their consumption), and therefore makes fiscal policy relatively more and more capitalists friendly. Policy polarization (loosely speaking reflecting inequality) has somewhat interesting effects along the transitional path towards balanced growth. Hereby, actual taxes become more capitalists-friendly relatively to the Meltzer and Richard's (1981) canonical median voter tax benchmark, mutatis mutandis. In the end, full convergence is established, from a pure democracy ruled through the de jure power only, to a political economic realm totally de facto dominated by the few capitalists, i.e. to an "oligarchic technocracy," possibly ruled by the "top 1%" of the population.
