Der aktuelle Band widmet sich aus unterschiedlichen Disziplinen dem hochaktuellen Thema „Umwelt und Gesundheit“. Sowohl das grundsätzliche Verhältnis von Mensch und Umwelt, als auch ganz konkrete Wechselwirkungen und Konsequenzen werden hier in den Blick genommen. Die Rede von der Welt ist in aller Munde, zumal angesichts der aktuellen Dynamik, die als fortgeschrittene ‚Globalisierung‘ begriffen wird. Besonders in der deutschen Sprache tritt das kleine Wort mit der großen Bedeutung häufig in zusammengesetzten Wörtern auf. Solche Welt-Komposita sind immer auch Verfahren, Welten – die es ja nicht an sich und je schon gibt – zu komponieren, und ihre genauere Analyse ermöglicht Einblicke in die Vielfalt der Kompositionsweisen.

    Between 2007 and 2018, federal agencies in Brazil confiscated around 1,300 cargoes of smuggled or counterfeit pesticides. These products are often described by industry bodies as more toxic than those legally traded or as ineffective against pests, but there is little information about this type of crime. This article presents a profile of this type of crime in Brazil, based on a dataset with 3,690 observations, drawn from information about confiscated pesticides in forensic reports from the Brazilian Federal Police. Based on evidence from this dataset, this article concludes that: the volume of pesticide smuggling is probably small when compared to the volume of pesticides consumed in Brazil; there is no evidence that smuggled products are more toxic than those traded in the legal market, although they may be of greater environmental risk; smuggled goods are rarely counterfeit; smuggling is caused by price differences rather than bans on the use of certain active ingredients; pesticides in unlabelled packings are more toxic than those in labelled packings; the main origin of smuggled pesticides is China, which commonly enter into Brazil through Paraguay and Uruguay; confiscations tend to grow in periods of pre-planting or planting; there is some evidence that organized groups are involved with this type of crime, but it is mainly conducted by petty smugglers. In summary, evidence indicates that pesticide smuggling does not bring substantial additional risks to public health, occupational health or the environment, besides those already observed in products bought in the legal pesticide market. Although smuggling must be repressed, this topic may be mainly of symbolic importance. In a context in which various actors within and outside the state mobilize in favour of greater restrictions on pesticides and higher levels of taxation on this sector, emphasising the potential negative consequences of smuggling contributes to associate the sector to a responsible behaviour and to expand their networks with government officials.

    Violence and harassment are widespread issues within the garment sector in Asia, and with the effects of climate change increasing, it is possible that these behaviours could escalate. Using Bangladesh as a case study, this working paper will highlight the intersection between climate change and gender-based violence and harassment by exploring how climate change, measured by increasing heat stress and extreme weather events, could lead to heightened violence being faced by the (mostly female) workers in the sector as a result of its impact on productivity. It is important to note that gender-based violence in the world of work exists independently of climate change; however, evidence finds that violence in the garment sector can be linked to workplace intensity, which is likely to be further stressed by the impacts of climate change, should current trends continue. In addition, gender-based violence tends to increase with higher levels of socio-economic vulnerability, which climate change will also increase. Accordingly, while addressing harmful social norms is key to improving gender equality and reducing gender-based violence and harassment in the world of work, this working paper will explore how climate change will further exacerbate the factors associated with the prevalence of such behaviours within the current context and how, if left unaddressed, this combination of factors could ultimately contribute towards heightened levels of violence and harassment within the garment sector.

    We provide ex-post empirical analysis of the effects of climate policies on carbon dioxide emissions at the aggregate national level. Our results are based on a comprehensive database of 121 countries. As climate policies we examine carbon taxes and emissions trading systems (ETS), as well as the overall stringency of climate policies. We use dynamic panel regressions, controlling for macroeconomic factors such as economic development, GDP growth, urbanisation, as well as the energy mix. We find that higher carbon taxes and prices of permits in ETS reduce carbon emissions. An increase in carbon taxes by $10 per ton of CO2 reduces CO2 emissions per capita by 1.3% in the short run and by 4.6% in the long run.

    We survey 861 finance academics, professionals, and public sector regulators and policy economists about climate finance topics. They identify regulatory risk as the top climate risk to businesses and investors over the next five years, but they view physical risks as the top risk over the next 30 years. By an overwhelming margin, respondents believe that asset prices underestimate climate risks rather than overestimate them. We also tabulate opinions about the correlation between growth and climate change; social discount rates appropriate for projects that mitigate the effects of climate change; most influential forces for reducing climate risks; and, most important research topics.

    This paper explores agricultural performance of Mozambique, its institutional weaknesses, and the underlying factors that underpin an unsatisfactory performance during many decades. We point to the role of systemic political instability and violence combined with challenges to state legitimacy. Regional divides and lack of market integration continue to influence in a critical and all-encompassing manner. Finally, the way in which the interests of the elite and the influence of donors have affected progress in the agriculture sector suggests the need for concerted reorientation in existing strategies, policies, and priorities. This is reinforced by future challenges, including the extractive industry; population growth and internal migration; national and international markets; climate change; and COVID-19. We highlight the need to place the future of agriculture in Mozambique within a long-term perspective, focusing on the adoption and stabilization of an institutional framework aimed at increasing agricultural productivity and preserving the environment.

    Preserving environmental quality and addressing economic inequality both feature prominently in public discourse. Neither of these two issues can be fully understood in isolation, and policies aiming at one issue will increasingly have to consider interactions with the other. We synthesize theoretical mechanisms that underpin inequality-environment interlinkages, and take stock of the empirical evidence. Our review is structured into four main blocks, describing, first, how the distribution of environmental amenities and dis-amenities is associated with income and wealth, second, how economic inequality affects environmental outcomes, third, how the cost of environmental policy is often borne unequally, and, fourth, how both the distribution of environmental quality and economic inequality shape welfare considerations underlying public policy appraisal. We argue that it is crucial to consider inequality-environment interlinkages even if one’s primarily concern is one or other of these issues, and close by highlighting a number of areas for future research.

Die »Schuld des Mordes an der Erde Lieblichkeit«: Dieses Thema durchzieht das Werk der Annette von Droste-Hülshoff von Anfang bis Ende. Dabei verbinden sich religiöse und anthropologische Fragen mit sehr handfest ökologischen. Diese Dichtung begreift »Natur« als einen umfassenden und dynamischen Lebenszusammenhang, dessen Zerstörung auch eine Selbstzerstörung des Menschen bedeutet. Die faszinierende Studie deckt Annette von Droste-Hülshoffs ökologisches Schreiben auf - die oft gerühmte sinnliche Intensität ihrer Naturbilder, ihren Sinn für spirituelle Dimensionen des Lebendigen, ihre sensible Wahrnehmung von Gefährdungen, deren Ausmaß erst heute sichtbar wird. Dabei wird die radikale Modernität einer Dichterin sichtbar, die in ihren großen Naturgedichten und in Erzählungen wie der »Judenbuche« provozierend neue literarische Verfahren erprobt.

    This is the introductory essay to the Special Issue “Faith after the Anthropocene” published in Religions 11:4 and 11:5. How does the Earth’s precarious state reveal our own? How does this vulnerable condition prompt new ways of thinking and being? The essays that are part of this collection consider how the transformative thinking demanded by our vulnerability inspires us to reconceive our place in the cosmos, alongside each other and, potentially, before God. Who are we “after” (the concept of) the Anthropocene? What forms of thought and structures of feeling might attend us in this state? How might we determine our values and to what do we orient our hopes? Faith, a conceptual apparatus for engaging the unseen, helps us weigh the implications of this massive, but in some ways mysterious, force on the lives we lead; faith helps us visualize what it means to exist in this new and still emergent reality.

    The governance of international trade incurs major costs, including to the environment. Global supply chains are complex, and traditionally involve the printing, dispatching, processing, exchanging, and ultimately discarding of vast quantities of paper documents. Trade facilitation, and particularly the implementation of cross-border paperless trade, have the potential to significantly reduce these environmental burdens. We estimate the greenhouse gas savings for the Asia-Pacific and the World from implementing paperless trade by combining detailed descriptions of trade transactions, data on trading volumes and relevant emissions factors. Our results indicate that, even with conservative assumptions, the emissions savings from paperless trade implementation can be very high-driven especially by efficiency gains from handling data digitally. Still, the savings from trade digitization pale in comparison to the emissions from transport in international supply chains.

    The effects of international trade on the planet's climate and environment are manifold and complex. This makes assessment of the impact of free trade agreements (FTAs) a delicate matter. This study provides an overview of the development of sustainability chapters in FTAs and discusses their potential and limitations. It highlights particular industry-specific environmental issues related to EU trade, especially with developing countries, and presents complementary policy options. In this vein, it zooms in on the EU-Mercosur FTA, for which a political agreement was reached in June 2019. It contrasts the estimated cost of increased CO2 emissions attributable to intensified trade relations, as one element of the 'pains from trade', with the estimated 'gains from trade' arising from lower prices for consumers. The analysis suggests that the benefits outweigh the costs; yet, the result is sensitive to assumed prices for pollutants. Furthermore, the effectiveness of the incorporated sustainability chapter is limited by its enforceability. The latter provokes a discussion on the modernisation of the framework of the World Trade Organization, which currently does not allow environmental challenges to be tackled effectively.

    Diese Studie liefert ein Update zu den 2017 berechneten Handels- und Wohlfahrtseffekten des Brexit für die österreichische und die britische Wirtschaft ("Estimating the Trade and Welfare Effects of Brexit. A Panel Data Structural Gravity Model"). Die Schätzung erfolgt mit einem strukturellen Gravitationsmodell auf disaggregiertem Branchenniveau. Die Studie vergleicht die ökonomischen Folgen des am 24. Dezember 2020 vereinbarten Freihandelsabkommens zwischen der EU und dem Vereinigten Königreich mit den Handels- und Wohlfahrtseffekten aus einem ungeregelten Ausscheiden des Vereinigten Königreichs. Demnach dämpft das Freihandelsabkommen die negativen bilateralen Handelseffekte, kompensiert sie jedoch nicht vollständig. Das Vereinigte Königreich ist vom Ausscheiden deutlich stärker als Österreich betroffen. Die größten negativen Handelseffekte zeigen sich für den Agrarsektor sowie in der für den bilateralen Handel wichtigen Kfz-Branche.

    Mit der Verabschiedung des Europäischen Grünen Deals rückten Klimaschutz und ökologische Nachhaltigkeit weiter in den Fokus der EU-Politik. Neben zahlreichen internen Maßnahmen sieht der Grüne Deal auch vor, dass die EU eine energische "Diplomatie des Grünen Deals" entwickelt, die darauf abzielt, weltweit ambitionierte Umwelt-, Klima- und Energiestrategien zu fördern und umzusetzen. Damit kommt der Handelspolitik eine entscheidende Rolle zu, deren vorrangiges Instrument aufgrund des Stillstands in den multilateralen Verhandlungen im Rahmen der Welthandelsorganisation (WTO) bi- und plurilaterale Freihandelsabkommen (FHA) sind. Vor diesem Hintergrund geht dieser Policy Brief auf die möglichen Synergien, aber auch das Spannungsverhältnis zwischen der angestrebten ökologischen Nachhaltigkeit und der EU-Freihandelspolitik ein.
