    We study the effect of long-term care (LTC) subsidies and supports on the wellbeing of unpaid caregivers. We draw on evidence from a policy intervention, that universalized previously means-tested caregiving supports in Scotland, known as free personal care (FPC). We document causal evidence of an increase in the well-being (happiness) of unpaid carers after the introduction of FPC. Our estimates suggest economically relevant improvements in the happiness (12pp increase in subjective wellbeing) among caregivers exposed to FPC and that provide at least 35 hours of care per week. Consistently, these results are larger among women and non-actively employed caregivers (17pp increase in happiness). Estimates are not driven by selection into caregiving (we find similar wellbeing effects among caregivers at baseline and caregivers throughout the sample), and are driven by income effects of FPC among caregivers.

    Since 2004 six states plus Washington, DC have implemented laws that provide paid leave benefits to workers caring for family members who have a disability or serious medical condition. Focusing on the most established state programs - California and New Jersey - this paper investigates whether paid family leave (PFL) policies facilitate greater labor supply, caregiving, and improvements in health outcomes for those likely to provide family care. Using our preferred estimation method, we find that women with a spouse in poor health are 7.4 percentage points more likely to work while providing care after the implementation of PFL compared to those not living in a PFL state. Similarly, women living within 10 miles of a parent in poor health are more likely to work while providing care (5.6 percentage points) after PFL. The implementation of state PFL also leads to improvements in mental health outcomes for these two groups of women. We fail to find strong evidence that PFL affects labor and care decisions for women living more than 10 miles from a parent in poor health. PFL also has less consistent effects on men.

    This paper presents a model of consumption and household production that takes into account substitution between health-related goods that are produced at home and those produced commercially as well as substitution between goods produced at home by oneself and those produced by one's spouse or partner. New insights are offered that help interpret heterogeneity analysis in data for couples, when individuals differ by gender, age, weight and education. The model also identifies new variables related to marriage markets that could help explain consumption, including demand for medical care and good nutrition. These variables include sex ratios (and exogenous parameters that influence sex ratios) as well as legal changes related to marriage and divorce. A reexamination of the determinants of the price elasticity of demand includes an explanation for gender gaps in such elasticity.
