    Structural transformation can spur economic growth and development if it increases overall productivity growth. A labor market environment that enables workers and enterprises to transition smoothly across sectors and into more productive economic pursuits can enhance the effect of structural transformation on economic growth. This study examines Ghana’s recent record of structural transformation and labor market performance. Based on the findings, the study proposes ways to further transform the country’s economy, in a way that stimulates stronger, sustained growth and produces gainful, productive, and inclusive private employment. The COVID-19 (coronavirus) pandemic and associated global economic crisis have posed a substantial setback to Ghana’s economic progress and plans, but these challenges also underscore the need for structural transformation that can both strengthen economic performance and improve labor conditions and outcomes

    This Working Paper analyses the role of tripartite social dialogue in supporting green workplaces and, more generally, promoting just transitions at enterprise level. The Working Paper explores the different mechanisms whereby social dialogue has contributed to governing, promoting and implementing policies and initiatives to achieve the above goals, with a particular focus on the role of National Social Dialogue Institutions (NSDIs). In doing so, the Working Paper also discusses the main challenges facing social partners regarding their involvement in these policies and processes, including the opportunities or obstacles created by the institutional framework, the type of technical capacities required and the articulation between different levels of social dialogue. Lastly, the Working Paper provides some policy pointers to enhance the role of social dialogue as a tool to sustain just transitions and extend green workplaces.

    Our study investigates the heterogeneity of skill demands within occupations, the firm activities that are associated with demand for broader skill sets, and the firm characteristics that are related to particular skills and different combinations of skills. We use a unique matched database of firm-level data and online job vacancy data for a developing economy, namely, India. Employing a multi-level machine learning technique and an innovative skill taxonomy, we identify and categorize skill requirements of firms. Our empirical analysis provides robust evidence of significant heterogeneity in skill requirements across firms within the same occupations. Additionally, we show that firms demanding diverse skills differ from their counterparts. Firms that are competitive in international markets, as well as those that are more innovative, require digital skills and specific combinations of digital and other skills. Our findings highlight the crucial role played by firms in defining the changing nature of work.

    Amidst the signing of various trade agreements defining trade rules and commitments for economies globally, the Regional Comprehensive Economic Partnership (RCEP) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) both emerged as the largest and latest of them. Dubbed as a comprehensive agreement involving 15 and 11 member economies respectively, the combined impact of these trade agreements are expected to facilitate deepened integration of its members to the global economy resulting to global economic growth and poverty alleviation. Similarly, such agreements may also present threats such as increased inequality, stiffer competition for local industries, among others. Given the opportunities and threats of these agreements to participating economies, examining the readiness of enterprises to liberalization remains a crucial subject for its member economies and prospective members including the Philippines. We look at the tourism industry in the Philippines given its significance as the country's top economic pillar heavily affected by the coronavirus (COVID-19) pandemic. We explicate the continuously expanding role of the tourism industry in the economy, identify opportunities for and threats to the tourism industry, and assess the readiness of tourism enterprises in participating-by addressing the research problem: how can tourism enterprises prepare themselves for the impacts of trade liberalization brought about by RCEP and CPTPP? Using the triangulation method, specifically qualitative data gathering methods: document review, key informant interviews (KIIs), and focus group discussion (FGD), we construe that both agreements offer limited opportunities for tourism stakeholders to participate in liberalization activities, while tourism stakeholders remain challenged by issues pertaining to mutual recognition and standardization of skills and capacity development. Findings are useful to industry practitioners, government, and academicians in understanding where the tourism industry stands amid these developments in the local and international economic environment.
