    This paper analyzes the reopening process of countries in Europe and Central Asia after the first wave of the COVID-19 pandemic and provides evidence on the effects of different reopening trajectories and their timing and speed on economic recovery. The analysis indicates that countries that adopted a gradual, staged reopening experienced stronger economic recovery compared with the countries that rushed into lifting the restrictive measures before the pandemic was under control. Postponing lifting the restrictions until after the pandemic's peak was reached has a positive impact on economic activity. Governance also matters: a higher level of trust in government is associated with increased economic activity among countries that carried out a gradual reopening process. There is also suggestive evidence that providing people objective data on the progress of the pandemic may speed up the recovery process

    The study aims to understand the impact of COVID-19 on citizens' livelihoods, the accessibility and effectiveness of the Government's relief packages, and public confidence and trust in the government responses to the pandemic. The study reveals several important findings as follows. First, the government responses to contain the COVID-19 outbreak have proved to be swift and effective, according to citizens surveyed. This is evident in the respondents' high consensus of strong support for government policy and actions to contain the pandemic. Importantly, people who have positive experiences with their provincial performance in governance and public administration were more supportive of the government's responses during the pandemic. Second, despite such government and citizen responses, the COVID-19 pandemic has generated negative impacts on the Vietnamese citizens and the national economy as a whole. The survey findings reveal that 24 percent of the respondents reported job losses because of the pandemic. These are also 65 percent of the respondents reporting income loss. Third, the findings of the survey reaffirm an overall positive feedback from citizens of and experience with the government's support package. People who received supports from the package were more likely to support the government's responses to the COVID-19 pandemic.

    The novel coronavirus disease, COVID-19, has brought significant change to people's lives and business activities nationally, regionally, and globally. The Philippines took swift action-including enhanced community quarantine (ECQ)-to contain the pandemic and launched an emergency subsidy program with massive public spending to support disrupted households and businesses. The strict lockdown ran from mid-March to the end of May 2020 in the national capital region and high-risk provinces, causing huge economic losses. Six months after the March lockdown, the Philippine economy has moved to the recovery stage, but micro, small, and medium-sized enterprises (MSMEs) are continuing to confront a sharp drop in demand and revenue. This paper examines the initial impact on MSMEs of the ECQ and lockdown measures using evidence obtained from a rapid nationwide survey conducted from the end of March to mid-April 2020 and derives policy implications.

    This paper summarizes unprecedented adverse health and economic impacts as well as policy responses in the Asia and Pacific region and the rest of the world generated by the coronavirus disease (COVID-19) pandemic in 2020. By the end of 2020, over 80 million people had been infected, with developing Asia accounting for 17% of cases. As the pandemic progressed, the Asian Development Bank (ADB) carried out assessments of the impacts on the global economy as well as on the overall economies of its developing members, updating the analyses as more information became available. On the whole, five economic impact assessments were undertaken in 2020 - one each in March, April, May, June, and December. Based on the latest analysis, relative to a no-COVID-19 baseline, global losses were estimated at 5.5%-8.7% of world GDP in 2020 and 3.6%-6.3% of world GDP in 2021, with the corresponding losses for developing Asia amounting to 6.0%-9.5% of regional GDP and 3.6%-6.3% of regional GDP in 2020 and 2021, respectively. These impacts largely originate from declines in domestic demand and tourism, and from global spillovers. As a result of these losses, real GDP of the developing Asian region is estimated to have contracted by 0.4% in 2020. A partial recovery is expected in 2021, with regional growth projected at 6.8%. Further analyses were carried out to study the impacts on: micro, small, and medium-sized enterprises; employment; migration and remittances; poverty; nonperforming loans; and debt sustainability. Faced with wide-ranging unfavorable impacts, governments and multilateral lenders responded aggressively to mitigate the adverse effects of the pandemic. Many governments provided direct income support to households and businesses to help them cope with the economic shock. Meanwhile, multilateral lenders like ADB readily provided support in terms of finance, knowledge, and partnerships. In addition, ADB launched a $9 billion vaccine facility, the Asia Pacific Vaccine Access Facility, in December 2020, to support its low- and middle-income member countries in the effective procurement and delivery of COVID-19 vaccines. Despite the availability of vaccines, however, there is no room for complacency, as it will take years for the global population to achieve herd immunity, especially amidst the emergence of new, more transmissible, virus strains. While COVID-19 has brought about long-lasting changes to the global economy, it is up to policymakers to use this opportunity to adapt COVID-19 responses to address longer-term challenges.

    The Covid-19 pandemic caused major shifts in the operation and fortunes of several industries within New Zealand, including an immediate impact on the workforce. In this setting, the combined epidemiological and economic responses of the government, businesses and the general public played a significant role in the health of, and the provision of basic necessities to, the population, maintaining the viability of the economy despite lockdowns. Indeed, New Zealand's combination of policy responses resulted in one of the world's lowest death rates, while the economy's economic loss was on a par with the European countries. Policy responses to workforce disruptions included the swift designation of essential service workers, a government-sponsored wage subsidy scheme and the facilitation of remote work and digital commerce, which allowed uninterrupted operations for many businesses and public sector agencies. This paper discusses the changes in the business environment in New Zealand from an economics perspective, and the special elements of the government's policy response to the Covid-19 pandemic.

    In the globalization era, many products in the tourism industry are imported from other economies; whereas other products may be exported as intermediates to other economies. Researchers have assessed the economic impact of tourism for more than 40 years, but have shed little light on the economic impact on economies in the global value chain. To fill this gap, this analysis used the multiregional input-output table with 35 industries and 63 economies to comprehensively examine the economic contribution of tourism to Thailand as well as to the global economy. Findings suggest that tourism in Thailand generates significant economic impact on output and value added. The industry has stronger intra-spillover and linkage with domestic industries, particularly downstream industries, and weaker connections with industries in other economies in the global supply chain. The multiregional input-output model also reveals that it can measure the export performance of the industry more accurately than the traditional input-output model. Findings generate comprehensive empirical results for destinations and regional organizations to more accurately strategize tourism or regional tourism development plans.

    This paper studies the impact of UNESCO World Heritage List (WHL) inscription on income and property values in the Italian municipalities that had their sites inscribed during the past two decades. To address the selection bias and identify the causal impact of inscription, we focus on sites included in the national 'tentative list' (i.e., list of candidates for subsequent nomination) and exploit the plausibly exogenous timing of inscription conditional upon entering the list. The evidence from an event study analysis suggests that WHL listing has a significant impact on the level and distribution of income. Possible underlying mechanisms are discussed.

    This paper analyzes the reopening process of countries in Europe and Central Asia after the first wave of the COVID-19 pandemic and provides evidence on the effects of different reopening trajectories and their timing and speed on economic recovery. The analysis indicates that countries that adopted a gradual, staged reopening experienced stronger economic recovery compared with the countries that rushed into lifting the restrictive measures before the pandemic was under control. Postponing lifting the restrictions until after the pandemic's peak was reached has a positive impact on economic activity. Governance also matters: a higher level of trust in government is associated with increased economic activity among countries that carried out a gradual reopening process. There is also suggestive evidence that providing people objective data on the progress of the pandemic may speed up the recovery process

    In this paper, we identify the main fishing grounds and track the response of fishing vessels' activity to tropical cyclones (TCs) in the Philippines' Exclusive Economic Zone during 2012. We use satellite imagery from the National Oceanic and Atmospheric Administration to locate fishing vessels and identify the main fishing grounds; in conjunction with data on TCs' speed and trajectory from the International Best Track Archive for Climate Stewardship database. We use kernel density functions to identify fishing grounds and Vector Generalized Linear Model and Bayesian Time-Varying Parameter to assess the impact of TC speed on the location of fishing vessels during and after the TC. Our quantifications reveal the overall negative impact of TCs on the number of active boats during and 2 days after the TC. The fishing grounds located within the Sibuyan Sea, Visayan Sea, and Panay Gulf are the most affected areas. Daily reduction in the commercial fishing production in Western Visayas alone for every day a TC passed through was estimated at 7,800 tons per day, affecting more than 188,000 families.
