    This paper examines migration trends in the European Union since the enlargements of 2004-2007, which brought 100 million citizens of eleven Central and Eastern European countries into the EU. We examine country- and regional-level data on migration trends and show how European integration depleted the labor force in new member countries. Several of them lost 10% of their population since 2006, most of it via negative net migration. In 2019, 18% of Romanians, 14% of Lithuanians, 13% Croats, and Bulgarians lived in another EU country. The quantitative analysis shows that migration contributed positively to regional convergence, as every percentage point of net migration increased GDP per capita by roughly 0.01% and reduced unemployment by 0.1-0.2 percentage points. Further analysis will be needed to disentangle aggregate migration effects to quantify its impact on regions that lose their population via migration.

    This paper proposes a methodology which combines elements of parametric regression analysis with the nonparametric distribution dynamics approach in order to analyse the role of some variables in the convergence of productivity across European regions over the period 1980-2002. We find that the initial productivity crucially accounts in the convergence process across European regions. Differently, employment growth seems not to play a role, while the Structural and Cohesion Funds seem to play a positive role, even though such effect seems to be very low and statistically significant only at the low bound of the range of initial productivity. The structural change of regional economies plays a positive role, but such effect is statistically significant only for the least productive regions. The output composition of a region in 1980 affects the convergence process of productivity growth in several ways. In particular, the share of non market services on output acts like a source of convergence from 1980 to 2002 but in the long-run it plays a negligible role. Finally, the share of finance acts like a force of divergence across European regions, especially for the least productive regions.

    The last three decades have witnessed important changes in transportation, communication and data processing, with effects over productive processes, trade flows and the international movement of capital. From the viewpoint of developing economies this led to the recommendation of adhering to this process as a tool to foster economic and social development. As for the Brazilian economy, its participation in the process of globalization has been limited so far, except for the movement of capital. Its share in total merchandise trade is low, as is the number of preferential trade agreements. It has not been possible to reduce the 'economic distance' towards the high-income economies.

    What is a good reduced-form representation of Ramsey-Cass-Koopmans. (RCK) model? Solow's model (despite non-optimizing agents) provides predictions largely consistent with a closed-economy RCK but fundamentally differs regarding open-economy income convergence. Where RCK predicts partial income and consumption convergence between open economies Solow predicts full convergence. This paper presents, by a small modification of the savings behavior in the Solow model, a framework that matches RCK’s properties in closed and open economies. The model, labeled rSolow, is analytically tractable, allowing closed-form solutions of all variables, thus makes several explicit and novel predictions. This includes how income and inequality depend on country size; that income growth will be a U-shaped function of initial income thus creating differentiated convergence; and that poor countries bene.t from higher saving but rich countries may not.

Greenhouse gases are a waste product that is often emitted in the production process. Limiting such emissions therefore hampers the accumulation of income and capital. I expand Solow's growth model to accommodate green house gases, and use this to estimate the contribution of such emissions to economic development. The sobering insight is that we would not have witnessed any convergence in the last 45 years if poorer countries had not increased greenhouse gas emissions.

    This paper expands the analysis developed by Ellery Jr. (1994), who estimated the income convergence among Brazilian states from 1970 to 1990. The methodology is based on the convergence model proposed by Barro and Sala-i-Martin (1992) and is applied to test both the beta-convergence and the sigma-convergence. For the period after 1990, and sub-periods, the effects of educational level (used as a proxy for human capital), and international trade on the increase of income states were estimated. The preliminary results show that even after the economic openness in 1990s, the income convergence process has not changed compared to the first period previously analyzed (1970-1990) among the 27 Brazilian states and this process has been still ongoing (0.79% per year) to the recent years.

    The economic recovery in CESEE has strengthened further in recent months, resulting in a number of additional upgrades to our growth forecasts for 2021, to 5.4% on the regional average. This good performance has been built on two important foundation stones: the adaptation of the CESEE economies to the pandemic and the increasing reluctance of their governments to impose restrictions. Labour markets have recovered, too; labour shortages have been on the rise, albeit, paradoxically, underemployment is still an issue. Despite the recent rise in inflation, driven mostly by supply-side disruptions and energy prices, there have been so far few signs of overheating in the region. The pace of recovery is projected to slow to 3.7% next year and 3.5% in 2023. The risks to this forecast are mostly on the downside, and include particularly unfavourable COVID-19 developments, premature fiscal consolidation, and the upcoming monetary tapering in the US.

    This paper proposes new composite measures of relative and dynamic state performance to improve governance and delivery of public programs in developing countries with a federal structure. We rank the performance of 19 major Indian states on two large development programs launched by the Indian government over the last two decades using publicly available data. Although we find volatility in performance over time, there exists a positive correlation between measures of state capacity, development and accountability with program outcomes. Our findings have important implications for both the design and implementation of public service programs of such large scale.

    This paper focuses on the growth and convergence of Central, Eastern and South-Eastern European EU countries (CESEE). We argue that the factors behind the pre-crisis growth model of the region - skilled yet affordable labour force, foreign direct investment, imports of productivity-enhancing technology - are petering out, and are yet to be substituted. We propose a new growth model centred around a shift towards more home-grown innovation, digitalisation, climate change mitigation and a strong focus on skills, labour and social inclusion to leave the middle income trap behind for good and to boost economies' growth prospects in a post-COVID world. Based on analysis of firm-level data, we highlight the prerequisites of making this transition happen.

    This study investigates the long-run cross-economy dynamics in energy productivity across the world. We construct a data set comprising value-added and energy use data on 18 productive sectors in 47 economies over the period 2000-2015. First, we analyze the cross-economy distribution of energy productivity. Compared to 2000, this distribution shifted more towards the world average level in 2015. By using an index decomposition approach, we disentangle energy efficiency effect and economic structure effect as key determinants of the overall energy productivity improvement. Our results show that energy productivity progress is to a large extent driven by technological change but offset by economic structural change. Second, we explore the long-run distribution of energy productivity. Diverse patterns of energy productivity changes across these economies contradict the implicit assumption of standard convergence analysis. To address this issue, we adopt the Markov chain transition matrix. In a long-run steady state, around 64% of sample economies upgrade towards the upper end of the whole distribution, with their energy productivity performing better than the world average. Around 18% of sample economies remain at a level lower than the world average. The results suggest the persistent gap in energy efficiency across economies.

    We study convergence and divergence dynamics in a sample of EMU countries by assembling an extensive dataset that contains information on public spending and policy outcomes in a variety of areas of government intervention including education, health, and civil justice from the early 1990s. We also focus on other important determinants of a country’s economic performance such as the level of regulation of product and labor markets, as well as the trust in political institutions, quality of governance and inequality. Results show that despite divergent economic growth in the Euro periphery countries after the 2011-13 Euro crisis, the quality of services and level of regulation did not deteriorate or indeed improved, increasing convergence with the core Euro countries. However, the debt crisis dramatically worsened citizens’ perceptions of quality of governance as well as the level of social trust. The very different approach followed with the Covid crisis might have mitigated the problem, but the Euro project has still shaky foundations. This calls in question its future political viability and asks for reform.

    Large regional differences exist in female participation across regions within Japan. This paper uses two datasets to show that a significant convergence in female participation took place from 1940 to 2010. Historically, urban areas have had low participation, whereas non-urban areas have had high participation. The participation rate rose steadily and significantly in urban areas and, to a lesser extent in non-urban areas, and as a result, regional differences shrank over time. The microdata from 1982 to 2012 reveal that regional dispersion is large for married women's regular full-time participation in the traditional sector (manufacturing for the less educated and teaching for the highly educated). Compositional changes in demographics and educational attainment explain 74 percent of the convergence for the age 25-39 group, while they explain 40 percent of the convergence for the age 40-54 group. The increase of non-regular employment explains 60 percent of convergence in the latter group. Convergence in married women's regular full-time participation is only observed in the traditional sector (manufacturing and teaching) but not in the new sector (service and retail). Since the compositional change is the major source of convergence for young women's participation, their behavior did not become alike across regions

    This paper compares two alternative growth paths, assessing the effects on productivity of specialisation in natural resources (NR) and in technologically advanced products. The empirical analysis exploits product-level export data for 109 developing and 51 developed economies over the period 1996-2018. We document two distinct types of specialisation, based on exports either of natural resources or of technological products, and compare their role in productivity growth by GMM estimation of a conditional convergence model. In general, reliance on natural resource exports slows growth, but we find that the type of resources exported is important: fuel exports hamper growth while specialisation in metals enhances the catch-up in productivity. Technological specialisation, especially in products typical of the Fourth Industrial Revolution, reinforces productivity growth but does not affect the relationship between resources and productivity growth.

    We use data from online job postings listed on a job board to study how the demand for jobs linked to new technologies during the COVID-19 crisis responded to pandemic mitigation policies. We classify job postings into a standard occupation classification, using text analytics, and we group occupations according to their involvement in the production and use of digital technologies. We leverage the variation in the stringency of containment policies over time and across provinces. We find that when policies become more stringent, job postings in occupations that are related to digital infrastructure or that allow for remote work fare relatively better than postings in more traditional occupations. Job postings for positions in occupations with low risk of automation recover faster during reopenings than postings for more traditional occupations. Occupations typically populated by disadvantaged groups (e.g., women and low-wage workers) gather relatively few job postings if they are not linked to new technologies. We also find that cities with scarce pre-pandemic job postings related to digital technologies post fewer job ads overall when policies become more stringent.
