    Paid family leave allows workers to take time off from work to care for a family member with a serious health condition, with reduced financial risk and increased job continuity. In 2004, California was the first state in the nation to implement a paid family leave program allowing workers to take up to eight weeks off work with partial pay to care for their own or a family member's serious health condition. While the effects of California's law on the labor supply of parents of newborns have been extensively studied, the role of paid family leave in the labor supply of workers who may need to provide care for a spouse has not been studied widely. We examine the effects of California's law on the employment of workers who are aged 45-64 and have a disabled spouse, using the 2001-2008 American Community Survey. Our preferred estimates suggest the paid leave program increased the employment of 45-64 year old women with a disabled spouse in California by around 0.9 percentage points (or 1.4% on a pre-law base rate of 65.9%) in the post-law period compared to their counterparts in other states, with a 2.9 percentage point rise in private sector employment. The employment of men with a disabled spouse in California also increased, but by a smaller amount: 0.7 percentage points (or 0.8% on a pre-law base 86.8%) (with a non-significant 0.4 percentage point decrease in private sector employment).

    This paper provides an overview of the evolution of the COVID-19-induced health and labour market crises in the Least Developed Countries (LDCs), drawing on a large set of available data and sources. It highlights how the outbreak is affecting jobs and incomes via multiple channels of transmission. It looks at policy responses so far and provides some suggestions for national employment and economic policies, as well as international support to help LDCs on their path to a job-rich recovery and future resilience While the effects of the outbreak of the COVID-19 pandemic in the most advanced nations are receiving much attention, the Least Developed Countries (LDCs) are at risk of suffering the most severe economic and social damages. Plummeting exports and drops in tourism and remittances, coupled with even a few weeks of lockdown, are profoundly affecting labour markets in LDCs, not least because most people work informally, have little cash reserves, no paid sick leave, no access to teleworking and nothing to fall back on. At the same time, governments have limited fiscal space available to provide relief to individuals and enterprises. This paper provides an overview of the evolution of the health and labour market crises in the LDCs, drawing on a large set of available data and sources. It highlights how the outbreak is affecting jobs and incomes via multiple channels of transmission. It looks at policy responses so far and provides some suggestions for national employment and economic policies, as well as international support to help LDCs on their path to a job-rich recovery and future resilience

    This chapter surveys recent literature on the drivers of mothers' labour supply in OECD countries. We present a number of facts on the variations across time and across countries of family composition and mothers' employment. We aim to answer key questions on their decision to return to work after childbirth: How is the decision taken within the household? What are the contemporaneous and longer term determinants of this decision? What other lifecycle choices are interrelated with the labour supply choice? How do social norms and policy influence this decision? What role is there for policy to play in households' decision regarding mothers' participation in the labour force? We aim to summarise the main results from recent research on these questions. We will see that there are large variations in the policy choices made in different countries, which may reflect both the difficulty of designing an optimal mix of policies and the diversity of societies' perceptions of women combining motherhood and career.
