    Este informe fue preparado por la Comisión Económica para América Latina y el Caribe (CEPAL) en coordinación con la Oficina del Alto Representante para los Países Menos Desarrollados, los Países en Desarrollo sin Litoral y los Pequeños Estados Insulares en Desarrollo (UN-OHRLLS), para la reunión de revisión de medio término del Programa de Acción de Viena (VPoA) para el decenio 2014-2024 en América Latina y el Caribe.El informe se estructura del siguiente modo: en la primera parte se analiza la vinculación de los planes nacionales de desarrollo del Estado Plurinacional de Bolivia y del Paraguay con los objetivos definidos en la Agenda 2030 para el Desarrollo Sostenible y con los objetivos y prioridades del VPoA. La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     This paper analyzes the importance of information technology (IT) in banking for entrepreneurship. To guide our empirical analysis, we build a parsimonious model of bank screening and lending that predicts that IT in banking can spur entrepreneurship by making it easier for startups to borrow against collateral. We provide empirical evidence that job creation by young firms is stronger in US counties that are more exposed to ITintensive banks. Consistent with a strengthened collateral lending channel for IT banks, entrepreneurship increases more in IT-exposed counties when house prices rise. In line with the model's implications, IT in banking increases startup activity without diminishing startup quality and it also weakens the importance of geographical distance between borrowers and lenders. These results suggest that banks' IT adoption can increase dynamism and productivity

    Weather conditions are an important determinant of agricultural factor input, particularly labor allocation. The availability of weather forecasts can therefore lead to efficiency gains in the form of cost decreases and productivity increases. We test the practical feasibility, the uptake, and the effect of providing basic weather forecasts in the rainy season on the labor productivity of smallholder farmers. For this purpose, we conducted a Randomized Controlled Trial as a pilot with monthly data collections involving 331 farmers across six villages in north Benin. We find that most farmers subscribe to the intervention and report satisfaction with the service. The impact estimates indicate positive and economically significant intention-to-treat and local average treatment effects on labor productivity for maize and cotton cultivation. These findings suggest that weather-related information and mobile phone outreach help smallholder farmers to better adapt to changing weather. Witterungsbedingungen beeinflussen wichtige Entscheidungen in der Landwirtschaft wie den Einsatz von Arbeitskräften. Die Verfügbarkeit von Wettervorhersagen kann daher zu Effizienzgewinnen in Form von Kostensenkungen und Produktivitätssteigerungen führen. In diesem Artikel testen wir die praktische Durchführbarkeit, die Akzeptanz und die Auswirkungen der Bereitstellung von Wettervorhersagen auf die Arbeitsproduktivität von Kleinbauern. Hierfür realisierten wir ein randomisiertes kontrolliertes Feldexperiment mit monatlichen Datenerhebungen in der Regenzeit unter 331 Bauern aus sechs Dörfern im Norden Benins. Im Rahmen dieser Pilotstudie stellten wir fest, dass die meisten Kleinbauern das Informationisangebot annehmen und mit der Dienstleistung zufrieden sind. Die ökonometrischen Schätzungen zeigen positive und wirtschaftlich signifikante Effekte auf die Arbeitsproduktivität im Mais- und Baumwollanbau. Diese Ergebnisse deuten darauf hin, dass wetterbezogene Informationen und der Einsatz von Mobiltelefonen den Kleinbauern dabei helfen können, sich besser an das sich ändernde Wetter anzupassen.

    During the last few decades, India’s trade with the Latin American and Caribbean (LAC) countries has grown substantially, especially in the area of Information Technology (IT) services. The definition of IT services now includes a plethora of IT-enabled services (ITeS) directed to specific sectors, including Agri-tech, Fin-tech, Health-tech, manufacturing and mining-based services, as well as e-commerce. This sector has attracted significant Indian investment in the region. Over the last decade, the share of the IT sector in total Indian Foreign Direct Investment (FDI) in the region has nearly doubled to about 15 percent today.The COVID-19 pandemic has posed a myriad of challenges and new prospects for ITeS. The industry is confronting this health crisis through opportunities to promote skill-up, embrace the digital transformation and stimulate overall growth of the industry in both regions. The increased reliance on e-commerce has paved the way for greater development of IT-enabled financial products delivered via mobile applications. Moreover, to remain competitive in the global market, companies have increased their demand for new technologies.In this context, this report examines new challenges and prospects for ITeS and e-commerce in the pandemic economy in India and LAC, and explores new opportunities for bilateral direct investment and trade between the two regions.     This study assesses how business/financial sustainability in the perspective of financial stability moderates information technology to influence female economic participation in 49 countries in Sub-Saharan Africa for the period 2008-2018. The empirical evidence is based on Tobit regressions that enabled the study to account for the censored nature of the outcome variables. The following important findings are established. First, ICT dynamics (mobile phone penetration, internet penetration and fixed broadband subscriptions) are consistently moderated by business sustainability to positively affect female employment in the industry. Second, business sustainability scores need to exceed certain thresholds before moderating fixed broadband subscriptions to induce favorable overall effects on female employment, female labour force participation and female unemployment rates. These thresholds are 18.742 and 19.505 Z-scores for positive effects on female employment and female labour force participation, respectively and a Z-score of 17.300 for a negative impact on female unemployment. The thresholds which should be exceeded are within policy reach, make economic sense and are policy relevant. The study contributes to the extant literature by providing actionable thresholds of business sustainability that can be employed by policy makers in order for information technology to positively influence female economic inclusion in Sub-Saharan Africa.

    This study evaluates if information and communication technologies (ICTs) can play a role of catalyst for the achievement of most of the United Nations' Sustainable Development Goals (SDGs) at local level in African countries. We use the Afrobarometer Round 7 Surveys, and base our empirical methodology on 2SLS-IV regressions to take into account the concern of reverse causality. The findings reveal that ICTs have a positive and significant effect on the achievement of SDGs, notably, in eight out of thirteen goals (Goal 1 "No poverty", Goal 2 "Zero Hunger", Goal 6 "Clean water and sanitation", Goal 8 "Decent work and economic growth", Goal 11 "Sustainable cities and communities", Goal 5 "Gender equality", Goal 7 "Affordable and clean energy", Goal 9 "Industry, innovation and infrastructure"). The results suggest that ICTs can help to accelerate progress towards SDGs in Africa.

    The study assesses linkages between information technology, inequality and adult literacy in 57 developing countries for the period 2012-2016. Income inequality is measured with the Gini coefficient while six dynamics of information technology are taken on board, namely: use of virtual social network, internet access in schools, internet penetration, mobile phone penetration, fixed broadband subscription and number of personal computer users. The findings show that only internet access in schools unconditionally promote adult literacy. The corresponding inequality threshold that should not be exceeded in order for internet access in schools to continue promoting adult literacy is 0.739 of the Gini coefficient. Policy implications are discussed.

    This paper analyzes the importance of information technology (IT) in banking for entrepreneurship. To guide our empirical analysis, we build a parsimonious model of bank screening and lending that predicts that IT in banking can spur entrepreneurship by making it easier for startups to borrow against collateral. We provide empirical evidence that job creation by young firms is stronger in US counties that are more exposed to ITintensive banks. Consistent with a strengthened collateral lending channel for IT banks, entrepreneurship increases more in IT-exposed counties when house prices rise. In line with the model's implications, IT in banking increases startup activity without diminishing startup quality and it also weakens the importance of geographical distance between borrowers and lenders. These results suggest that banks' IT adoption can increase dynamism and productivity

    During the last few decades, India’s trade with the Latin American and Caribbean (LAC) countries has grown substantially, especially in the area of Information Technology (IT) services. The definition of IT services now includes a plethora of IT-enabled services (ITeS) directed to specific sectors, including Agri-tech, Fin-tech, Health-tech, manufacturing and mining-based services, as well as e-commerce. This sector has attracted significant Indian investment in the region. Over the last decade, the share of the IT sector in total Indian Foreign Direct Investment (FDI) in the region has nearly doubled to about 15 percent today.The COVID-19 pandemic has posed a myriad of challenges and new prospects for ITeS. The industry is confronting this health crisis through opportunities to promote skill-up, embrace the digital transformation and stimulate overall growth of the industry in both regions. The increased reliance on e-commerce has paved the way for greater development of IT-enabled financial products delivered via mobile applications.     Using newly digitized data on the growth of the telegraph network in America during 1840-1852, the paper studies the impacts of the electric telegraph on national elections. I use proximity to daily newspapers with telegraphic connections to Washington to generate plausibly exogenous variation in access to telegraphed news from Washington. I find that access to Washington news with less delay significantly increased voter turnout in national elections. For mechanisms, I provide evidence that newspapers facilitated the dissemination of national news to local areas. In addition, text analysis on more than a hundred small-town weekly newspapers from the 1840s shows that the improved access to news from Washington led newspapers to cover more national political news, including coverage of Congress, the presidency, and sectional divisions involving slavery. The results suggest that the telegraph made newspapers less parochial, facilitated a national conversation and increased political participation. I find little evidence that access to telegraphed news from Washington affected party vote shares or Congressmen's roll call votes.
