    We propose that crisis experience influences preferences towards COVID-19 vaccination and the speed of vaccination during the initial phase when vaccines became available. We use macro and micro data to empirically investigate our theory and introduce a novel crisis experience index. Evidence based on macro data shows that a one-standard-deviation increase in our new crisis experience index gives rise to around 10 additional administered vaccine doses per 100 citizens (around one standard deviation). Our micro-level analysis provides evidence for a microfoundation of the macro-level results, indicating that the crisis history of countries is positively correlated with preferences towards COVID-19 vaccination. Disentangling socialization effects and experience effects, we find that citizens who have experienced crises during their impressionable years (ages 18–25) have stronger preferences for being vaccinated against COVID-19 than others.

    The directives and regulations on banking crisis management approved in the years 2013-2014 established inflexible limits on the use of public financial resources. This political choice of the European legislature could cause administrative authorities to find themselves with their hands tied in case the COVID-19 pandemic will give rise to failures of banking intermediaries, jeopardizing the overall stability of the financial system. Such a stance is not consistent with the Treaty approach on State aid that confers large discretion to the European Commission to adapt the rules to different economic scenarios. The criticism does not dispute the principle that public financial support must be the last resort to be activated and that its use must be limited to the minimum. The paper suggests that wide discretion on the part of the administrative authorities is necessary especially in the case of a pandemic-derived crisis, which is very difficult to predict and which dramatically changes the economic scenarios. Moreover, a pandemic causing negative consequences on all economic systems, even if it could have different effects in each Member State, requires collective action. Therefore, the choices on how to react to the crisis, including the case of a banking crisis, must be decided at the European level

    The United Nations and the European Union have been working together since 2003 in the areas of peace operations and crisis management. They cooperate in regions such as the Western Balkans, Africa, and the Middle East. As the main representatives of the most important global and regional organizations, the UN and the EU aim to deploy efficient and fast responses to different types of crises such as: civilian, political, or institutional. In September 2018, they identified eight priorities to be addressed in the framework of the UNEU Strategic Partnership on Peacekeeping and Crisis Management for 2019-2021, stressing especially the importance of women for peace, and security. Then, two years later, in September 2020, during the 75th session of the UN General Assembly, they signed the Framework Agreement on Mutual Support in the context of their respective missions and operations in the field. In this working paper, we use primary sources such as official documents, interviews, and declarations to look at how this relationship has developed, and to assess the main implications of the partnership for the parties concerned and its main beneficiaries.

    From European integration to domestic politics to the development of the global economy, technocracy and private ordering have shaped economic behaviour. Such transformative private-driven forces of economic activity flourished through the promulgation of voluntary standards. In view of the ever-increasing powers that are transferred to private actors and their relative power as a de facto pillar of global regulatory making, it is surprising that their dominance remains largely unaffected by regulatory shocks that they partly cause. Rather, in practice, crises (broadly defined as disruptive disturbances) appear to empower such forces or generate new ones, whereas existing checks and balances fail their initial purpose. In emphasising the role of the innate traits, fabric of interactions and dynamics in times of crises within private rule-making bodies, the present article analyses the foundations for a new, evidence-based theory to explain the resilience of private collective action and establishes a research agenda

    This short piece discusses the results of simple regression analysis using cross country data to determine the factors that have influenced fluctuations in real output during the covid-19 pandemic period. Focus is on explaining not only output growth from 2020 to the first half of 2021, but also the length or duration of recessions. The most prominent factors influencing growth include the ability of a country to contain the spread of infections and vaccinate their population. The size of the covid19-induced fiscal stimulus, also matters, especially health care spending. However, the relationship is nonlinear. Beyond a certain point, fiscal spending leads to lower quarterly growth. Policy recommendations are given.

    Since the Great Financial Crisis, emerging market economies (EMEs) have made much progress on enhancing their frameworks to manage banking crises. Yet significant challenges remain. Banking sectors and bank ownership are more concentrated in EMEs than in advanced ecomonies (AEs), and banks fund themselves predominantly through deposits, rather than by tapping capital markets. Banks in EMEs therefore have lower levels of debt that can reliably absorb losses, and are less likely to increase loss-absorbing capacity as capital markets are much less developed in EMEs than in AEs. However, if banks were required to issue more loss-absorbing debt, that may stretch their funding models and aggravate existing vulnerabilities. As a result of that predicament, risks for public finances are usually greater in EMEs than in AEs. Analysing a sample of 11 EMEs, we find that authorities may increase their options to manage banking crises if frameworks are enhanced to facilitate the use of transfer and recapitalisation tools and, importantly, secure broader sources of funding. While this will mitigate risks for public finances, it does not eliminate the need for public backstops. The key is to maximise recoveries if backstops are used. We also propose ways to reduce the cost of crisis management by planning and increasing crisis preparedness.

    This is the first study to evaluate the effects of early pension withdrawal policies on tenures on unemployment payments in the COVID-19 context. We use a novel set of linked whole-of-population administrative records to examine more than half-a-million Australians who found themselves newly on an unemployment payment in the initial months of the COVID-19 pandemic. We estimate that receiving a lump sum of up to A$10,000 from superannuation accounts at the most acute phase of the pandemic, between April and June 2020, resulted in a 32 per cent lower exit rate from unemployment benefits inside the first six months of a spell on benefits, and 14 per cent inside a year of spell. Receiving a lump sum during the second window of opportunity - mostly in July and August 2020 and as a labour market recovery was underway - resulted in a 34 per cent lower exit from unemployment benefits inside the first nine months of spell, and 14 per cent inside fifteen months of spell. The jobseeking deterrence is ultimately temporary but it took close to eighteen months for an estimated convergence between withdrawers and those that didn't withdraw. 162,000 withdrawers with completed spells on average spent an additional 7 weeks on unemployment payments, translating to 8 million additional days in aggregate, and implying A$580 million in additional pandemic fiscal expenditure.

    Die Studie untersucht auf Basis des German Business Panels, wie kleine und mittlere Unter-nehmen (KMU) sowie mittelständische Unternehmen durch die Covid-19-Pandemie gekom-men sind. Sie zeigt, dass die KMU ebenso wie die mittelständischen Unternehmen stärker von der Krise betroffen waren als große und nicht-mittelständische Unternehmen. KMU und mittel-ständische Unternehmen haben sich zudem im zweiten Pandemiejahr weniger gut von der Krise erholt als ihre Pendants. Die Inanspruchnahme staatlicher Corona-Hilfen wurde weniger von der Unternehmensgröße als der Zugehörigkeit zum Mittelstand beeinflusst. Die Hilfen wur-den von den Unternehmen komplementär zu den eigenen betrieblichen Anstrengungen ge-nutzt und haben folglich die Eigeninitiative der Unternehmen nicht verdrängt. Insgesamt be-trachtet, sind die Hilfen vor allem bei jenen angekommen, die sie auch benötigten. Based on the German Business Panel, the study examines how small and medium-sized en-terprises (SMEs) and Mittelstand businesses fared during the Covid-19 pandemic. It shows that SMEs as well as Mittelstand businesses were more strongly affected by the crisis than large and non-Mittelstand businesses. SMEs and Mittelstand businesses also recovered less well from the crisis than their counterparts in the second year of the pandemic. The use of public Corona support was less influenced by business size than by its being a Mittelstand business. These aids were used by the businesses as a complement to their own operational efforts and thus did not crowd out the businesses' own initiative. All in all, the aid has primarily reached those who needed it.

    The COVID-19 was an unprecedented event that tested the capacity of the Philippine government in keeping migrant workers and their families protected and secured. It was not only a matter of simple repatriation process, but this also entailed a multi-dimensional system that encompasses repatriation, health interventions (e.g., testing for COVID-19, treatment, and health monitoring), accommodation and logistical support for quarantine, and economic interventions in the form of financial grants to eligible workers, among others. Existing policy frameworks have guided government response whenever applicable, however nothing has prepared the system for the scale of effects that the COVID-19 pandemic has brought. Thus, managing the influx of returning overseas migrants in the tens and even hundreds of thousands required no less than a whole-ofnation approach. Government agencies involved were forced to expand their networks, innovate their systems, and adapt to the changing events. This entailed a range of interrelated activities and programs that were facilitated by close collaboration and consistent communication among various actors. Based on the findings of the paper, it is crucial to build on the existing digital systems created during this period, strengthen newly formed and existing partnerships, reexamine OFW's insurance and social protection coverage, and consider the creation of, or expansion of existing, contingency fund to address future events of similar nature and magnitude.
