    Korea is a top player in emerging digital technologies, with an outstanding digital infrastructure and a dynamic ICT sector. The COVID-19 outbreak highlighted the importance of digitalisation to contain the spread of the virus, by allowing quick testing and tracing of infected people, and spurred the development of the "untact economy". Remote access both facilitated physical distancing and mitigated the economic impact of the crisis by enabling more people to continue working. Digital technologies offer opportunities to raise firms’ productivity and the population’s well-being. However, wide productivity gaps between large firms and SMEs and between manufacturing and services weigh on economy-wide productivity, which is far below the OECD average. A wide skills gap between youth and older generations prevents an increasing share of the population from taking part in and enjoying the benefits from a digitalised economy. This paper suggests ways to narrow the digital divide by enhancing the diffusion of digital technologies among firms and among individuals. Increased participation in quality ICT education and training for students, teachers, SME workers and older people is key to address the lack of adequate skills and awareness of digital benefits or dangers (online security, cyberbullying, addiction). Promoting innovation networks between SMEs, academia and large firms through vouchers or platforms can support SMEs’ R&D and commercialisation of innovative goods and services. Waiving stringent regulations through regulatory sandboxes can help identify and alter regulations that hinder the adoption and diffusion of digital technologies.

    This study presents the indications of the presence of a digital divide in Asia through indicators for the region and selected Asian countries. The digital divide can be seen as a determinant for the use of digital platforms as material access and skills access affect how digital platforms will be used and maximized. Data from a number of countries in Asia show that certain segments of the population have better access (motivational, material, skill, and usage) to computers and the internet. These would include those who live in the urban or more affluent areas, those who are neither too old nor too young to utilize the technology, those who are male, those who are more skilled/educated, and those who have high levels of trust. van Dijk’s model posits that these groups would also be more likely participate in - and benefit from - the platform economy. As noted by van Dijk’s model, the digital platforms will face their own divide, which has already started to manifest in certain platforms. The case of accommodation platforms show that the more commercialized and touristy areas will benefit the most. This will place a wider gap between commercial and touristy areas and its periphery. Other platforms also face trust issues and security issues. Capital platforms will tend to increase the income inequality among individuals as documented by the study of JP Morgan. Those who have assets would tend to earn more from digital platforms. To address the inequality that may be caused by the digital platforms, policy interventions should address not only the provision of material access but also addressing the other forms of divide.

However, wide productivity gaps between large firms and SMEs and between manufacturing and services weigh on economy-wide productivity, which is far below the OECD average. A wide skills gap between youth and older generations prevents an increasing share of the population from taking part in and enjoying the benefits from a digitalised economy. This paper suggests ways to narrow the digital divide by enhancing the diffusion of digital technologies among firms and among individuals. Increased participation in quality ICT education and training for students, teachers, SME workers and older people is key to address the lack of adequate skills and awareness of digital benefits or dangers (online security, cyberbullying, addiction). Promoting innovation networks between SMEs, academia and large firms through vouchers or platforms can support SMEs’ R&D and commercialisation of innovative goods and services. Waiving stringent regulations through regulatory sandboxes can help identify and alter regulations that hinder the adoption and diffusion of digital technologies.

This paper evaluates the effect of school closures on student learning in Uzbekistan, using a unique dataset that allows assessing change in learning over time. The findings show that test scores in math for grade 5 students improved over time by 0.29 standard deviation despite school closures. The outcomes among students who were assessed in 2019 improved by an average of 0.72 standard deviation over the next two years, slightly lower than the expected growth of 0.80 standard deviation. The paper explores the reasons for no learning loss.

    This study presents a rapid assessment of digital technology's adoption in Philippine agriculture and its implications for smallholder farmers. Modernization of agriculture, a perennial goal in agricultural policy, is increasingly linked with digital technologies, as outlined in the Philippine Development Plan (PDP) and underscored by Industry 4.0's transformative impacts on markets, trade, and manufacturing. Digital agriculture offers significant potential benefits, including enhanced productivity, market access, and sustainability. However, it also presents the risk of exacerbating the "digital divide," potentially leaving vulnerable rural populations further behind. The assessment explores the current application of digital technologies in agricultural value chains, the prospects for further adoption, and whether these technologies are benefiting the most vulnerable farmers and fisherfolk. Findings reveal that, while certain digital agriculture components like advisory apps and online retail networks are widespread, others remain in early development or at prototype stages. Government priorities and stakeholder interest (farmers, fisherfolk, agribusiness companies) suggest promising prospects for the expansion of digital agriculture tools, including decision support systems and online marketplaces. The study also identifies strategies to bridge the digital divide, such as community organizing, development of rental markets, and investments in rural connectivity. Key policy recommendations include harmonizing government data and advisory services, creating a single government portal for digital agriculture, integrating digital solutions into farm management, expanding decision support for diversification and climate resiliency, and establishing a centralized e-commerce platform. Emphasizing the importance of governmentled initiatives, the study advocates for exploring public-private partnerships to enhance the commercialization and accessibility of digital agricultural technologies.
