    This paper aims to contribute to the identification of the key parameters of cluster life cycles. We assume that clusters are embedded in larger technological fields, so that the search for these parameters focuses on the way by which clusters could disconnect their cycle from the cycle of technologies, in order to insure their long term viability. For that, we set out 6 propositions concerning (i) the nature of location decision externalities that prevail in the co-location process; (ii) the particular diffusion process of composite technologies and the positioning of clusters along this process; (iii) the structural properties of clusters and the particular role and position some organizations play in their evolution. Through a cross-synthesis of the whole of these propositions, we discuss 4 basic scenarios of the structural and evolutionary pathways of clusters.We show that clusters succeed in disconnecting their cycle from the cycle of technologies if and only if they display resilience properties.

    Organizations want to have access to each other's resources and so they establish different forms of collaboration strategies (Podolny & Page, 1998). Knowledge sharing and also collaboration are dependent on an organizations' social network and the proximity within this network. A central element in the theory of clustering is the idea that physical clustering of businesses within specialized sectors is a source for regional economic growth (Porter, 1998). The spatial proximity of companies and institutions within related industries create a specific setting in which learning, knowledge sharing and mutual competition are encouraged (Raaijmakers, 2012). Additionally, active participation within the innovation eco system of a Science & Technology park provides actors access to knowledge, facilities and complementary contacts and network structures (Post, 2009). Collective ideation helps an organization to improve the positioning within the technological field and economic market (Alexy et al., 2013), especially within an innovation ecosystem because actors are dependent on each other's behavior (Pisano & Teece, 2007) to be successful in innovation. This research focuses on the question how to design the collective ideation process in particular to foster interactions within the context of a science & technology parks. This research is based 16 semi-structured interviews, conducted at all development stages (idea, startup, grow and mature) of Dutch science & technology parks with stakeholders from different perspectives, based on the triple-helix structure (government, industry, research). The study describes how multiple stakeholders benefit from collective ideation, what mechanisms and tools used in practice and also descibes prerequisites and limitations of collective ideation, This research contributes to consisting literature in three different ways. First, this research builds on theory on how to produce ideas as it offers an structural overview of the process and of the underexplored process-based facilitators (benefits, boundaries, strategies, mechanisms, deliverables) in the process of collective ideation (Harvey, 2014). This research can add a new collaboration method which can be a standard tool in the competitive toolbox of the organization (Alexy et al., 2013). Second, this research provides a new template of collective ideation and a new design of the creative process at the group (Harvey, 2014) and how this can be embedded in strategy (Alexy et al., 2013). Next to that, as relationships strongly depend on knowledge brokering within a network, this research extends understanding in the stickiness of knowledge (Zahra & Nambisan, 2011). It adds new insights on how these networks can be governed successfully (Alexy et al., 2013). Third, the concept of collective ideation is empirically tested at Science and Technology parks which provides a new framework that will help platforms to become more successful (Gawer & Cusumano, 2014). In other words, this research contributes on how to organize innovative activity and open innovation (Alexy et al., 2013; Chesbrough, 2003; Dahlander & Gann, 2010; Laursen & Salter, 2006).

    Regional and sector‐specific skill shortages are either foreseeable or a reality in Germany. It is unclear whether shortages of skilled workers are more apparent in industry‐specific agglomerations due to competitive labor poaching or less apparent benefitting labor pooling. This paper analyses the association of skill shortages and the level of industrial clustering in Germany. The results show, that firms located in an industrial cluster have a significantly lower chance of experiencing skill shortages in terms of vacancies for qualified jobs. At the same time, if firms located in industrial clusters face skill shortage, they struggle more to fill such vacancies.

    This article describes issues related to information distribution and cluster state synchronization in environments with inconsistent network topology (with partially connected nodes or disconnected), without centralized authentication and authorization points. The main objective of this study was to create a set of rules and functional requirements to build a framework for building applications in decentralized and distributed environments that are not fully fault-tolerant, regardless of the underlying cluster’s hardware topology and availability. These solutions are based on selected principles known from the Blockchain database, Public Key Infrastructure, and Event Driven Development. Functional requirements derived from these systems are the basis of a framework dedicated for creating decentralized systems and distribution of information, used in systems developed by cloudover.io company together with AGH University of Science and Technology. Proposed principles were implemented as free library – libdinemic, which is base for future cluster management system, dedicated for large and inconsistent environments.

    The Department of Agrarian Reform (DAR), in partnership with the International Fund for Agricultural Development (IFAD), implemented the project "Convergence on Value Chain Enhancement for Rural Growth and Empowerment" or Project ConVERGE with the goal of empowering Agrarian Reform Beneficiaries (ARBs) to drive rural economic growth across 10 provinces spanning three regions. DAR engaged the Philippine Institute for Development Studies (PIDS) to undertake baseline and endline studies, serving as a crucial assessment tool for the project's performance and providing insights to inform the comprehensive ARC Cluster Development (ARCCD) Strategy aimed at advancing smallholder agriculture in the Philippines. This Endline Report provides the analysis of the baseline and endline datasets. It discusses the following key points: i) results of the impact evaluation study; ii) result of final process evaluation; and iii) recommendations for the Agrarian Reform Communities Cluster Development (ARCCD) Strategy. The quantitative analysis part of the study indicates a significant 41% average treatment effect from the Project, validating its Theory of Change in boosting income for ARC cluster households through value chain interventions. The process evaluation generally confirms the assumptions and impact pathways, with some deviations and shortfalls. Beneficiaries express satisfaction with the Project but have limited understanding of its rationale. The clustering method, which links small farmers to value chains by forming agrarian reform beneficiaries (ARBs) into lead and participating ARB organizations (ARBOs), appears to enhance government support efficiency for organized groups. The paper underscores the importance of additional capacity building for both LARBOs and PARBOs, and it recommends a more active engagement of other government agencies to address value-adding technologies, food processing standards, credit accessibility, and market facilitation.
